St. Croix County Traffic Safety Commission meeting was held January 19, 1995
at the Sheriff's Department at 1:30 P.M.
Present were: Pete Dugal, Roland Thompson, Max Ihrke, Chuck Meals, Jerry Neumann,
David Pabst, LuVerne Burke, Willard Jochimsen, Daniel Fedderly, Miles Wittig, and
Dolores Ford.
Meeting called to order by Chairman Thompson. Motion to adopt agenda carried.
Next meeting dates for 1995 are: April 13th, July 13th, and October 12th.
Motion to approve minutes of previous meeting made, seconded and carried.
Old Business:
The I-94 construction zone has not had accidents causing any problems.
Speed is not being observed. Could there be more signs -- actually on
the by-pass lane? Troopers have people advising that they did not see
any speed limit sign coming eastbound across the bridge. The traffic
flow has been satisfactory. Discussion on more signing in the area.
The stop signs on the town roads on USH 12 have been installed. The sign
at STH 64 and CTH C not yet completed.
New Business:
Corridor Safety Project for 1995 will be on the same road as last year,
but start earlier. Speed Wave Project will run from April lst to September
15th. This particular project allows the date, time and location to vary
and is very effective.
Reviewed fatality accidents in our County for 1994. Only l had alcohol as
a factor. Had a total of 12 killed - 4 in 1 accident. A recent one in
December was at the junction of STH 65 and CTH E. Fog was apparently a
factor. Mr. Fedderly mentioned that this intersection has been the site
of other fatals and felt it should be considered for extra monies. Discussion
of the reasons for such accidents. Felt that public education so that
people realize that it is necessary to SLOW DOWN when driving in adverse
conditions would be a good approach. Mr. Fedderly mentioned that perhaps
the State could get to the students in the driver's education classes with
more information. Mr. Thompson will try to follow up on this, realizing
that class time is limited. Discussion. Mr. Mehls suggested that the State
start publishing weekly new releases again.
Spot map showing the locations of the accident was reviewed.
Mr. Meals brought to our attention a problem with landing the helicopter on
the "I". Asking if it would be possible to close off both lanes for the
period of time it takes the plane to land --especially when there is snow on
the ground. The delineator posts could be covered with cones,also,to aid
in safety. The speed of vehicles going around the accident scene is a major
problem. Also mentioned by Mr. Thompson was a complaint he had of an
ambulance/rescue unit passing a school bus with red lights on. These units
are required to obey the school bus lights. At a meeting in Madison it was
mentioned that some want to set the legal age at 19. Discussion.
Mr. Fedderly states that the County has several projects set for this summer.
Motion made and carried that meeting adjourn.
