MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of July 6, 1995
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Draxler, Grant, King, Men -ter and Sinclear in
attendance.
A motion was made by Menter,*seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by Sinclear, seconded by Menter to schedule the next
meeting for August 9, 1995 at 8*00 A.M., with Draxler and Sinclear
reviewing vendors at 7:00 A.M.
A motion was made by Grant seconded by King, to approve the June
Transportation Committee minutes as mailed to the members. Motion
carried.
A motion was :made by King, seconded by Menter, to approve the June Joint
Transportation and Planning Committee meeting as mailed to the members.
Motion carried.
Approve Vouchers: With Grant and Sinclear reviewing the vouchers before
the meeting, a motion was made by Sinclear, seconded by Grant to approve
the vouchers for payment. Motion carried.
Announcements and Correspondence: Fedderly noted that there will be a
July 191 1995 area projects bus tour hosted by the MET Council, with a
meeting following the tour; a Saturday, September 16, 1995 "Clean sweep"
program is scheduled at the Hammond Highway Department; and the Hammond
Development Corporation is in the process of re -zoning property adjacent
to the Highway Department property.
Fedderly handed out the summer Crossroads newsletter: the June TDA
newsletter: the ARIBA newsletter: a copy of a letter to Chairman, Boche
regarding bike path concern from Hudson to Ellsworth.0 and a copy of a
"thank you" letter from John Borup and the Human Services Committee
regarding the Highway Department work done at the Health Center.
Review WisDOT Budget Status: Fedderly indicated that the state
transportation budget has been removed from the general state budget.
The next session will be in September and the "transportation aids" has
not been changed at this point, but may be targeted when the legislature
reconvenes.
Discussion regarding Somerset Pit: Dave Piggott of St. Croix County
Development Corporation; Vic Martinson; Mark Vanasse; Richard Belisle,
President of Village of Somerset; Joe Casey; Charles Jones and Wendy
Sander of Cedar Corporation; Roger -Humphrey; and Al Bentley met with the
Committee at 8:30 A.M.
Piggott reviewed the current status in the Village of Somerset
pertaining to the potential lot, buyer they have, and the need to
expedite this transfer, as "time",is a key issue.
Vanasse noted that the Village has no problem with making a commitment
to develop the Rivard farm and will continue to find an alternative pit
location for the Highway Department, as once they develop "momentum"
things should be ready to fall into place.

Fedderly noted concern with the potential for the Village of Somerset to
acquire small parcels as needs. arise at the.Somerset pit leaving the
Highway Department with no pit and no alternate it. so a time -frame is
needed on the search for an alternative location, say Dec 31, 1995 as a
goa-1
Jones noted that Cedar Corporation has located various possible pit
locations and is ready to review them with.the Highway Department for
the Aug 9th meeting..
A motion was made by King, seconded by Grant to allow appraisals to be
done by the Village of .Somerset and consider an offer to purchase
approximately 10 acres of the. Somerset pit .after the appraisals are
complete.

noted that the. WCHA.would like to hire an Executive Director to handle
WCHA legislative issues, correspondences, organize meetings and.
conferences, etc. Presently Commissioners serving on the board squeeze
these•duties in their schedule, putting an excessive time commitment on
these individuals of both work and off duty time.
A survey will be mailed to us asking for support of this position and
the preferred option in dividing this position's costs to counties. A
motion was made by Draxler, seconded .by King, to be in favor of this
positions but'wait to see what all the funding options are and what
comparative costs are developed before choosing a preference. Motion
carried.

Fedderly indicated that the Highway Department is short employees.
Retiree's positions have not been filled and summer help employees are
leaving for school in August, which 1-eaves the.. Highway- Department short
handed for the balance of .the summer construction season. Full time
hiring and the.option of hiring "seasonal" help for the employee gaps
was discussed.

and Fedderly reviewed the Highway Department's machinery fund balance:
Since the sale of the old Hudson shop is still in the early stages, the
Committee will re-evaluate in the future as funds become available..

County's auditor's (Tracy and Thole, SC.C. of Hudson WI) review of the
Highway ,Department's 1994 financial operations. There were no
adjustments made to the Highway Department's books.
Discussion on Design Technician Position: Fedderly reviewed the letters
of interest in the Design Technician position, and the Highway
Department's staff situation.

Debra Kathan, County Personnel Director, reviewed the interview process
with the Committee, and conducted the interviews. After the interviews
were completed, the panel discussed the candidates and the Highway
Department's employee needs.
A motion was made by Menter, seconded by King, to offer the Design
Technician position to Brian Halling. Motion carried.
A motion was made by DraAN. ler, seconded by Grant, to provide promotional
opportunity to a current employee for filling the Surveyor Technician
vacancy left by the hiring Brian Halling as the Design Technician, and
to offer the Surveyor Technician position to Ryan Dahlke. Motion
carried.
A motion was made by Menter, seconded by King, to come out of closed
session at 11*15 A.M. Motion carried.
Adjournment: A motion was made by Draxler, seconded by Grant, to
adjourn at 11:45 A.M. Motion carried.
