WASTE MANAGEMENT COMMITTEE
FEBRUARY 9, 1995
T. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Vice Chairperson John Mortensen; Supervisors Daryl Standafer, Tim piak and Jack
Dowd. Staff present included George Hayducsko, Dave Fodroczi, Troy Gansluckner,
Greg Timmerman and Rosemary Olson. Guests in attendance were Bruce Bayer, Michele
Lyskett from the New Richmond News and Doug Wagner from Waste Management, Inc.
ABSENT: Chairperson Einar Horne, excused.
Vice Chairperson Mortensen called the meeting to order at 8:05 a.m. Motion by Filipiak, seconded by
Standafer to adopt the agenda. Motion carried. Motion by Dowd, seconded by Standafer to approve the
previous months minutes. Motion carried. The March meeting was confirmed for the 9th. Mortensen
will not be present and excused.
Summary of Bills
Hayducsko reviewed the list of bills sent to the Committee. Item (a.) will be discussed at the next meeting
when Chairperson Horne will be present.

Hayducsko reported that because of Corporation Counsel's busy schedule, no action has been taken against
the past due haulers, Olson Sanitation and Johnson Sanitation. Hayducsko further noted that Olson
Sanitation is not returning calls from staff so they are not aware of the Committee's decision to take legal
action against them for non-payment on their accounts. Motion by Standafer, seconded by Dowd to
contact Olson Sanitation and Johnson Sanitation by certified mail regarding their past due accounts.
Motion carried.
Recycling
a) Hayducsko reported that the Request For Proposal (RFP) was drafted, reviewed and approved by
Corporation Counsel and mailed out to 20 tire processors/haulers. He further noted that 18 municipalities
are participating in the tire recycling program in May.
Hayducsko noted that now is the time to start thinking about recycling programs in 1996 and talk about
what should be done in the future. Doug Wagner from Waste Management, Inc. stated that education is
very important, but there are tremendous costs involved. Vice Chairperson Mortensen suggested that the
newsletter be sent 2 - 3 times a year. Gansluckner reported that he followed up on a telephone call
complaint on Junker and followed a Junker truck around, took pictures and found they were complying
with the ordinance. He also visited an apartment building after receiving a complaint from a tenant.
Waste -to -Energy Facility Update
a) Timmerman reported that ARR appealed the circuit court the order for a temporary injunction to the
Court of Appeals. The Court of Appeals denied the appeal. He further noted that the state amended its

complaint to include solid waste issues.
b) Dowd reported on the interviews with engineering consultants from GBB and Dames & Moore. He
and staff agreed to recommend the senior consultant from Dames & Moore, Gary Boley from Madison,
Wisconsin and felt he was the best qualified of the two applicants. He noted that almost every consultant
contacted had some past connection with R. W. Beck or Prudential. Timmerman stated that the County's
bankruptcy attorney Peter Herrell has talk to Mr. Boley and noted that because of Boley's background,
agreed he would be a good choice. Motion by Filipiak, seconded by Standafer to approve the hiring of
Gary Boley from Dames & Moore. Motion carried. A package of background informati

project will be sent to Boley for his review.
Hayducsko reported that the pit is just about cleaned out and there is no notice of rats around the pit area.
The waste was taken to the St. Croix River Valley Landfill, Osceola and payment was secured by another
entity other then ARR. The ash is still on site and covered. He stated that there is a lot of activity going
on at the facility in an attempt to get it up and running again.
Agricultural Clean Sweep
Hayducsko reported that the Ag Clean Sweep is scheduled for September. The County has been approved
for the grant from Ag Department. They will be supplying $35,000 and the County will pay $5,000 to
run the program.
Any Other Business
Hayducsko distributed a copy of the updated Recycling Budget. He pointed out that the total amount was
increased from $201,483 to $277,574. He then discussed the changes in the various line items that were
adjusted because of the increase, with the majority of the funds going to the municipalities, which should
cover most of their costs for recycling.
Fodroczi noted that in the St. Paul Pioneer Press newspaper in the Wisconsin section, there are contact
telephone numbers for questions about recycling. He suggested that our recycling number be added and
also be put in all the County newspapers. The Committee agreed,
