MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of August 9, 1995
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was- taken with Draxler, King, Menter and Sinclear in
attendance with Grant excused.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by King, seconded by Menter, to schedule the next two
meetings for August 24, 1995 at 8*00 A.M. and September 7, 1995 at 9:00
A.M. with Sinclear and King reviewing vendors at 8:00 A.M. Motion
carried.
A motion was made by Menter, seconded by Draxler, to approve the minutes
as mailed to the members after one correction. Motion carried.
Approve Vouchers: A motion was made by Draxler, seconded by Sinclear,
to approve the vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed the upcoming W.C.H.A.
sponsored DILHR and OSHA compliance training seminar. A motion was made
by Sinclear, seconded by King, to authorize two Highway employees to
attend the compliance training seminar at a cost of $750.00 each.
Motion carried.
Fedderly noted that the 1995 Winter Road Maintenance workshop will be
held on September 21 in Eau Claire. James Harer, St. Croix County Patrol
Superintendent will be one of the featured speakers. The state will
reimburse the Highway Department for the costs of the state beat
employees attending.
Announcements and Correspondence: Fedderly noted a Town of Hudson
Special Sanitary District Petition meeting which includes the area of
our new Hudson shop, he has been in contact with the Town and will
submit correspondence on our position. Fedderly will be giving a
financial update at the next County Board meeting; the next
Transportation Committee meeting will include the performance evaluation
of the Highway Commissioner.
The City of River Falls is asking for a non -regulatory "Trucks Backing"
sign to be installed within the city limits on CTH "MM". The final EIS
is in for the Stillwater Bridge. A right of way plat for the STH 65
work scheduled in Star Prairie was reviewed.
An application has been made for Highway Safety Improvement funds to be
used on the Carmicheal Road/CTH "UU" intersection improvements. The
Town of Glenwood 130th Avenue contract negotiations are being finalized.
Information on a possible lease agreement for a sand pit in the Town of
Richmond was reviewed pending satisfaction of Zoning requirements. The
increased cost of liability insurance to the Highway Department and the
effect it will have on operations was discussed.
Fedderly handed out a WisDOT budget response letter from Senator, Alice
Clausing; the July and August ARIBA newsletters; the latest TDA
newsletter; and the latest issue of TDA Fast Facts.

Somerset Pit Discussions. Dave Piggott of St. Croix County Development
Corporation; Mark Vanasse, Don Mickelson, and Bob Crotty of the Village
of Somerset, Charles Jones, Wendy Sander and Tom Kuester of Cedar
Corporation; Daniel Fedderly, Jim Harer, Roger Humphrey, and Al Bentley
of the Highway Department, met with the Committee to discuss the Somerset
Pi,t.
Jones presented maps indicating the location of potential development by
the Village of Somerset, and the Village's desire in purchasing at least
ten acres of land for their industrial park.
The Committee will review the Highway Department's pit requirements at
that location, the land appraisals presented at this meeting, and
discuss the issue further at the next meeting.
Discuss Proposed Realignment of STH 35 - Somerset area• Jones presented
a map of the Village of Somerset's preferred STH 35 route around the
Somerset area, and their desire to have local support when presenting it
to the state for planning consideration.
A motion was made by Sinclear, seconded by King, to support the Hwy 35
easterly bypass concept. Cedar Corporation will arrange a meeting with
the County, DOT, and local governments to discuss the bypass. Motion
carried,
CTH "B" Proposed Realignment - Village of Woodville• Humphrey and Jones
presented the Village of Woodville's plans for their industrial park and
the proposed roads leading to it. The Village will fund the
construction of all the new roads proposed and is asking the
Transportation Committee to re-sign CTH "B" to go through their
industrial park. The Committee will review the maps and alternatives
presented and discuss this issue further at the next meeting.
Review Proposed Bike Route Plans Fedderly reviewed the 5t. Croix County
proposed designated bike routes as developed by WCRP and the Bike
Planning Committee. Maps showing the present designated bike routes and
the proposed designated bike routes based on the study was discussed.
This proposed plan will give the Highway Department solid routes to
concentrate future improvements and secure funding sources with. A
public hearing will be set up to receive public comment.
Award Salt/Chloride Proposals 1995-96 Winter Maintenance* The Committee
reviewed salt and chloride proposals received from North American Salt
Company; AKZO novel Salt, Inc., Morton International; Cargill Salt
Division; and Van Waters & Rogers.
A motion was made by King, seconded by Draxler, to award the 1995-96
salt proposal to North American Salt Company for a picked -up price of
$24.40 per ton. Motion carried.
A motion was made by Menter, seconded by King, to award the 1995-96
calcium chloride proposal to Van Waters & Rogers for. $287.50 per ton
delivered in 12 ton loads. Motion carried.

Approval of State A.F.E. for Winter Maintenance Initiative• Fedderly
presented a state authority for expenditure (AFE), authorizing the
Highway Department to install state purchased winter maintenance
initiatives (zero velocity sanders and calcium chloride applicators) on
county units. A motion was made by Menter, seconded by King, to accept
this work and sign the agreement as presented. Motion carried.
Preliminary Machinery Management organization,• Fedderly, Bentley, and
Ramberg reviewed the preliminary 1996 machinery management equipment
requests and the projected funds available, along with the added costs
encumbered by the machinery fund this year.
Discuss Vacant Position Replacement Time Frame• Fedderly and Bentley
discussed the Maintenance Supervisor's vacancy that will be left by
Bentley's upcoming retirement. A motion was made by Sinclear, seconded
by Menter, to authorize the Highway Department to start the process to
fill the vacant position. Motion carried.
Adjournment: A motion was made by Menter, seconded by King, to adjourn
at 2:00 P.M. Motion carried.
