MEETING TIME: 1:30pm MEETING LOCATION: Board Room - St. Croix Co Health & Human Services Complex, 1445 N 4th Street, New Richmond WI CALL TO ORDER: ROLL CALL: ADOPTION OF AGENDA: ACTION ON PREVIOUS MINUTES: DATE/LOCATION OF NEXT MEETING: AGENDA: (Agenda not necessarily presented in this order) UNFINISHED BUSINESS: NEW BUSINESS: 1) Financial Reports) 2) Variance and Purchase requests 3) Waiting List Report 4) State Biennial Budget presented by Governor and impact on LTS programs. a) Loss of $500,000 in personal care services for elderly and persons with physical disabilities due to termination of Medical Assistance Personal Care (MAPC) b) Restricting Medical Assistance eligibility for nursing home care and waiver programs. c) Terminating Alzheimer Caregiver Support Program. d) Terminating Family Support Program for families with severely disabled children. e) Removing persons from SSI who are eligible thru the E Supplement for persons with additional long term support needs of at least 40 hours per month. Honorine Gedatus, Gerald Magsam, James Craig, Glenda Zielski, Charles Dow, Lee Steinberger, Robert Stephens, Lee Kellaher, Vern Dull, Marguerite Sumner, Ray Mealey, Myrtle Munns Members Absent: Lynn Erkkila, Charles Murphy Guest: Robert Boche, Chairman St. Croix County Board Meeting called to order by chair Ray Mealey at 1:30 p.m. Roll Call. 12 present, two absent. Quorum present. Ron Lockwood requested additions to the agenda: unfinished business regarding letter to governor and. supplemental funding request for CSLA program. Motion to adopt agenda with additions by Robert Stephens, second by Vern Dull. Motion carried. Motion to accept minutes by Robert Stephens, second by Charles Dow. Motion carried. Chair Ray Mealey set the next meeting for Thursday, May 18, 1995 at 1:30 p.m. to be held in the board room of the Health & Human Services Complex in New Richmond. UNFINISHED BUSINESS: Ron Lockwood shared copies of the letter written by Chairperson Ray Mealey to the Governor and the responses received from Governor Thompson and Senator Alice Clausing. NEW BUSINESS: Financial Report: Financial Report handed out. LTS programs are within planned budget. Variance & Purchase Requests: none Waiting List: 11 Cop, 12 CIP2/COPW, 1 Alzheimer Long Term Support Planning Committee March 9, 1995 State Biennial Budget & Impact on LTS Programs: Ron Lockwood handed out a Legislative Update with specific details regarding the cuts in the proposed budget bill. There was much discussion from the group regarding the specific impact on the elderly and disabled in St. Croix County. Continuing to write letters to appropriate persons as private citizens may be helpful and letters endorsed by this committee may also be helpful. Community Aides formula issue (St. Croix County doesn't get their fair share due to this formula) was discussed; what can be done, what has been done, and who can do it. Motion made by Lee Kelleher to have the Chairperson of this committee compose a letter to Governor Thompson, Representative Sheila Harsdorf who is a member of the joint finance committee, Representative Robert Dueholm and Representative Al Baldus indicating the need for this county in particular to keep MAPC due to the large amount of personal care provided in St. Croix County and that if the community aides formula is used to distribute these resources, the impact on St. Croix County will be devastating to it's residents. Seconded by Marguerite Sumner. Carried. Community Supported Living Situation (CSLA) Program: Ron Lockwood requested endorsement from this committee of a request for supplemental funds to support 3 more persons in this program in the amount of $43,300. Motion made by Charles Dow, Second by Lee Stienberger. Carried. Motion to adjourn at 2:30 p.m. by Robert Stephens, second by Lee Kellaher. Motion carried. Submitted by Michele M.
