Fedderly, P.E.; Highway commissioner DATBs November 30, 1995 QUALITY • EFFICIENCY • PRIDE I MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of December 7, 1995 The meeting was called to order by Chairman, Sinclear at 8*00 A.M. Roll call was taken with Draxler, Grant, Menter, King, and Sinclear in attendance. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. The next meeting was previously set for December 20, 1995 at 8:00 A.M. A motion was made by Grant, seconded by Draxler, to approve the minutes as mailed to the members. Motion carried. Draxler and Sinclear had reviewed the schedule of vouchers at 7:00 A.M. A motion was made by Sinclear, seconded by Draxler, to approve the vouchers for payment. Announcements and Correspondence: Fedderly noted the progress on the engineering workload, bridge package, and consultant prices. A meeting with Cedar Corporation is scheduled in January on federal aid 95-I-1. Engineering and construction of 97-V-1 will probably be pushed back a year due to WisDOT and federal budget cuts. The Committee discussed options, alternatives, and needs on the old Hudson site property; as a letter was sent to WisDOT regarding the Hudson property and a reply has been received with a discrepancy in the acreage. Fedderly discussed the Authority for Expenditure (AFE) contract language issues and language change requests. Revised AFEs are expected to be received for the next meeting. Patrol Superintendent Update of Activities: Fedderly reviewed a synopsis of the county projects completed and in progress, work being done for other departments and local units of government, along with the effectiveness thus far of the new state purchased zero velocity spreaders. Discuss CTH "UU" Joint Project Status: Fedderly reviewed the Bonestroo letter received regarding the joint CTH "UU" project cost estimates and engineering fee estimates. The City of Hudson's public Works Committee has a meeting scheduled Monday, December 11, 1995 to continue discussions on the project, with Bonestroo. Fedderly will be meeting with Hudson and Bonestroo to discuss the projected project costs further. Review Machinery Management Proposal: Bentley and Schofield reviewed proposals received on trading the paver for a new paver; trading one grader for a new one; and purchasing one grader outright. After review of which graders to sell, the sale value of the paver, and proposal comparisons; .a motion was made by King, seconded by Draxler, to trade one 140G Cat grader for a new 140G Cat grader and purchase outright one 163H AWD Cat grader from Fabco Equipment of Eau Claire for a total price of $150,000.00. Motion carried. Bentley and Schofield were directed to secure proposals on a paver only to be addressed at a future meeting. Review Machinery Management Proposal: Bentley and Schofield reviewed the projected ending machinery fund balances, the projected broker equipment salesI and the machinery management priority list. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 December 7, 1995 Review Loader/Backhoe Trade Proposal: Bentley and Schofield reviewed the proposal received to trade the John Deere loader/backhoe for a John Deere excavator. A motion was made by King, seconded by Menter, to trade the 510D John Deere loader/backhoe for a new 290D John Deere excavator with a wrist-o- twist control from Ison Equipment of Eau Claire for a total price of $47,500.00. Motion carried. Joint Meetina with Planning & Zonina Committee reaardi.na 35/64 Desian: At 1030.A.M. Dorsey, Luckey, and Raymond of the Planning & Zoning Committee; Tom Nelson of Zoning, Dave Fodroczi of Planning, and Marty Beekman and Terry Pederson of WisDOT joined the Transportation Committee to discuss the 35/64 design. Beekman reviewed the events leading to the current status of the project which includes the state budget problems, the Stillwater bridge time -line, and the approach design to date. It was explained that the bridge approach and the Houlton-New Richmond projects are being designed as expressways and that the freeway concept is an ultimate scenario. Beekman added that the EIS, the legislative enumeration, and the design of these projects are all based on an expressway type facility. The concept of a freeway type facility relates. to long range planning, i.e., enabling the initially constructed expressway to be easily,converted to a freeway in the future. Pederson reviewed conceptual designs including local road alterations for an expressway and an ultimate freeway with three alternatives for the bridge approach area. Discussions included the need to know the costs to the local governments to accomplish the freeway design through the area, the need for an impact study, safety enhancements, and future local road traffic patterns and levels. The Committees offered their opinions if they want to pursue planning for an ultimate freeway or an expressway or a combination of both. A motion was made by Raymond, seconded by Menter, to endorse a freeway planning concept on the west end up to and including 150th Street with the understanding that the cost for the additional local road improvements will be negotiated between the state and the local governments. Motion carried. Discussion reaarding Subdivision Road Inspections and Billings• Fedderly reviewed. the billing and budgeting process the Highway Department goes through for accountability. Dorsey and Nelson reviewed the subdivision requirements, the flat fee structure, and the costs incurred, indicating that this area is over budget for the Zoning Department. A flat fee and a retroactive actual cost charge from Zoning to developers will be looked into for the future road inspections. Adjournment: A motion was made by Draxler, seconded by Menter, to adjourn at Motion carried. SECRETARY
