MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of February 8, 1995
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Draxler, Grant, King, Menter, and Sinclear in
attendance.
Sinclear and Menter previously reviewed the vouchers at 7:00 A.M. A motion
was made by Menter, seconded by King, to adopt the agenda as published.
Motion carried.
The next two meetings were previously set for February 23, 1995 at 8:00
A.M., and March 9, 1995 at 8:00 A.M.
A motion was made by Grant, seconded by Draxler, to approve the minutes as
mailed to the members. Motion carried.
A motion was made by Sinclear, seconded by Menter, to approve the vouchers
for payment. Motion carried.
Announcements and Correspondence: Fedderly handed out employee notices
recently posted and reviewed the recent employee worker's compensation
claim status.
Thank you letters were received regarding the assistance by the
Transportation Committee in keeping the 14th Street I-94 ramp and from a
resident regarding tree removals done in the Hudson area.
Fedderly reviewed the old Hudson shop fuel tank removal status, the old
Hudson shop soil remediation.status, and the Hudson area sanitary district
issue near the new Hudson shop.
Publications handed out include: the Wisconsin Counties Association
article, an Asphalt magazine bike trail article, the ARTBA monthly
newsletter, the TDA January and February newsletters, the May 16-17
Washington D.C. TDA 1995 Annual Fly -In, a Somerset Pit newspaper article,
and the West Central Wisconsin Regional Planning Commission 1994 annual
report.
A letter sent to Dan Woll, St. Croix Central Schools District
Administrator, indicated that it was determined that their contaminants are
migrating toward the Highway Department property. No response has been
received from the School on this letter.
Other Business: Brad Fox of Glenwood City met with the Committee and
discussed the brushing and installation of electrical lines by the local
REA in the "Rustic Road 4" area on which he lives. Mr. Fox presented the
Committee with a petition signed by the residences on that road to
encourage a minimal impact installation to retain the rustic nature of the
road.
After review of the statues and area concerned, the Committee authorized
Fedderly to write a letter in support of -the minimal impact installation,
and encouraging retention of the rustic environment within the Highway
Department's jurisdiction.

Review and Award Mower Proposals: Bentley reviewed the five mower
proposals received. A motion was made by Menter, seconded by Draxler, to
award the proposal to the low proposer, Polfus Implement of New Richmond,
for two S-105 Woods mowers for a total price of $7,698.00. Motion carried.
Review and Award Trailer Proposals: Bentley reviewed the proposals
received from six companies. A motion was made by King, seconded by Grant,
to award the trailer proposals to the low proposer, Ison Equipment of Eau
Claire, for one Dynaweld E-Tilt trailer for $4,225.00 and one Dynawe.ld
80XHD trailer for $25,787.00 (net of the quantity discount). Motion
carried.
Review and Award Sign Truck Crane Proposals: Bentley reviewed the
proposals received and the entities contacted for input and proposals. A
motion was made by Sinclear, seconded by King, to purchase the IMT-425R-2H
crane and accessories from Truck Utilities and Manufacturing Inc. of St.
Paul for approximately $42,545.00 and authorize Bentley to negotiate
additional hydraulic considerations which were noted in the review of
pro osals. Motion carried. After the meeting Bentley negotiated the price
to 42,795.00 with additional hydraulics to the lift basket included.
Review and Award .Lift Axle Proposals: Bentley reviewed the two .proposals
received for eight lift axles. A motion was made by King, seconded by
Menter, to purchase eight AA-1455 UDA lift axles from the low proposer,
Team Wisconsin -Cedar Falls Inc., for $2,964.00 each. Motion carried.
Review and Update _Welding Room Air Exchange Progress: Fedderly reviewed
the costs associated with the design plans and DIHLR submittals on an air
exchange system as estimated by Cedar Corporation. A motion was made by
Grant, seconded by Menter, to authorize Cedar Corporation to develop plans
and submit the DIHLR requirements for approximately $1,270.00. Motion
carried.
Bike/Pedestrian -Route Planning Sub -Committee: Fedderly introduced the
members of the sub -committee to each other; the eleven members present were
Fedderly, Sinclear, King, Draxler, Grant, Menter, Humphrey, Ellen Denzer of
Planning, Dave Fodroczi of Planning, Terry Peterson of DOT, and Art Doyal
of Spokes and Pedals.
The purpose., funding, and process of developing a county -wide planning
guide to bike/pedestrian routes was laid out. The prime objective being a
plan which will guide the level of improvement for these routes as they
associate with highway improvements planned. Samples of other county and
city plans and the process they used to develop the plan was discussed.
The Committee's consensus was to contact West Central Wisconsin Regional
Planning Commission to determine if they could assist the Committee in
developing the plan ourselves.
Legislative Issues and Actions (1995 WisDOT Budget Proposal): Fedderly
reviewed the letters going out to all the area state legislators in .regard
to the legislative meeting February 6, 1995 and the issues he had raised
regarding general transportation aids and local road funding. The
Committee reviewed and signed the letters for mailing.

erset Pit Status with Village of Somerset: Representatives from
of Somerset and Cedar Corporation as well as David Pickett of
oix County Economic Development Corporation were present to
future of the Highway Department's Somerset Pit. Plans that
e of Somerset has made to develop a portionof the Highway
owned pit property were reviewed. The Village would like to
purchase some land from the Highway Department's current pit location and
has authorized Cedar Corporation to do an alternative site study for the
Highway Department. Cedar Corporation will be in contact with the Highway
Department to determine acceptable parameters in this area.
Review Tractor Agreements and Purchase with Polfus Implement: Bill
Brennen, Jr. of Polfus Implement discussed the current tractor rotation
agreement they have with the Highway Department, how the possible purchase
of three new tractors will affect the agreement in the future, and gave an
explanation of the buy-back option with this purchase.

A motion was made by King, seconded by Draxler, to sell the old committee
room chairs and purchase new ones from Swartz Office Supply, with Bentley
authorized to negotiate a purchase price and contact Tony Trolla to
determine the sale price of the old chairs. Motion carried.
Adtournment: A motion was made by Draxler, seconded by Sinclear, to
adjourn at 12*25 P.M. Motion carried.
