MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of December 20, 1995
The meeting was called to order by Vice-chairman, King at 8:03 A.M; and roll
call was taken with Draxler;. Grant, Menter, and King in attendance, with
Sinclear excused.
A motion was made by Menter, seconded by Grant, to adopt the agenda as
published. Motion carried.
The next meeting was previously set for January 9, 1996 at 8:00 A.M., with
King and Sinclear reviewing the vouchers at 7:00 A.M.
A motion was made by Grant, seconded by Draxler, to approve the minutes after
corrections. Motion carried.
Announcements and Correspondence: Fedderly handed out a St. Croix river
bridge Stillwater Gazette newspaper article; the December TDA newsletter; and
the winter Transportation Information Center Crossroads newsletter.

Review WisDOT's 1996 Authority for Expenditures (AFE's)• After reviewing
liability issues, funding, wording., consistency, and options available; a
motion was made by Draxler, seconded by Menter, to sign the agreement and
attach a letter outlining the numerous concerns we have with the 1996 AFE.
Motion carried.
A motion was made by Draxler, seconded by King, not to sign the 1996 Winter
Initiative Agreement proposed by WisDOT and send a letter explaining the
discrepancies, inequities, and our understanding of the original agreement.
Motion carried.
Review and Award Truck Proposals• Bentley and Schofield reviewed the
specifications on the crew cab proposals received. A motion was made by
Grant, seconded by. Menter, to purchase one 1996 Ford F-350 crew cab pickup
from Anderson Motors of Baldwin for a total of-$20,300.00. Motion carried.
Bentley, Schofield, and Harer reviewed the proposals received for two tandem
axle trucks and discussed comparisons between the trucks and our anticipated
utilization of these specific trucks as well as review of the entire hauling
truck fleet. A motion was made by Grant, seconded by Menter, to purchase two
1996 DM-690-S Mack tandem axle trucks for a total price of $121,784.00.
Motion carried.
Bentley, Schofield, and Harer reviewed and discussed the proposals and
specifications received for two single axle trucks. A motion was made by
Menter, seconded by Draxler, to reject all proposals on the single axle
trucks and send out revised specifications and requests for proposals
addressing the inconsistency in the proposals received. Motion carried.

circumstances with the beat maintenance truck that must cross the old narrow
Stillwater bridge. There is a need for a wing on the truck; but the narrow
Stillwater bridge limits the width of the truck. Harer reviewed
specifications on a Universal 'stuck-inv' wing that meets the width
limitations. A motion was made by Menter, seconded by Draxler, to purchase
one 11 foot Universal "tuck in" truck wing as presented. Motion carried.

Review Shop Steamer Demo/Proposals: Bentley reviewed proposals received for
a shop steamer/pressure washer. A motion was made by Grant, seconded by
King, to look into the proposal for one new Beaver B6/2000 pressure washer
from Beaver of Wisconsin, Inc. of Plover, WI for a total price of $5,195.007
and determine total costs associated with installation, supplies, etc.
Motion carried.
Somerset Pit Discussions. Fedderly noted that there has been no word from
Cedar Corporation or the Village of Somerset regarding the Village's position
on the purchase of a portion of the Somerset pit or any proposed zoning of
the area.
Discuss Old Hudson Shop Land Status: Fedderly noted that there has not been
an approved appraisal from WisDOT to date, also Fedderly has been made aware,
that there are concerns that the land is valued at more than the state is
offering. The. Committee discussed the clean-up of the site and the
possibility of sending out proposals on the property noting that the state
will be taking a portion of it for right-of-way in the near future.
Discuss CTH "UU" Joint Project Status: Fedderly reviewed a meeting with the
City of Hudson and Bonestroo Engineering. The City is more interested in a
minor reconstruction than a full major reconstruction for the mile and a
quarter length of CTH "UU" being reviewed at this time.

Other Business: Ramberg reviewed the current fund balances and comparisons
to previous years.
Adjournment: A motion was made by Draxler, seconded by Menter, to adjourn at
10:45 A.M. Motion carried.
The Committee along with numerous guests honored Allen C. Bentley on his
upcoming retirement from the Highway Department.
