Fedderly,Highway• i • _ / September MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of October 9, 1995 The meeting was called to order by Chairman, Sinclear at 8:02 A.M. Roll call was taken with Grant, Menter, King, and Sinclear in attendance with Draxler excused. A motion was made by Grant, seconded by� King, to adopt the agenda as published. Motion carried. A motion was made by Grant, seconded by King, to schedule the next meeting for November 7, 1995 at 8:00 A.M.. with Grant and Sinclear reviewing vendors at 7*00 A.M. Motion carried. A motion was made by King, seconded by Menter, to approve the minutes as mailed to the members. Motion carried. Seminar Attendance Requests: Fedderly handed out and reviewed the agenda for the St. Croix County Highway Department's 12th Annual Employee Safety Seminar being held at the Baldwin American Legion on October 27, 1995, and the agenda for the District 6 Fall meeting at Jake's Supper Club on October 20, 1995. Announcements and Correspondence: Fedderly handed out and reviewed final state right-of-way plats for STH 65 near Star Prairie; STH 35 relocation Hudson to River Falls; and a bridge on USH 63 north of STH 64. Ramberg and Fedderly reviewed the Highway Department's new job tracking by maintenance beat; and the state's restructuring of the present activity codes in an effort to increase their level of service awareness. Somerset Pit Discussions. Mark Vanasse, Joe Casey, Richard Belile, and Victor Martinson of the Village of Somerset met with the Committee. Fedderly reviewed the findings from the pit resource analysis and noted various options both parties have. He proposed that the Highway Department crush and stockpile gravel from the north 20 acres, providing a level site and then sell the 30+ acres to the Village of Somerset in mid 1996; keeping a portion of the present pit site to store the stockpiles and allowing land for a future Highway shop. The Village of Somerset representatives noted that they will bring this information and proposal to their next Village meeting and contact the Highway Department on their decision. Machinery Management Update and Status: Fedderly noted the in-house Machinery Management Committee will meet with the list of requested equipment and develop a priority list; which will be presented to the Transportation Committee for their consideration. Discuss Current Fund Balances & Loan Status: Ramberg and Fedderly reviewed the present fund balances, administrative insurance costs, cash flow projections, and present loan balances. The Committee will be updated at the next meeting. Resolution Supporting AB-485: Fedderly handed out copies of a the resolution supporting the AB-485 snowplowing legislation. A motion made by Menter, seconded by King, to support and present this resolution at the next County Board session. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES October 9, 1995 Page 2 Engineering Update of Activities: Humphrey, Schofield, and Fedderly updated the Committee on.the current engineering workload, what jobs are currently requiring construction engineering, and what is anticipated in 1996. Reviewing handouts noting the engineering workload listed the projects, worktype, estimated man hours required for a final plan, and the timeline for each. Review Draft Bicycle Transportation Plan: Fedderly handed out copies of the draft Bicycle Transportation Plan and gave a synopsis of the plan as it relates to county highways. The plan significantly reduces the number of county roads designated as bike routes, shows the routes which require upgrading, and the cost of each. Adjournment: A motion was made by King, seconded by Menter, to adjourn at 11:15 A.M. Motion carried. SECRETARY
