Fedderly, P.E.; Highway Commissioner DATES November 20, 1995 (715) 798.2227 Fax (715) 796-2339 Hammond �� _ - , MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of November 29, 1995 The meeting was called to order by Chairman, Sinclear at 8:10 A.M. Roll call was taken with Draxler, Grant, Menter, King, and Sinclear in attendance. A motion was made by Grant, seconded by Menter, to adopt the agenda as published. Motion carried. The next meetings were previously set for December 7, 1995 at 8:00 A.M., with Draxler and Sinclear reviewing vendors at 7:00 A.M; and December 20, 1995 at 8:00 A.M. A motion was made.by King, seconded by Grant, to approve the minutes as mailed to the members. Motion carried. Seminar Attendance Requests: A motion was made by Draxler, seconded by King, to authorize 4-6 Highway Department people to attend the January 17, 1996, Eau Claire UW-Extension Highway Safety Workshop for $35.00 each. Motion carried. K A motion was made by King, seconded by Grant, to authorize two people to attend the Annual Surveyor's Institute seminar in Steven's Point on January 24-29, 1996. Motion carried. Announcements and Correspondence: Fedderly handed out and reviewed construction and seminar photos; blended fuel cost comparisons; a newspaper article regarding the Highway Department's October 1995 Safety Seminar;the current ARIBA newsletter; Rustic Road ,#4 maintenance correspondences; the year -to -slate liability losses; a Town of Kinnickinnic CTH "SS"/zoning. letter; and the li/02/95 Wisconsin County Highway Association Board of Directors and Executive Committee meeting minutes whereby Fedderly was nominated for Secretary of the Wisconsin County Highway Association to serve a two year term, then an additional two year term as President. Fedderly reviewed the Local Road Improvement Program (LRIP), including the Town Road .Improvement Program (TRIP) and Municipal Street Improvement Program (MSIP) outlining each Committee's biannual distribution of funds available. There was a 35/64 design meeting with Cedar Corporation, the Village of Somerset, and WisDOT regarding 35/64 around the Village of Somerset. WisDOT will be looking into options and reviewing this request. Fedderly handed out a City of Hudson agenda regarding a proposed Auto Stop planned for the corner of CTH "W" and Carmichael Road. Update & Review on State and County 1996 Budgets: Fedderly reviewed the most current estimate of 1996 General Transportation Aids (GTA). The estimate is approximately $30,000.00 less than the previous estimate used in preparing the Department's budget. 'x ` ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 November 29, 1995 Review Broker's Appraisals of Used Equipment: Bentley, Schofield and Fedderly reviewed the proposed list of equipment to place on sale with our broker, and the impact of equipment needs based on these sales. Review Equipment Proposal Schedule: The Committee reviewed the updated equipment proposal list schedule, and discussed the paver and grader needs based on the equipment sales. A motion was made by Sinclear, seconded by King, to obtain proposals on a paver and graders) with options based on equipment sales or trades. Motion carried. The Committee reviewed a loader/backhoe trade for an excavator proposal received from Icon Equipment. The Committee will be consider the proposal more at a future meeting. Bentley and Schofield reviewed proposals received for various equipment on the approved.. priority purchase list. After review of metal band saw proposals; a motion was made by Grant, seconded by Menter, to purchase one Ellis 1800 Mitre saw with table, micro adjuster, and roller from Welders Supply Company of Altonna, WI for a total price of $2,490.00. Motion carried. _ After review of vibratory rammer (jumping jack) proposals; a motion was made by Draxler, seconded by Menter, to purchase one BS52Y Wacker Rammer for a total price of $1,1824.00. Motion carried. After review of cement mixer proposals; a motion was made by Menter, seconded by King, to purchase one St55CM, 5 cubic foot., 5 HP Briggs and Stratton motored mixer for a total price of $1,772.00. Motion carried. Adjournment: A motion was made by Draxler, seconded by Grant, to adjourn at 12:07 P.M. Motion carried. SECRETARY
