STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Communications Director Bruce Brantner, Corporation Counsel Greg Timmerman, Medical Examiner Marty Shanklin, Child Support Administrator Lynn Holmes, Administrative Assistant Mary Martell and Renee Carufel. The meeting was called to order at 2:00 p.m. by Chair Linda Luckey. Motion by Breault/Jacobson to approve the agenda as published. Carried. The next meeting will be Jan. Sth at 1:00 p.m. Motion by Breault/Jacobson to approve the Nov. 9th meeting. Carried. . MEDICAL EXAMINER REPORT: Marty Shanklin reported an autopsy of a three year old child. The death was caused by a tractor accident. There were fourteen cremations for November, two of which were welfare related, leaving a revenue of $600. Motion by Breault/Krueger to approve the bills of $3189.75. Carried. BILLS & VOUCHERS: Sheriff Burch presented the bills of $5081.30 for the Sheriff Department and $21,085.42 for the Jail. The revenue for November amounted to $88,355.14. Motion by Breault/Krueger to approve the bills as presented. Carried. SHERIFF'S REPORT: Sheriff Burch introduced Mary Martell as the new Administrative Assistant in the Sheriff's Department. He reported that on Dec. 1, 1995 at 1:50 p.m., approximately three miles east of Houlton, WI, St. Croix County recorded its first snowmobile fatality of the year. A 27 year old Houlton man was riding a snowmobile that went out of control and struck a fence. He was pronounced dead at the scene. Sheriff Burch also reported that Governor Thompson awarded $56,955 to the St Croix Valley Drug Task Force. This is to help this unit continue to fight the illegal sale, use and abuse of drugs throughout the multi -county area. The St Croix Valley Drug Task Force involves law enforcement agencies in Polk and St Croix Counties. Sheriff Burch reported that all of the County Jailers are now State Certified as Correctional Officers II. CHIEF DEPUTY REPORT: Max Ihrke reported that according to the budget, the Department was $16, 000 over on the over -time line item. The County has received $20,000 from the Highway Safety Grant to cover this. DRUG MONIES FOR JAIL LIBRARY MATERIALS: The committee decided it could not take money from the drug fund to pay for library material. This money should come from the Jail Assessment fund. No action was taken at this time. SAFETY & SECURITY RECOMMENDATIONS: Bruce Brantner explained the progress on the armored car service, the public address system, the duress alarm, first aid equipment, staff training, and expanding the closed circuit camera in the parking lot area. LARGE ASSEMBLY ORDINANCE: Greg Timmerman presented a WI Statute 59.07 (18) (b) to the committee which would allow counties to enact ordinances to regulate, control, prohibit or license dance halls and pavilions, amusement parks, carnivals, concerts, street fairs, bathing beaches and other like places of amusement. Discussion was held. The Committee recommended that Greg draw up an ordinance to prohibit and one to regulate large assemblies before they decide which one to accept. No further action was taken at this time. CHILD SUPPORT REPORT: Lynn Holmes reported on the contract for Child Support with the State. This is ready for Chairman Boche's signature and due to be sent to Eau Claire by Dec. 27th. Lynn also reported on the progress of the KIDS program. The program is up and running in Dane and Sheboygan counties with very favorable results. She also presented the preliminary calendar year 1996 support allocations. DISTRICT ATTORNEY'S BILLS: Motion by Breault/Krueger to approve the bills of $1026.58 for the District Attorney. Carried. Motion by Giese/Krueger to adjourn at 4:05 p.m. Carried.
