MINUTES
WASTE MANAGEMENT COMMITTEE
SEPTEMBER 20, 1995
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Einar Horne; Supervisors Daryl Standafer, Jack Dowd and Tim Filipialc.
Staff present included George Hayducsko, Troy Gansluckner, Dave Fodroczi, Greg
Timmerman and Rosemary Olson. Guests in attendance were Bill Parenteau of BFI.
ABSENT: Supervisor John Mortensen, excused.
Chairperson Horne called the meeting to order at 6:30 p.m. Motion by Standafer, seconded by Filipialc
to adopt the agenda. Motion carried. Motion by Dowd, seconded by Standafer to approve the previous
months minutes. Motion carried.
The October meeting date was confirmed for Thursday the 12th at 6:30 p.m. at the Government Center.
Summary of Bills
The Committee discussed the summary of bills previously signed by the Committee chairperson. No
action was taken.
Recycling
Gansluckner reported that the recycling grant application is due to the state by October 1st. He further
noted that he has been working with the municipalities on their recycling programs and helping them with
the reports submitted to the County for the grant. Gansluckner noted that he has helped them with a few
minor problems, but for the most part the communities are doing very well with their programs.
Participation is up in the County, as an example the City of Hudson's participation is 60% higher than
last year, which is an indication the program is working.
Hayducsko reported that staff is investigating a hauler for improper handling of recycables.
Agricultural Clean Sweep &Appfiance Collection
Gansluckner distributed and reviewed a copy of the survey results from the appliance roundup. Because
of the successful program and the indication from the survey results that the public would like this at least
once a year, Gansluckner suggested the tire roundup and appliance roundup be held once a year and at
the same time, at various locations around the County, at no additional cost to the County.
Waste -to -Energy Facility Update
c) Timmerman reported that the state's trial was set for November, but the trial has been postponed.
Motion hearings will be held instead and to include Herb Zien and Bill Heulsman in the DNR's case, and
for summary judgment. He further noted that the DNR has a requirement that ARR perform an air test
within 60 days of operating again, which ends shortly. If there is an extension of that time, Timmerman
may contact the EPA office in Chicago to see if there is any recourse to have air pollution control laws
enforced.
d) Hayducsko reported that there are 24 containers in the lot outside the facility, full of ash. He
explained that the reason they have not been taken to Lake Area Disposal is because the ash tests results
just came back and will be transported out by BFI.
Hayducsko reported that two units are running and AR R plans to have all three units running by October
1 st. The ash conveyor is not working very well, off and on.
Hayducsko reported that the pit is almost empty and ARR has gone into Pierce County for more garbage.
a & b) The Committee agreed to not go into closed session.
Timmerman reported that Corporation Counsel is starting depositions the 1st of October from R. W. Becic,
Coy and Associates, Prudential and ARR principals.
Haulers
Hayducsko reported that Olson Sanitation and Johnson Sanitation should be paid up by November if they
continue at the rate of payment they have been paying to this point.
1996 Budget
Fodroczi reported that there have been some suggested changes to the budget in staff development line
item and that administration will put in a flat fee, about 1/2% lower than what was budgeted. He also
indicated that more of Hayducsko's personnel costs could be moved into the Recycling budget and taken
out of the Waste Management budget. Hayducsko further noted the more money taken off the Recycling
budget is less money given to the municipalities for their recycling costs.
Agricultural Clean Sweep &Appliance Collection continued
Hayducsko reported that 4,000 pound of ag hazardous waste was collected, of which approximately 1,000
pounds of it was lead paint. He further noted that this will be the last ag clean sweep specifically for ag
hazardous waste, and in the future it will be attached to the household hazardous waste program.
Potential Liability of Municipalities and Businesses for Closed Landfills
Hayducsko referred to an ad in the Pioneer Press newspaper put on by Ramsey County and Washington
County, addressing landfill liability by a municipality and how this can be eliminated. Hayducsko asked
the Committee if staff should be helping the municipalities by informing them of what is available to
accomplish this. The Committee agreed not to have staff pursue this at this time.
Motion by Standafer, seconded by Filipiak to adjourn at 7:40 p.m. Motion carried.
