Fourth Street New Richmond, Wisconsin 54017 TERM SUPPORT PLANNING COMMITTEE MEETING THURSDAY, JUNE 22, 1995 MINUTES James Craig, Charles Dow, Vern Dull, Honorine Gedatus, Lee Kellaher, Gerald Magsam, Ray Mealey, Lee Steinberger, Robert Stephens, Marguerite Sumner, Glenda Zielski Myrtle Munns, Charles Murphy Lynn Erkkila Ron Lockwood Meeting called to order by chair Ray Mealey at 1:35 p.m. Roll Call: 11 present, two excused and one absent. Quorum present. Additions to agenda: Ron Lockwood requests that information be shared regarding Interfaith Volunteer Caregiving be added to the agenda. Also, to share a letter from state senator Dave Zien regarding AB 245. Motion to adopt agenda with additions as presented by Robert Stephens, second by Marguerite Sumner, Carried. Motion to approve minutes as mailed by Lee Kellaher, second by Vern Dull. Motion carried. Chair Ray Mealey set TENTATIVE dates for several meetings to be held in the next 2 months with regard to the budget process. They are as follows: Thursday, July 13 at 1:30pm Thursday, July 27 at 1:30pm Thursday, August 3 at 1.30pm All meetings will be held at the Human Services Complex in New Richmond in the Board Room unless otherwise indicated on meeting notice. LTS Planning Committee Meeting June 22, 1995 UNFINISHED BUSINESS: Letter received from State.Senator Dave Zien in response to this committee's support of keeping the community input for long term program planning intact was passed to all to read. A paper explaining the Interfaith Volunteer Caregiving was passed around to familiarize the community on this venture. Copies of letters received from Shiela HarsdorfI State Representative and Scott Fitzgerald, State Senator were mailed with the agenda. The letters were of a positive note; no discussion. NEW BUSINESS: r^irancial Report: Financial report was distributed and discussed for activities during January 1, 1995 to April 30, 1995. CIP 2 count has been removed from significant proportions now; they previously were included so that the proportions of persons served would be within the requirements. They are no longer needed to be counted with the COP-W to meed requirements. There are no Variance and Purchase Requests. Waiting List: 19 COP, 21 CIP-2/COP-W, 1 Alzheimer Caregiver Support Procedures and deadlines for budget process were discussed. Extra meetings for this committee were tentatively set as listed above. Act 469 was discussed. Motion made by Robert Stephens for this committee to submit letter to legislators to support maintaining of Act 469, second by Lee Steinberger; Carried. Motion was made by Lee Kellaher for this committee to submit a letter of support for Faith in Action Grant for the Unit on Aging; second by Marguerite Sumner; Carried. Family Support evaluation results by consumers was handed out. Generally favorable. Motion to adjourn by Robert Stephens, second by Charles Dow, Carried. Submitted by: Michele M. As in the past, the Bureau of Long Term Support, Area Agency on Aging, and this office have all had the opportunity to react to your 1995 Community Options Plan Update. Following are our comments relative to various sections of your plan. 1994 Goals and Objectives 1994 was, by all accounts, an ambitious and productive year in the area of long term support services. Your goals for 1994 were very appropriate. It is clear that St. Croix County understands the importance of maximizing federal revenues as a strategy for meeting the county's long term support needs. Expansion of MAPC, CIP II, COP-W and CIP 1B has obviously benefitted consumers of St. Croix County as well as enriched the support system for those not on the waiver programs. Using COP to capture federal revenue or to serve only those not eligible for waivers represents solid fiscal management. St. Croix County's commitment to community based services is also reflected in these goals. The fact that you have the fewest number of persons with developmental disabilities, per capita, still in institutions, as compared to other counties in the Western Region reflects this commitment and your effectiveness. 1995 Goals and Objectives Your goals for 1995 reflect a nice balance of expansion of existing initiatives, maintaining the past commitment and focus, advocacy, and new development. These are ambitious but achievable goals. Policies Your plan update addresses all of the new standards for 1995. You have provided assurance that you are, or will be, in compliance by the end of 1995. We appreciate your thoroughness in addressing this section of your plan update. Care Management Standards Your data indicates that while you are not in compliance with the standard, that you are within the 1995 tolerance limit. You currently are 11 % over the standard, but well within the 25 % tolerance limit. As your caseloads continue to grow and as the tolerance limit is reduced, you will experience increased tension around this standard. Close monitoring of this and the development of a proactive approach to achieving compliance is encouraged. Please contact me should you wish to discuss strategies. Summary This was a very thoughtful and thorough plan update, as comprehensive as any received by this office this year. Congratulations on your achievements, your vision and commitment, and the unconditional approval of your plan.
