MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of February 23, 1995
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Draxler, Grant, King, Menter, and Sinclear in
attendance.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
With the next meeting previously set for March 9, 1995 at 89.00 A.M.; a
motion was made by Grant, seconded by King, to schedule the two following
meetings for March 23, 1995 at 8:00 A.M., and April 6, 1995 at 8:00 A.M.
Motion Carried.
A motion was made by Menter, seconded by Grant, to approve the minutes as
mailed to the members. Motion carried.
Seminars and Conferences: Menter noted that a Stillwater Bridge
informational meeting will be held with the Zoning Committee on March 28,
1995 at 1:30 P.M. with MNDOT in Hudson; an open house for a new location of
Galvin Tractor is in Wausau today, February 23, 1995, and the Summer
Highway Conference will be in Green Bay on June 12-14, 1995.
Announcements and Correspondence: Fedderly reviewed the correspondence
regarding transportation issues received from the area legislators; a
letter received from Northwest International extending their offer to
purchase the old Hudson shop land for 30 days; and a sharing of resources
letter that was sent to John Krizek noting the Highway Department's
interest in sharing resources with the local municipalities as well as
present resource sharing for other local governments.
Handouts included a winter maintenance cost spreadsheet by township for
this winter seasons a Highway Department 1994 state sign repair summary; a
Highway Department weight guide for operations of tri-axle trucks; minutes
of the Bridge Committee meeting at the Winter Highway Conference; and a
complete listing of the District 6 state road improvement projects current
and planned that was covered at the District 6 Utilities Conference.
St. Croix County Electric Cooperative hosted a public meeting to inform
area residents of upcoming electric upgrades. The meeting was a result of
the petition generated by Brad Fox, area resident, that was presented to
the Transportation Committee at the last meeting. The general feeling by
the Cooperative and area residents is that the upcoming electrical upgrades
in the area can be expedited with a few problem areas and concerns being
addressed.
Other Business: Bentley reviewed life -to -date machinery performances of
various classes of equipment and the tractor proposal findings from the
February 8, 1995 Committee meeting with future swap options.
A motion was made by Sinclear, seconded by Draxler, to purchase three John
Deere 6400 AWD tractors for a total price of $114,126.75 with a six year,
bi-annual option to trade for $2,000.00 each. Motion carried.

Update Bike/Pedestrian Plan progress.* Fedderly reviewed the meeting with
Don Kush of West Central Regional Planning. West Central Regional Planning
does have the time to work with the Committee and Highway Department on
developing a Bike/Pedestrian Plan. It will work well for them and they
have done a similar plan recently. They will gather all the information
and put a plan together with the assistance of the Highway Department, the
Planning Department, Art Doyal of Spokes and Pedals, and WisDOT by
September 30, 1995 for no more than $13,600.00.
A motion was made by King, seconded by Menter, to accept the West Central
Regional Planning study contract for $13,600.00. Motion carried.
Review and Award Sign Truck Proposals: Bentley reviewed the sign truck
proposal received from Boyer Ford, River States Ford, Lakeland Ford, and
Mack Truck. The Committee reviewed the specifications of each proposal.
A motion was made by Menter, seconded by King, to purchase one Ford LN-8000
truck from River States Ford for $32,600.00. Motion carried.
Review and Award Truck Box Proposals: Bentley reviewed dump body and
service body proposals from TEAM Wisconsin, L-Z Company, Wisconsin Body and
Hoist, Crysteel Truck Equipment, Monroe Truck Equipment, McKenzie Supply,
and Northwest Enterprises. The Committee discussed St. Croix County
Highway Department's experience with each model and the specifications of
the proposals.
A motion was made by King, seconded by Menter, to purchase one Galion 650F
12-14 yard dump body from TEAM Wisconsin for a total price of $7,517.00.
Motion carried.
A motion was made by Sinclear, seconded by Menter, to purchase two
Henderson Mark II 7-8 yard dump bodies from Wisconsin Body and Hoist for a
total price of $12,920.00. Motion carried.
A motion was made b� King, seconded by Grant, to purchase one Omaha
Standard 108D54V service body from Northwest Enterprises for a total price
of $2,706.00. Motion carried.
Receive and Review Milling Proposals: Milling proposals were received from
Dave Lange of Mathy Construction, and Roger Osegard of Kraemer and Sons for
30-40 miles of milling scheduled in three phases.
A motion was made by King, seconded by Menter, to award the milling
proposal to Mathy Construction for $3,820.00/mile; $.07/sq.ft. in cities
and villages with the 12' milling machine, and $.06/sq.ft. with the 6'
milling machine at areas selected by the Highway Department throughout St.
Croix County. Motion carried.

A motion was made by Draxler, seconded by Grant, to authorize Fedderly to
hire an outside engineering consultant through a "quality based selection"
process for engineering services on the 97-V-1 road construction project.

USH 12 Improvements - Hudson Area: Two representatives from the WisDOT
Planning Department updated and discussed the five projects that are in
various stages for the USH 12 and I-94 area that all tie together. The
five projects are: STH 35 from River Falls to I-94; STH 35 and USH 12
interchange with I-94, the USH 12 four lane conceptual north of I-94; the
USH 12 access control plan; and the USH 12 from CTH "U" to USH 63 resurface
and grading project.
The interchange project should start in the fall of 1997 with the four lane
conceptual tied to it and CTH "N" used as a detour.
Other conceptual plans were reviewed and can be used as a guide and
development tool for local government's future planning. These plans will
require town and county approval when finalized.
Countde Permitting Procedure and Process: Fedderly reviewed the recent
meeting with the Towns Association regarding implementing a uniform county-
wide utility permitting process. The Towns Association reacted favorably
to the process and the possible extensions that goes with it and would like
the Highway Department to develop a policy, and resolution or ordinance for
the Association to adopt.
A motion was made by Sinclear, seconded by King, to authorize Fedderly to
develop a form (application) and resolution for a county -wide uniform
utility permitting process. Motion carried.
