MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of March 9, 1995
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Ro11 call was taken with Draxler, Grant, King, Menter, and Sinclear in
attendance.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried._
The next two meetings were previously set for March 23, 1995 at 8:00•A.M.,
and April 6, 1995 at 8*00 A.M.
A motion was made by Grant, seconded by Menter, to approve the minutes as
mailed to the members. Motion carried.
Approve Vouchers: Sinclear and Grant reviewed the vouchers prior to the
meeting. Ramberg reviewed the Highway .Department's fund balances. A
motion was made by Sinclear, seconded by Grant, to approve the vouchers for
payment. Motion carried.
Seminars and Conferences: Fedderly .reviewed ,the two-day April 1995
Wisconsin Automated Users Group (WAUG) annual seminar in Steven's Point.
A motion was made by King, seconded by Draxler, to send four Highway
Department employees to the WAUG seminar. Motion carried.
Fedderly. reviewed a no registration fee two-day March 1995 Barber -Greene
Paving school in Rockford, IL. The Highway Department would pay for travel
and rooms. A motion was made by King, seconded by Menter, to send four
Highway Department employees from the new paving crew to the paving school.
Motion carried.
Announcements and Correspondence: Fedderly reviewed discussions with, the
Highway Department's oil suppliers and the net effect of the Governor's oil
company franchise fee on oil refiners. A motion was made by Grant,
seconded by Menter, to take oil proposals at the March 23, 1995 meeting
with the 45 day rejection option clause included as in previous years.
Motion carried.
Fedderly reviewed the open house invitations received. There is an Ison
Equipment March 17, 1995 "Customer Appreciation Day" in Eau Claire. Fabco
Equipment has their "Season Opener" open house on March 21 and 22 in Eau
Claire.
Correspondences reviewed included the ARTBA newsletter, the TDA newsletter,
and an article from the monthly Roads and Bridges magazine regarding
rubbilizing roadways.
An inquiry to purchase land along CTH "K" was received from the New
Richmond Golf Course. The Committee looked favorable to this and directed
Fedderly to write a letter of response-errcouraging the Golf Course to
pursue the City of New Richmond to annex that portion of CTH "K" to the
City through a jurisdictional transfer.
The CTH "K" bike path state Authority for,Expenditure (AFE) was received
with the agreed upon unit price(AUP) for the Highway Department to do the
work on this project. A motion was made.by King, seconded by Grant, to
approve and sign the AFE to; do the CTH "K" bike path project at 80/20
funding as written -up. Motion carried.

Fedderly updated the Committee on the denied worker's compensation claim
that is being pursued further, the season -to -date township winter
maintenance costs; and the Drug & Alcohol testing "cost participation" by
the state for this unfunded federal mandate.
Review %a Final Project Balances: Fedderly reviewed the final costs of all
of the completed road construction projects and how they compared to the
estimated budgeted costs. He also updated the Committee on each
construction project set-up for the next several years.
Review and Award Automatic Slope Control for Grader: Bentley and Fedderly
reviewed the proposals received for two grader automatic slope controls
indicating the cost, the application in the field, the recent change in the
grader operators, and the recent change in the paving crew. A motion was
made by King, seconded by Draxler, to reject all proposals. Motion
carried.
Review Financial Reports of Operations (Questions): A motion was made by
King, seconded by Draxler, to accept and approve the Highway Department's
Financial Reports of Operations for distribution. Motion carried.
Impact of WisDOT Budget Proposal: Fedderly handed out the Governor's
Transportation Budget released on March 7, 1995. He highlighted the
funding increases in the various transportation programs verses the initial
WisDOT proposal, the oil company franchise fee implementation, and the
effect of these items on the Highway Department and other local
governments.
Worker's Compensation and Accident Claim History Report: Ramberg reviewed
the Highway Department's workman's compensation claims since 1989; noting
the decrease in the number of incidents per year, the type of incidents
involved, and the frequency of incidents with employees.
Liability claims for 1994 were also reviewed with the type, description,
and amount of each claim noted.
Review CTH "G" Cut -across Road Reimbursement Proposal: Fedderly reviewed
the funding options presented by WisDOT regarding the CTH "G" cut -across
road reimbursement. He noted the county and local roads that the state
needs improved to implement state improvement projects in the area, how
they all tie together, and the amounts of compensation that can be agreed
upon for each.
A motion was made by Menter, seconded by King, to support the concept for
this funding of the detours and cut -across road as presented. Motion
carried.
Update Transportation/Land Use Committee Planning Progress: King noted
that the Transportation/Land Use Planning Committee will be meeting on
March 16, 1995 and he will report on their progress at the next meeting.

A motion was made by Sinclear, seconded by King, to pursue these delinquent
accounts receivable for collection in the most reasonable and cost
effective manner as possible, trying to contact the individuals by phone
and reviewing those remaining with the Transportation Committee prior to
any small claims action. Motion carried.
Adjournment: A motion was made by Draxler, seconded by King, to adjourn at
11*50 A.M. Motion carried.
