'Fn 54017 THURSDAY, AUGUST 10, 199t MINUTES Members Present: James Craig, Charles Dow, Vern Dull, Honorine Gedatus, Lee Kellaher, Gerald Magsam, Ray Mealey, Myrtle Munns, Lee Steinberger, Marguerite Sumner, Glenda Zielski Members Excused: Charles Murphy Members Absent: Lynn Erkkila, Robert Stephens Staff Present: Ron Lockwood Guest(s): Gail Casey, Alzheimer's Caregivers Program Meeting called to order by chair Ray Mealey at 1:35 p.m. Roll Call: 11 present, one excused and two absent. Quorum present. Agenda Changes: Ron Lockwood requests that Alzheimer's Information presentation be moved to first item under new business and to add information on upcoming training for LTS members and a presentation by Honorine Gedatus with regards to attending the Annual LTS Conference. Motion to adopt agenda with additions as presented by Lee Kellaher, 2nd by Vern Dull, Carried. Motion to approve minutes as mailed by Myrtle Munns, second by Lee Steinberger. Motion carried. Chair Ray Mealey set date for the next meeting to be Thursday, September 21, 1995 at 1:30pm at the Human Services Complex in New Richmond in the Board Room unless otherwise indicated on meeting notice. UNFINISHED BUSINESS: Report on Mandates - Ron Lockwood handed out information on mandated programs for St. Croix County. This information had originally been requested by the Human Services Board to use as a foundation to discuss budget issues for 1996. One issue is that the definitions of what is mandated is very broad. Also, it is not stipulated that the county has to provided those services, but they must make services available to residents. 1996 Plan & Budget For LTS Programs - Ron Lockwood handed out the proposed LTS budget for 1996. Discussion. Motion made by Lee Kellaher that this committee recommend to the county board that it accept a negotiated 29% cut in provider contract and no replacement for the work services instructor at St. Croix Industries upon retirement with a savings of $23,000. Second by Marguerite Sumner. The motion is carried unanimously. LTS Planning Committee Meeting Thursday, August 10, 1995 Minutes Page 2 Alzheimer Caregiver's Program - What the program does for the community. Gail Casey, Alz Program Coordinator, discussed and presented handouts with details of what the program is about. Currently 4 million persons in the U.S.; 796 in St. Croix County. Funding is limited to $13,400 annually. Due to WI budget cuts, the WI Alzheimers Information and Training Center is closed. This area now has to to contact the Indianhead Chapter of Alzheimer Disease, which serves 11 county area. The budget for the Alzheimer Program is limited, but St Croix County is committed to work with support groups and see that these are available to clients and their families. Public Awareness is another important aspect and this is accomplished with staff at information booths at county fairs, health fairs, disability awareness workshops, etc.. A quarterly newsletter is mailed also. ing St Croix County currently has 1 client that is being served with a Track System that involves a bracelet and a tracking device that sends a signal to the sherriff's office. There are 2 other bracelets available for use. NEW BUSINESS: Financial Report: no new report generated for this meeting Variance and Purchase Request{s): With regard to monies taken out of Supportive Home Care and put in to the CIP2/COPW waiver, a motion was made by Myrtle Munns, to establish current Supportive Home Care clients as a priority target group, if eligible, for the CIP2/COPW Waiver Programs for the next six months. Motion second by Lee Kellaher; Carried. Waiting list report: Remains unchanged. CIP2/COP2 Audit: State officials will arrive the week of August 15 to conduct their annual audit. This will include the documentation requirements and it will include a home visit by the state inspector for 10 of our clients. Ron will give this committee a formal report at the next meeting. Resignation: Gerald Magsam, CMI resource, needs to resign his position on this committee. He must do so due to employment. Good Luck Gerald!! LTS Annual Conference: Honorine Gedatus attended the Annual LTS Conference at Steven's Point. She reported that she learned several things, although the conference was aimed at social workers and management. She did, however, pick up some interesting materials and any members who would like copies of any of the information she returned with, please contact her. Upcoming Training for LTS Committee Members - "Effecting Change" conference designed for County LTS Planning Committee Members who are interested in learning more about Community Based Long Term Care Programs. Any members interested in attending should contact Ron Lockwood-246-8345.
