Meeting .of September 7, 19'95
The meeting was called. to order by.Chairman, Sinclear at 9.05 A.M.
Roll call was taken with•'Grant, King, Menter, and Sinclear'in ``attendance with
Draxler excused.
A motion was made by Menter, seconded by King, 'to adopt the agenda as published.
Motion carried.
A motion was made by King, seconded by Grant, to schedule the next two meetings
for September 28, 1995 at 8:00 A.M. and October' 9, 1995 at 8:00 A.M. with
Sinclear and Menter reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Menter, seconded by Sinclear, to approve the minutes as
I to the members. Motion carried.
Approve Vouchers for Payment: A motion was made by King, seconded by Grant, to
approve the vouchers for payment. Motion carried.
Seminar Attendance Requests• Fedderly reviewed a WisDOT sponsored maintenance
conference at Barkers Island in Superior WI on September .13-15, 1995 one
Commissioner from each district is requested to attend. District 6 has selected
Fedderly. A motion was made by Grant, seconded by King, to authorize Fedderly
to attend this WisDOT paid maintenance conference. Motion carried.
Harer and Fedderly expressed that the state has selected Harer as one of
Wisconsin's two representatives to attend a nationwide weather systems seminar
in St. Louis, MO. A motion was made by King, seconded by, Menter, to.a'pprove
Harer attending this state.paid weather system seminar in St. Louis MO Motion
carried. Fedderly and Harer thanked the Committee for their support of these
activities. The Committee and Fedderly indicated this type of recognition
across the state shows that the St. Croix County Highway Department is truly a
leader in the state.
Announcements and Correspondence: Fedderly reviewed information received from
WisDOT on the design for the STH 65 corner alterations in Star Prairie; the STH
128 final bridge plans; and handed out the current.ARTBA newsletter.

omersez riz rossiD.te Lana sale Discussion: Fedderly updated the Committee on
recent discussions with Somerset and the Bank of Somerset representative in
relation to the Transportation Committee's intention regarding the Somerset pit
land. The issue will be on the next agenda for more information and discussion.
Machinery Management Update and Status: Fedderly reviewed the items needing
resolution prior to the first 1995-1996 Machinery Management meeting. The issue
will.be discussed in future meetings.
Discussion of Current Fund Balances and Loan Status. Ramberg and Fedderly
reviewed the August 31, 1995 fund balances, the current cash flow status, and
projected 1995 fund activity. More discussion will be at future meetings.
Review 1996 Proposed Budget: Fedderly reviewed the proposed 1996 budget booklet
in detail, discussing each page with the Committee along with reviewing
it
projects planned for 19.96.
Patrol Superintendent Update of Activities.* Harer reviewed the Highway
Department activities taking place on the local, state, and county levels. Town
road work includes mowing, brushing, paving, and shouldering.

The state has purchased six zero velocity spreaders and two chloride tanks to
be used in pre -wetting salt used on state roads by the Highway Department. A
rail road crossing improvement project will take place on STH 128 north of
Glenwood City. Two new types of culvert liners have been installed on I-94
deteriorated culverts. The I-94 Wisconsin/Minnesota bridge is open to traffic.
Disappointing news is that the state has indicated it will include the quantity
of salt used by counties to allocate monies, which penalizes St. Croix County
for using salt effectively, sparingly, and efficiently; the current projected
result is a 7.9% reduction in the state's budget for St. Croix County.
The third phase of milling on county roads will begin today, with the paving and
shouldering of these projects to follow. The Glenwood area 130th Avenue/CTH "G"
(95-G-1) road construction project is underway. These projects, along with
mowing and brushing make a solid work load into mid October.
Update and Review of Current Road Inspection Activities; Humphrey and Fedderly
updated the Committee on the current county -wide subdivision road process, road
inspections, the process inconsistencies, and the lack of coordination of the
process that is to certify that these roads are built to the specifications.
The Highway Department will draw -up their position on the road inspection
process and procedures for the Committee to review on a future agenda.
Engineering Activities Update and Project Development Status: Humphrey reviewed
the engineering activities in process. Staking is underway on 95-G-1.
Engineering field work on CTH "V" has been put on hold to address CTH "N", CTH
"UU" and the CTH "M"/Cernhouse Bridge field work for fall design work. Town
brides in progress are in the structure sizing stages. Town road construction
projects are in the review and inspection stages. A lot of field work is being
done now so about 90% of the design work can be done in November through April.

Review Proposed 1996 Projects: Fedderly reviewed the proposed 1996 projects,
the cost analysis of each, and noted the 1995 projects that may carry over into
1996.
The Committee viewed the 95-G-1 project currently under construction.
Presentation of Certificates. The Committee presented Al Kohn with a certificate
of appreciation for his 30 plus years of service and wished him well in his
retirement.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn at 2:30
P.M. Motion carried.
