MINUTES
WASTE MANAGEMENT COMMITTEE
MARCH 9, 1995
T. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Einar Horne, Supervisors Daryl Standafer, and Jack Dowd.. Staff present
included George Hayducsko, Troy Gansluckner, Greg Timmerman and Catherine Benoy.
ABSENT: Supervisors Tim Filipiak and John Mortensen, excused.
Chairperson Horne called the meeting to order at 8:05 a.m. Motion by Standafer, seconded by Dowd to
adopt the agenda. Motion carried. Motion by Standafer, seconded by Dowd to approve the previous
months minutes. Motion carried.
Summary of Bills
Chairperson Horne signed the bills prior to meeting and they will be paid. Chairperson Horne asked if
the Committee would like to review the bills at the meetings or keep the present procedure. Supervisors
Standafer and Dowd in favor of keeping present procedure.
Haulers
Hayducsko reported that he sent letters to two haulers and gave until March 1 Oth to pay in full, otherwise
Corporation Counsel will take over the matter.
Recycling
a) Hayducsko reported that three bids have been received for tire recycling, one for $70 per ton and one
for $72 per ton, there is great competition out there.
Gansluckner has visited Bee Line Tire Recycling, a family owned business with facilities in Edgar and
Tomahawk, Wi. If chosen as a vendor, tires would be shredded at the Tomohawk facility. Bee Line has
the ability to shred up to 1000 tires per hour.
Hayducsko has talked to DNR and they say this company has done a good job for them. The question
is do they need a Performance Bond, talked to Corporate Counsel about this, so will have Timmerman
give his opinion.
Timmerman said the company would prefer to provide a Letter of Credit, in his opinion this is as good
as a Bond and is less expensive. The Letter of Credit would be made for a specific amount of money.
News Letter
Hayducsko reported the big item is the Tire program, continue to publish what is recyclable, list of
information, appliances etc,. Newsletter will be mailed in late April or May, will be finalized end of this
month. Also have had questions on Sharps disposal. Needles from diabetic medication etc, and have
made some contacts to accept them.

Chairperson Horne asked that the Agricultural Clean Sweep report be given now so the Committee can
go into closed session for the rest of the meeting.
Agricultural Clean Sweep
Corporate Counsel has questions why the County must be considered the hazardous waste generator just
because they have provided a place to handle it and would like to see if the disposal company can be
responsible instead of the County. Chairperson Horne suggested talking with WCA and the Towns
Association and see if this question could be answered.
Hayducsko stated the date for the meeting is temporarily set for September 16, 1995, but we need to work
the date out with Highway Department which does not want it in the building they provided two years
ago. They do have another building with a dirt floor and plastic could be put down to prevent
contamination. Highway Department also has a concern about the Clean Sweep being on a Saturday.
They would prefer a day when their staff is present.
Chairperson Horne will ask the Highway Committee to take a stand on this problem.
Hayducsko presented the award that he received for the County "1995 Arrow Recycling award for "Buy
Recycled", which is made from recycled glass and hand blown.
Waste -to -Energy Facility Update
Motion by Standafer, second by Dowd to go into closed Session pursuant to 19.85(1)(g) conferring with
Counsel regarding ARR Bankruptcy. Carried. Roll Call: Horne, Standafer, Dowd all yes. Chairperson
Horne noted the meeting is in Closed Session at 8*45 a.m.
No action taken.
Motion by Dowd second by Standafer to come back into Open Session at 9:10 a.rn
Any Other Business
Motion by Standafer, second by Dowd to adjourn at 9:20 a.m. Motion carried.
