CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI PRESENT: Chairperson Einar Horne; Supervisors Jacic Dowd, Tim Filipiak, John Mortensen and Daryl Standafer. Staff present included George Hayducsko, Greg Timmerman, Troy Gansluckner, Jim Janke and Rosemary Olson. Guests in attendance included Tim Doran and Jim Judkins. Chairperson Horne called the meeting to order at 8:03 a.m. Motion by Dowd, seconded by Mortensen to adopt the amended agenda. Motion carried. Motion by Mortensen, seconded by Filipiak to approve the previous months minutes. Motion carried. Waste -to -Energy Facility Update b) Motion by Dowd, seconded by Mortensen to go into closed session pursuant to Wisconsin stat. 19.85(1)(g) to confer with counsel regarding the ARR bankruptcy. Roll call vote, all yes. Motion carried. c) Motion by Filipiak, seconded by Mortensen to reconvene into open session pursuant to Wisconsin stat. 19.85(2). Roll call vote, all yes. Motion carried. a) Timmerman reported on the lawsuit pending in circuit court. There is a scheduling order requiring briefs to be filed, expert witnesses to be enclosed and submitted to the other parties and a trial has been set for November, 1995. The main issue, according to the assistant attorney general, is the fines and forfeitures for past violations. There is still the issue in regard to the air pollution control permit and whether or not test results have to be evaluated by using the 1987 standards or newer standards. d) Hayducsko reported that all of the $700,000 to rebuild the facility has been used and ARR let the subcontractors go. R. W. Beck and ARR are asking the bankruptcy court for more money. He further noted that there are about seven ARR employees working at the facility at this time and would need more people if they were to operate the facility. Summary of Bills Chairperson Horne noted that he did not sign off on the bills for March. Motion by Mortensen, seconded by Standafer to approve the bills totalling $12,643.61. Motion carried. Haulers Hayducsko reported that Johnson Sanitation and Olson Sanitation have been sending in payments in an attempt to pay off their past due accounts. He distributed a copy of an updated balance due report for all of the past due accounts for 1994. Hayducsko further noted that both Johnson Sanitation and Olson Sanitation have sent in a note of promise with a payment schedule. Motion by Dowd, seconded by Filipiak that the County have a formal contract with Johnson Sanitation and Olson Sanitation stating what the payment scheduled will be and what the consequences would be if the payment terms were not met. Motion carried. Recycling a) Gansluckner reported that the tire program will start in May and that 17 municipalities are participating. Gansluckner noted that there will paid advertisements and news releases in the local newspapers with program information and the newsletter will have a section all about the program also. Gansluckner will do a follow-up visit to all of the collection sites to confirm that the vendor has picked up and disposed of all the tires before paying the vendor. b) H"MY ducsko circulated a draft of the newsletter that will be sent out on April 19th in a bulk mailing to all County residents. Chairperson reported that there are a lot of complaints from residents of the Town of Hudson regarding the recycle pick up. c) Gansluckner reported that the "Buy Recycled Exhibit" will be at various schools and grocery stores the next two weeks. Agricultural Clean Sweep Janke updated the Committee on the 1995 Ag Clean Sweep program. He reported that the grant will pay a higher portion of the total costs. They will pay seven -eights of the costs, up to $35,000. He also noted that the disposal costs have dropped by a third. Janke noted that DATCAP requires pre -registration from farmers and an estimate of how much chemicals they will be bringing in. Janke explained that Highway Commissioner Dan Fedderly has concerns about using the building in Hammond for the drop-off site because the hazardous waste remains in the building overnight before being removed to a disposal site. The Hammond building was used in 1993 and worked well for traffic control and the entire program. Hayducsko mentioned that a letter is being written to send to the Highway Department outlining the background of the chemical company and the safety precautions that are taken during an event like this. Janke noted that this is being tied in with the Polk County Ag Clean Sweep program which are within one day of each other to help lower the costs to Chemical Waste. Any Other Business Hayducsko showed the Committee the ad that will be running for the Town of Star Prairie recycling center. Motion by Standafer, seconded by Filipiak to adjourn the meeting at 9:10 a.m. Motion carried. Respectfully submitted: ro
