Fedderly, P.E.; Highway Commissioner DATE: April 27, 1995 Hammond ,Y\ MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of May 8, 1995 The meeting was called to order by Chairman; Sinclear at 8:07 A.M. Roll call was taken with Draxler, Grant, King, Menter, and Sinclear in attendance. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. A motion was made by King, seconded by Menter A motion was made by Menter seconded by King, to approve the minutes as mailed to the members. Motion carried. Seminars and Conferences: Fedderly will be on June 12-14 in Green Bay being distributed shortly. noted that Summer Highway Conference with meeting agendas and schedules announcements and Correspondence: Fedderly handed out the proposed May 8 - September 8, 1995 implementation of the 4X10 summer Highway Department work schedule; noting the increased productivity, flexibility in scheduling, and opportunityo for increased efficiency that the 4X10 schedule can provide in our operations. The April issue of TDA and the 199.4 TDA Annual Report were handed out. Fedderly reviewed the bike path railroad crossing project agreement on CTH "K" east of New Richmond. A motion was made by Grant, seconded by Draxler, to authorize and sign the project agreement for completion in 1995, Motion carried. Fedderly reviewed the state Authority for Expenditure (AFE) for St. Croix County Highway Department to do necessary maintenance work on the I-94 overpass at USH 12 as needed in conjunction with the let contract for repair. A, motion was made by Sinclear, seconded by King, to authorize and sign the I-94/USH 12 bridge AFE. Motion carried. Fedderly reviewed the "compliance issues" that the County is required to comply with. A list of compliance issues include employee safety, employee right -to -know, employee baseline hearing testing, employee drug and alcohol testing employee information programs, etc. Also, the changing of some job descriptions and reorganizing of positions at the highway office will be made to include these compliance responsibilities. Fedderly reviewed the employee hazardous material exposure concerns with the Ag. Clean Sweep program that has been asked to be held at the Hammond shop. The Committee discussed alternative buildings, such as Hudson, week ends, security measures. A motion was made by King, seconded by Sinclear, to allow the use of the Hammond building provided it is held on a weekend, the people putting the program on are responsible for all security measures, all provisions of Emergency Government's Director Jack Colvard's letter to Fedderly are met, and that a letter is provided to Commissioner Fedderly certifying we have a clean site by Monday morning at our 6:00 A.M. start time. MINUTES OF THE ST. CROIX COUNTY TRASNSPORTATION COMMITTEE May 8, 1995 Page 2. Fedderly showed the Committee the large book binding the Stillwater Bridge Environmental Impact Statement (EIS). Review Monarch Hotmix Prices: Sam McVikor and Perry Atterholt discussed the Monarch hotmix and aggregate prices at their various locations. $14.9.5/ton for hotmix at New Richmond, $16.44 for hotmix at Martel,,and $9.85/ton for aggregate and mixing only at Simmonson. A motion was made by Grant, seconded by Menter, to accept the hotmix prices as presented. Motion carried. Engineering Technician Status: Fedderly reviewed the current status with the proposed full-time permanent Engineering Technician position. The Personnel Committee voted 5-0 in favor of the position, and the ,Finance Committee has it on their May 9, 1995 agenda, then the County Board will be addressing it at their May 16, 1995 meeting. A motion was made by Draxler, seconded by Sinclear, to present the permanent full- time position to County Board. Motion carried. Review Loader Proposal: J.R. Riechers of Fabco reviewed his proposal for trading the Highway Department's two 1993 Cat loaders for two new 1995 Cat loaders. In light of the current machinery management priority .equipment list, the need for the shop roof repair, the electricity problems, and the roller/compactor needs. the Committee noted they are not in a position to pursue this trade. Review and Award Ventilation and Electrical System Proposals: Bentley reviewed the welding room ventilation system proposals from Boldt's Plumbing and Heating of Baldwin, and Advanced Heating & Air Conditioning of New .Richmond. A motion was made by King, seconded by Menter, to authorize Fedderly and Bentley to award the proposal to Advanced Heating & Air Conditioning, subject to DIHLR approved plans received at the Department and Cedar Corporation's approval of the proposal. Motion carried. Feddebly and Bentley reviewed the electrical system that is needed along with the. ventilation system; and the electrical problems we are still having with the building and computers. They reviewed all the research done by NSP and various electricians and their recommendations. A motion was made by King, seconded by Grant, to approve the electrical update and authorized the Department to act on the proposals as needed. Motion carried. Review and Award Wing and Plow Proposals: Bentley reviewed the wing proposals received from McKenzie Supply, Wisconsin Body and Hoist, Universal Truck Equipment, TEAM Wisconsin - Cedar Falls, Inc., and Monroe Truck Equipment. Bentley reviewed the wings demonstrated to our employee's and noted the Highway Department's recommendations. A motion was made by Sinclear, seconded by King, to award the proposals to Universal Truck Equipment for three (3) Universal AAW-PDF nine foot wings for a total price of $9,825.00. Motion carried. Bentley reviewed the plow proposals received from McKenzie Supply, Wisconsin Body and Hoist, Universal Truck Equipment, TEAM Wisconsin - Cedar Falls, Inc., and Monroe Truck Equipment. A motion was made by Draxler, seconded by Grant, to award the plow proposal to Universal Truck Equipment for three (3) Universal U.T.A. 12-51 plows for a total of $12,450.00. Motion carried. CROIX COUNTY TRASNSPORTATION COMMITTEE Page 3 May 8, 1995 Review and Award Centerline Marking Proposals:_ Bentley reviewed the centerline marking proposals received from AAA Striping of Rogers, MN; Century Fence of Waukesha, WI; PPM Striping of Watertown, MN, Twin City Striping of Delano, MN, and Traffic Signing and Marking of Madison, WI. A motion was made by Menter, seconded by Grant, to award the striping proposals to the low proposer, Precision Pavement Marking (PPM) at a price of $.026/LF. Motion carried. Review and Award Hydraulic Proposals Bentley reviewed the truck hydraulic proposals received from McKenzie Supply, Northwest Enterprises, Inc., Wisconsin Body & Hoist, and TEAM Wisconsin. A motion was made by King, seconded by Menter, to award the proposal to Northwest Enterprises, Inc. for two (2) truck hydraulic systems for a total price of $13,938.00. Motion carried. Other Business: Paul Slominski of the Town of Hudson and his realtor, Dale Johnson of Buyers Advocate Realty, Inc. met with the Committee to express Mr. Slominski's interest in purchasing the Highway Department's old Hudson shop land and buildings. Their interest was noted and no action was taken by the Committee. Fedderly and Bentley reviewed the main shop roofing proposals received from Berwald Roofing Company, Inc. of North St. Paul, and Donahue Roofing, Inc. of New Richmond, noting the major leaking during the recent rains. A motion was made by Menter, seconded by King, to award the main shop roof repair to Donahue Roofing for a total price of $25,200.00, provided they supply the Department with proof of the applicable insurance and performance bonds. Motion carried. Bentley and Fedderly reviewed the vibratory soil compactor (roller) proposals received from Ison Equipment, Fabco Equipment, Miller -Bradford & Risberg, and Galvin Tractor. A motion was made by Draxler, seconded by King, to rent the Ingersoll Rand SD40 compactor for $2,000*00 per month with the option to have 100% of the rent apply to the purchase price of $51,675.00 with no interest. Motion carried. Ramberg reviewed the Highway Department's fund balances comparing them to the previous y--ear. Adjournment: A motion was made by Draxler, seconded by King, to adjourn at 11:55 A.M.
