MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of March 23, 1995
The meeting was called to order by Chairman, Sinclear at 8:04. A.M.
Roll call was taken with Draxler, Grant, King, Menter, and Sinclear in
attendance.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
The next meeting was previously set for April 61 1995 at 8:00 A.M.
A motion was made by Grant, seconded by Draxler, to approve the minutes as
mailed to the members. Motion carried.
Seminars and Conferences: Fedderly reviewed the April 13, 1995 annual
Transportation Development Association (TDA) meeting in Madison. A motion
was made by Grant, seconded by Sinclear, to send Fedderly and one Committee
member to the April 13, 1995 annual TDA meeting. Motion carried.
Announcements and Correspondence: Fedderly reviewed Cedar Corporation's
welding shop ventilation recommendations, reports, and plans. Cedar
Corporation has also submitted the recent old Hudson shop fuel tank removal
clear site report to the DNR for approval.
Fedderly reviewed the McKenzie April 12, 1995 open house invitation in Rice
Lake.
Correspondences reviewed included the ARIBA newsletter, a Junker Landfill
fact sheet newsletter, a copy of a 1960 St, Croix County request for a
state jurisdictional transfer of stub CTH "T" that was recently completed,
and a transportation budget letter sent to John Krizek, Administrative
Coordinator.
Fedderly updated the Committee on the denied worker's compensation claim
that is being pursued further; the season -to -date township winter
maintenance costs; the annual sign report, and the CTH "K" land purchase
letter sent to the New Richmond Golf Course in response to their inquiry.
A proposal from H.V. Johnston to extend our current culvert prices through
1995 was received and reviewed by the Committee. The Committee concluded
that the normal culvert proposal process will be followed.
Humphrey updated the Committee on the 95-G-1 project progress, plans,
right-of-way needed, and road location changes.
Update Transportation/Land Use Committee Planning Progress:King reviewed
the Transportation/Land Use Committee's March 16, 1995 meeting, noting the
two-year work program set-up, the monthly schedule laid out, the role of
Regional Planning, and the goal of the comprehensive county -wide plan.
Update Bike Route Planning Progress: Fedderly noted that West Central
Regional Planning will be developing and updating the Committee of the
progress on the Bike Route Plan. It is anticipated that in August of 1995,
that this plan will be finished and can be incorporated into the overall
county "Transportation/Land Use" plan.

Receive and Review Oil Proposals: Road oil proposals were received from
Ashland Petroleum Company, Henry G. Meigs, Inc.; Koch Materials Company,
Northern States Asphalt Company; and Murphy Oil, USA, Inc. No action was
taken. The request for proposals required a 45 day guarantee of proposal
price. The Committee will monitor oil prices across the state. There will
be more discussion at the next meeting.
Discuss NR 216 Requirements and STD Plan Development: Fedderly and
Humphrey reviewed the Natural Resources 216 (NR 216) Administrative Code
regarding erosion control.
St. Croix County Highway Department, DNR representatives, WCHA members, and
other interested counties have developed a preliminary Standard WCHA
Erosion Control Plan". This plan sets guidelines on how NR 216 will be
implemented and allows for the development of standard erosion control
plans for the majority of highway construction circumstances. The plan is
in the process of being adopted by the DNR, the County Highway Departments
in the state, and at the WCHA annual meeting on June 12, 13, & 14, 1995.
Discuss Proposed NR 135 Requirements and Possible Action:._ Fedderly handed
out and reviewed the WCHA's position of the proposed rules for the non-
metallic reclamation (NR135) administrative code. The code not only covers
"gravel pits", but includes almost all material used in highway
construction and maintenance including sand, clay, topsoil, etc.
The WCHA is opposed to this "unfunded" mandate that demands strict
conformity to the 135 guidelines (even though the county has a non-metallic
mining ordinance in place) and will require extensive permit and plan
preparation costs that will in effect shut down all pit operations in the
state of Wisconsin. The taxpayers cannot afford this unfunded mandate.
Sinclear asked Fedderly to develop a NR135 opposition statement that we can
take to the County Board for approval, stating our position on the
"unfunded" NR 135 mandate.
Review Preliminary Proposals for Design Engineering of CTH "V": Fedderly,
Humphrey, and Bentley reviewed the proposals received from six engineering
firms noting the scope of the project, cost estimates, and recent projects
engineered.
A motion was made by King, seconded by Menter, to reject all proposals and
postpone the engineering design if CTH "V" at this time. Fedderly is to
develop possible alternatives in time frame or services to accomplish this
design. Motion carried.
Other Business: Ramberg reviewed the Highway Department fund balances.
Sinclear invited the Transportation Committee to attend the Planning and
Zoning Committee meeting with MNDOT on Tuesday, March 28, 1995 at the
Government Center in Hudson.
Adjournment: A motion was made by King, seconded by Grant, to adjourn at
11:21 A.M. Motion carried.
