MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of January 9, 1995
The meeting was called to order by Vice -Chairman, King at 8:10 A.M.
Roll call was taken with Draxler, Grant, .King, and•Menter in attendance,
with Sinclear`arriving at 8:15 A.M.
A motion was made by Menter, seconded by Grant; to adopt the agenda .as
published. Motion carried.
A motion was madeby.Grant, seconded by Draxler, to. schedule the next three
meeting dates for February 8, 1995 at 8:00 A.M:,' February 23, 1995 at
8:00 A.M., and March 91 1995 at 8:-00 A.M. Motion carried.
A motion Was -made by Grant, seconded by Menter, to approve the minutes as
mailed to the members. Motion carried-

motion was made by King, seconded by Grant, to approve the "vouchers. for
payment. Motion carried.
Fedderly made announcements and handed out correspondences regarding the
January 23-25, 1995 Winter Highway Conference in Wausau, the ARTBA monthly
newsletter; the WCHA newsletter; the TDA (WisDOT budget proposal) summary;
a Translink 21 final proposal handout, the unfunded federally mandated
"Employee Drug and Alcohol Testing" requirements; uniformity in utility
permitting County -wide with the Townships; a bike/pedestrian path planning
request letter from Art Jacobson and the associated response from the
Highway Department, and an equipment parts, maintenance, and safety
training seminar being held at the Hammond shop on January 10, 1995.
Financial Status and Possible Loan Authorization: Ramberg handed out the
fund balances and reviewed the projected 1994 year-end cash balance. A
motion was made by Draxler, seconded by King,. to obtain a $225,000.00 short
term building note on the 1994 books from the General County to be paid
back as soon as fund balances become available as per agreements with the
Finance Committee. Motion carried.
Machinery Management Update: Bentley reviewed the equipment that has been
,ordered and the status of each of the items on the equipment purchasing
list.
Fedderly reviewed a Hammond shop soil investigation letter from Cedar
Corporation that indicates clean results from the Highway Department's.
tanks and that the School Bus Garage contamination is migrating onto the
Highway Department property.
The soil borings and venting tests from the old Hudson shop indicate an
approximate 18 month aeration time frame to achieve a clean site status.
Update on AFE State Furnished Material Issue: Fedderly reviewed the
total 1995 state highway estimated routine maintenance costs, the total
state furnished.materials included in the estimates, and comparisons from
past years. The total state finished material is down over $127,000.00 and
the total state highway estimated routine maintenance costs are down over
$400,000.001 indicating that St. Croix County Highway Department will have
less money to perform the state maintenance activities and less material to
do it with.

Patrol Superintendent Update: Harer reviewed spreadsheets and updated the
Committee on the application of salt and liquid chlorides, the Patrol
Superintendents winter maintenance uniformity meetings, the state storm
reports, the township winter maintenance costs, an emergency call out
memo, the inventory of materials, and the removal of the old Hudson shop
underground tank, with preliminary tests indicating a clean site.
CTH "I" Archeological Survey Requirements: Fedderly reviewed a letter from
Cedar Corporation indicating that the Historical Society is requiring an
archeological survey done on the CTH "I" construction project. A motion
was made "by Sinclear, seconded by King, to authorize Burnett County
Historical Society to perform the archeological survey dig for an estimated
cost of $2,581.51 as recommended by Cedar Corporation. Motion carried.
Adjournment: A motion was made by King, seconded by Sinclear, to adjourn
at 11:45 A.M. Motion carried.
