May 24, 1995 County Haulers cc: County Board Office News Media/Notice Board County Clerk Committee Members MINUTES WASTE MANAGEMENT COMMITTEE JUNE 8, 1995 ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Einar Horne; Supervisors Tim Filipiak, John Mortensen and Daryl Standafer. Staff present included George Hayducsko, Troy Gansluckner, Dave Fodroczi, Greg Timmerman and Rosemary Olson. ABSENT: Supervisor Jack Dowd, excused. Chairperson Horne called the meeting to order at 8:05 a.m. Motion by Filipiak, seconded by Mortensen to adopt the agenda. Motion carried. Motion by Standafer, seconded by Mortensen to approve the previous months minutes. Motion carried. The next meeting date was confirmed for July 13th. Summary of Bills Discussion on the 1993 Ag Clean Sweep bill to Chemical Waste Management, Inc. Hayducsko explained that the reason for the delay in payment was to assure and document proper disposal of the waste. He further noted that the same company was used for 1994 Household program and they did a very good job. Recycling a) Gansluckner reviewed the final totals for the Tire Roundup program which went over the original projections. He pointed out that the citizens who completed the survey, 46% of them found out about the program from the newsletter and that 84% were in favor of a tire program at least once a year. He further noted that all the dropoff sites have been inspected by staff, all of the tires have been picked up and staff is recommending payment to BeeLine, once staff has had a chance to go over the letter of certification for disposal of the tires and everything is correct according to the contract requirements. Discussion on including another tire roundup program in the 1996 budget, at zero cost to the County levee. Fodroczi noted that the program is funded from new car purchases and replacement tires. Chairperson Horne suggested that the Towns be advised to budget money for any added costs they may incur from the program. The Committee requested that staff put together the best way to have a tire roundup program in 1996, contact the municipalities to see how many of them are interested in doing another program in 1996 and bring it back to the Committee in July. The Committee also agreed that it would not be necessary for newspaper ads because the newsletter was so effective. Gansluckner reported that he has contacted all municipalities that have parks in their communities and is working with them on containers for recycables. Waste -to -Energy Facility Update a & b) Staff and the Committee agreed to not go into closed session. Timmerman reported that ARR has filed a "sale and liquidation" plan with the bankruptcy court. He went on to report that on July llth the bankruptcy court will hold a hearing to approve or disapprove the disclosure statement and the creditors have 60 days to respond to the statement. c) Timmerman reported that a hearing in the State action against ARR to be held in the last two weeks was postponed at the request of ARR. A meeting was held with the DNR instead where ARR informed the DNR that they are continuing to make progress and the DNR concurred that ARR would have a chance to test in order to operate again. The DNR will make a forfeiture settlement agreement offer to ARR for past violations. The trial is still set for November. d) Hayducsko reported that one employee at the facility has left. He noted that it appears that some of the vendors on the reconditioning project are not being paid. Agricultural Clean Sweep Hayducsko reported that appliance disposal will be added to the Ag Clean Sweep and make that service available, at no cost to the County. 1996 Staff Request Fodroczi explained that it is again necessary to bring to the Personnel Committee a recommendation from this Committee to continue the Recycling Specialist position in 1996. Motion by Mortensen, seconded by Filipiak to recommend to the Personnel Committee that the Recycling Specialist position remain the same as in 1995 as an LTE position. Fodroczi raised the issue of available benefits for the Recycling Specialist position to keep and/or obtain qualified people. Discussion of fringe benefits available to temporary versus permanent positions. The Committee agreed that it would be difficult to justify a permanent recycling position at this time in light of the uncertainties with the waste management program.
