Fedderiy1 P.E.; Highway Commissioner DATE: May 18 o 1995 Hammond MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of May 25, 1995 The meeting was called to order by Chairman, Sinclear at.80@00.A.M. Roll call was taken with Draxler, Grant, King, Menter, and Sinclear in attendance. A motion was made by Menter, seconded by Grant, to adopt the agenda as published. Motion carried. The next meeting was previously scheduled for June 8, 1995 at 8i00 A.M., with Sinclear rand Menter reviewing vendors at 7:00 A.M. A -motion was made by King, seconded by Menter, to schedule the July meeting for July 61 19.95 at 8:00 A.M., with Sinclear and Grant reviewing vendors at, 7:00 A.M. Motion carried. A motion was made by King seconded by Sinclear, to approve the minutes after one correction. Motion carried. Seminars and Conferences: Fedderly noted that Summer Highway Conference will be on June 12-14 in Green Bay. Announcements and Correspondence: Fedderly handed out the May issue of the TDA newsletter, the current issue of the ARIBA newsletter, and a personnel change letter from Miller -Bradford & Risberg. Ramberg noted the avenues available to collect damages done by uninsured motorists from the WisDOT-Traffic Accident Section and Statute 344 of the Wisconsin Safety Responsibility Law. Engineer Technician Status: Fedderly noted that the engineering technician position advertisements are out, but no hiring or final decisions will take place until after the June .County Board session. . Transportation Resolution Status: Fedderly reviewed a response letter from Senator Alice Clausing. The Joint Finance has been sent the resolution, and the next step is to follow what goes to the Legislature from Joint Finance. The county resolution may be addressed at the next County Board Session. NR 135 Resolution Status: Fedderly reviewed a response letter from Senator Alice Clausing. Action on NR 135 has been delayed as well. The Administrative Committee will look into support, and the resolution may be addressed at the next County Board session. Bike Route Planning Update: Fedderly reviewed a letter received from the' Hudson Soccer Association regarding a bike path concern (request) for CTH "UU". The Committee has been meeting, all existing routes have been identified, the current road system is being analyzed for criteria that matches bike routes. West Central Regional Planning is doing the analysis. 95-G-1 R/W Purchases Approvals:- After a review of the right-of-way purchases negotiated, a motion was made by King, seconded by Draxler, to approve the R/W purchases for the 95-G-1 project as presented. Motion carried. TRANSPORTATION COMMITTEE MINUTES Page 2 May 25, 1995 Patrol Superintendent's Report (Update of Activities): Harer updated the Committee on the upcoming summer projects scheduled. We will have a busy summer construction and paving schedule, sealcoating will take place in mid -summer, crushing will take place at the Somerset and Olson pits, and many culvert installations are scheduled. The state construction, maintenance and other designated funds were reviewed for sources of improvement monies for STH 63 and 128. A motion was made by Draxler, seconded by Menter, to authorize Fedderly to send a letter to District 6 Maintenance requesting Sherm funds to overlay STH 63 and 128 as well as sealcoat sections of 128 to provide for adequate maintenance of these roads until the state schedules them for improvements. Motion carried. Maintenance Supervisor's Report (Equipment Purchases Status): Bentley reviewed the scheduled arrival dates of purchased equipment, roof repair, and the status of the welding room ventilation system plans. Other Business: Fedderly reviewed the Highway Department planned administrative changes as a result of reviewing current job responsibilities and additional duties required; such as the recent compliance regulations, Safety Committee needs, and permit provisions. All but one has the approximate same level of difficulty and responsibility, the Clerk II receptionist position. A motion was made by Menter., seconded by .Grant, to approve the request for the Clerk II receptionist position to be upgraded, and proceed with the next step in the upgrading process. Motion carried. View Projects Under Construction: The Committee viewed the projects under construction and scheduled for the rest of 1995. Adjournment: A motion was made by Grant, seconded by King, to adjourn at 1:22 P.M. Motion carried. SECRETARY
