Fedderly, P.E.; Highway Commissioner David Fodroczi, Planning Director DATE: June 1, 1995 _ QUALITY EFFICIENCY PRIDE y MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of June 8, 1995 The meeting was called to order by Chairman, Sinclear ati:00 A.M. Roll call was taken with Grant, Menter and Sinclear in attendance, with King arriving at 8:44 A.M. and Draxler excused. Others arriving later in the meeting included Don Stower of the New Richmond News and Lloyd. Dahlke, Chairman of St. Joseph Township. A motion was made by Menter, seconded by Grant, to adopt the agenda as published. Motion carried. The next meeting was previously scheduled for July 6, 1995 at 8:00 A.M., with Sinclear and Grant reviewing vendors at 7:00 A.M. A motion was made by Grant seconded by Menter, to approve the minutes as mailed to the members. Motion carried. Approve .Vouchers: With Sinclear and Menter reviewing the vouchers before the meeting, a motion was made by Menter, seconded by Sinclear to approve the vouchers for payment. Motion carried. Seminars and Conferences: Fedderly handed out the program itinerary for the June 12-14 Summer Highway Conference in Green Bay. Announcements and Correspondence: Fedderly .handed out copies of the District 6 maintenance request letter for.Sherm funds on STH 128 and STH 63, a September 16, 1995 "Clean Sweep" program letter from Jim Janke, and a bike path editorial in the Hudson Star Observer. He also noted the continued interest in the purchasing of our old Hudson shop. Fedderly reviewed the bike planning progress and activities since the last meeting. A detailed map, route analysis, and cost comparisons have been completed which gives the County the information to address bike planning issues on a pro -active basis. A preliminary plan should be available to the Committee shortly. Review 35/64 Planning Process: Fedderly noted that the ,purpose of the joint meeting with the Planning and Zoning Committee coming up later in the day is to update both Committees as to what the proposed 35/64 corridor is today, where everything is located, and what is proposed to take place in the future. The last action by this Committee was in support of preserving the corridor for long term transportation facilities and implementing zoning around the access areas for limited access. Now the Committees need to see what has to be done and what is required of them to achieve that goal. Safety Committee Policy: Bentley and Fedderly reviewed safety and compliance issues that face the Highway Department and the desire to develop a formal in house Safety/Compliance Committee. The Committee would be made up of management and crew members, be advisory in nature, and recommend safety and compliance policies and procedures. A motion was made by King, seconded by Menter, to authorize the Highway Department to organize an in house Safety/Compliance Committee to develop policies, goals and design safety and compliance related procedures as presented. Page 2 Review Long Range Projects (Federal Fund Proctrammincal- Fedderly reviewed the long range federal-- funding programs and .the" list of requests and estimates for each program eligible for the next funding cycle. The two programs are the 80/20 Bridge Program and the Federal Aid Highway Program (STP). The next 5-7 years of federal programs require a significant amount of planning up -front to ensure projects are ready for construction at the required interval to utilize all federal funds available. These projects require 2-4 years of project development depending on project complexity. Review TransVortation Budget Action: Fedderly noted that the Joint Finance Committee sent the budget to the legislature, rejecting the franchise oil fee alternative to funding. The legislature has referred it back to Joint Finance to look at different alternatives for the unpopular franchise oil fee. Fedderly noted that any alternative to the fee could be significantly detrimental if the result is limiting the revenue sources. The Committee also reviewed the responses received from area legislatures to their various correspondences.' Presentation of Retirement•Certificates: Glen Bishop was recognized for his 35 years of service with the Highway Department and was presented a retirement plaque by Chairman Sinclear. Emmett O'Connell was recognized for his 17 years of service with the Highway Department and was presented a retirement plaque by Chairman Sinclear. Adjournment: A motion was made by King, seconded by Grant, to adjourn at 10:15 A.M. Motion•carried. SECRETARY
