MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 6,.1995
The meeting was called to order by Chairman, Sinclear at 8:11 A.M.
Roll call was taken with Draxler, King, Menter, and Sinclear in attendance,
with Grant excused.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by King, seconded by Sinclear, to not have a second
meeting in April. Motion carried. A motion was made by King, seconded by
Draxler, to schedule the next meeting for May 8, 1995 at 8:00 A.M., with
Sinclear and King reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Menter seconded by King, to approve the minutes as
mailed to the members. Motion carried.
Seminars and Conferences: Fedderly reviewed a Surveyor's MSPS seminar on
April 21, 1995 in Plymouth, MN on "Map Projections & Coordinate Systems".
Announcements and Correspondence: Fedderly reviewed the specifications,
discussions, proposals, and quotes received on the welding shop ventilation
system. Bentley reviewed a letter from'Roen Ford regarding the delays in
obtaining our one ton truck that is ordered. A motion was made by Menter,
seconded by King, to extend the delivery time of the one ton truck as per
the original proposal for the same price. Motion carried.
Fedderly handed out an I-94 Hudson area 1995 - 1996 construction ramp
closing map and schedule, a transportation budget letter from Governor
Thompson, a New Richmond News transportation budget newspaper article, and
letters sent to area legislators and committees supporting the
transportation budget as submitted by the Governor.
Correspondence from Cedar Corporation indicates that the air contaminants
at the old Hudson shop should be sampled quarterly for a period of time,
then every six months until clean. Needed state right-of-way maps for the
reconstruction of the USH 12 interchange and area were reviewed regarding
the old hudson shop land.
Review Oil Proposals: A motion was made by King, seconded by Menter, to
award each road oil proposal to the low proposer. Motion carried.
The low proposers were as follows.
CRS = $.6117/gallon applied, Ashland Petroleum Company.
CRS = $.5300/gallon picked -up, Ashland Petroleum Company.
AC = $120.65/ton, Ashland Petroleum Company.
SC = $.7210/gallon delivered, Murphy Oil, USA, Inc.
RC = $1.0250/gallon, Koch Materials Company.
Review NR 135 Position Statement: Fedderly presented the NR 135 position
statement letters addressed to area legislators. The Committee signed the
letters. Fedderly will address a letter similar to these for the County
Board's information.
Review Engineering Needs and Alternatives: Fedderly reviewed the
engineering time required for each upcoming construction project, the man
power available, and the additional manpower needed to accomplish all the
projects in progress and budgeted. A motion was made by King, seconded by
Menter to pursue a limited -time -employee (LTE) with considerations for a
full -time -employee (FTE) in the future. Motion carried.

Review Loader Options: Bentley, Harer, and Fedderly reviewed a proposal
received regarding trading of our IT28F loader and 950F Series II loader
for new loaders. The proposal will be discussed further at the next
meeting.
Review and Award Culvert Proposals: A motion was made by King, seconded by
Menter, to award the guard rail proposal to the low proposer, Wausau
Concrete. Motion carried.
A motion was made by Menter, seconded by King, to award the culvert
proposal. Exhibit A (stock for the yard) to the low proposer, H.V. Johnston
Culvert Company; and award the culvert during the year to both Contech
Construction Products and H.V. Johnston Culvert Company on an "as needed"
basis depending on cost, availability, time -frames, and material type.
Motion carried.
Review and Award Crushing Proposals: A motion was made by Draxler,
seconded by Menter, to award the crushing proposal to the low proposer,
American Materials Corporation, at a unit price of $1.60/ton for crushing
in the Olson and Somerset pits. Motion carried.
Patrol Superintendent Update: Harer noted that the exit #4, I-94 bridge
was damaged again with a repair contract being worked up now. The approach
work for the Wisconsin side of the I-94 bridge will begin soon.
Several zero velocitx sanders are being purchased by the state for use by
the counties state-wide. =St. Croix County will receive six (6) units and
two (2) calcium chloride storage tanks. Harer has been asked to serve as
a member of the state-wide "Surface Maintenance" sub -committee.
We are presently doing general maintenance brushing, shouldering,
crackfilling, patrolling, patching, guardrailing, and installation of
culverts.
Project List and Programming Schedule (Tour Projects): The Committee
toured the projects scheduled for the upcoming construction season.
adjournment: A motion was made by Menter, seconded by Draxler, to adjourn
at 12:45 P.M. Motion carried.
