CROIX COUNTY TRANSVOWTATION COMMITTrih Meeting of. September 28, 1995. .'he meeting was called to order by Vice -Chairman, King 'at 8:15 A.M. Roll call was taken with Grant, Menter, and King; in attendance.with Sinclear_ arriving at 9:15 .A.M.. and Draxler excused....., A motion was made by Menter, seconded by Grant, to adopt the agenda as published. Motion carried. The next meeting was previously scheduled for October 9, 1995 at 8:00 A.M. with Sinclear and Menter reviewing vendors at 7:00 A.M. A motion was made by Grant, seconded by. Menter, to approve the minutes as mailed to the members. Motion carried. Seminar Attendance Requests: Fedderly reviewed the DIHLR/OSHA compliance training agenda and topics scheduled for the next five Friday's in Rice Lake. Ramberg and Mike Murtha, the Highway Department's Vehicle Service Technician, will be participating in the state paid County Highway Expenditure Micro- computer System (CHEMS) annual seminar in Green Bay, October 12-13, 19950 Announcements and Correspondence: Fedderly noted that an invitation to a Miller -Bradford & Risberg open house in Eau Claire was received, a Hammond Highway Department letter of clean site was received from the UW-Extension agent Jim Janke regarding the "Clean Sweep" program held here, and a Town of Glenwood speed limit resolution was received and referred to the Sheriff Department for enforcement. Fedderly handed out copies of the current TDA newsletter; the Planning and Development moratorium meeting notice on October 23, 1995 at 7:30 P.M. in the Community Room of the Hudson Government Center; and reviewed a liability claim against the Department presented to the County Clerk. Somerset Pit Possible Land Sale Discussion: American Materials Corporation met with the Highway Department on September 26, 1995 to review their findings after they had performed a resource analysis of the Somerset pit. The Committee reviewed the options in regard to gravel quantities, land sale, and time -frames available. Fedderly will contact the Village of Somerset for more discussion at the next meeting. Machinery Management Update and Status: Fedderly noted that the first 1995-1996 Machinery Management meeting will be taking. place soon. Bentley reviewed an additional option for the present rent -to -buy compactor/roller that will be expiring September 30, 1995. A motion was made by King, seconded by Grant, to accept the offer from ISON Equipment for the balance of the purchase price less rent paid to date, with no interest, and no more payments until March 31, 1996. Motion carried. Review 1996 Proposed Budget: Fedderly noted that the Highway Department administered budgets has been reviewed by the Finance Committee, with the contract wage increase request to be considered yet. Review AB-485 Proposed Action: Fedderly reviewed the assembly bill AB-485, which is in regard to snowplowing legislation that will be considered this legislative session, whereby vehicles are to stay at least 200behind snowplows. The distance and penalty is the same for following snowplows too closely as it is for following emergency vehicles too closely. The Committee is in support of this bill and would like a resolution supporting it for the next meeting. ST. CROIX COUNTY TRANSPORTATION September 28, 1995 COMMITTEE MINUTES Page 2 Closed Session for Interviewing Candidates for Vacant Position: A motion was made by Grant, seconded by King, to go into closed session per Wis. Stat. 19.85(1)(c) for the purpose of interviewing at 9:20 A.M.. Motion carried on an all yes roll call vote. A motion was made by King, seconded by Menter, to come out of closed session at 12:10 P.M. Motion carried. A motion was made by Grant, seconded by King, to award Steve Schofield, the current Construction Technician at the Highway Department, the position of Maintenance Supervisor; and to have Schofield work with current Maintenance Supervisor Al Bentley through the remainder of this year. Motion carried. Review WisDOT Budctet Impact on County Budget: Fedderly noted that three projects were submitted to the state for safety enhancement monies and all three were turned down due to the lack of accident incidents; the three projects were CTH "E" & Rustic Road hill; CTH "N" & "Y" intersection; and the CTH "UU" & Carmichael Road intersection. Therefore these projects will be added to the six year program at the Highway Department for local fund considerations. Fedderly reviewed the proposed Highway Department 1996 state budget,. the six year construction project program, zero increase county levy on projects in the program, as a possible decrease in state budget monies for highways budget, the proposed and the impact of the well as the impact of Due to the lack of funds and a possible decrease in state funds, the "six year be utilized as a guide to future projects.
