PUBLIC PROTECTION COMMITTEE MEETING
October 9, 1995
MEMBERS PRESENT: Art Jacobson, Herb Giese, Bill Krueger and Jack
Breault. Linda Luckey was excused.
STAFF MEMBERS: Sheriff Paul Burch, Patrol Captain Roland Thompson,
Corpotation Counsel Greg Timmerman, District Attorney Eric Johnson,
Assistant DA Dave McQuillen, Debra Staberg, Ann Gustafson, Bruce
Callen and Dale Kalsow from Computer Services, Emergency
Communications Director Bruce Brantner, Child Support Administrator
Lynn Holmes and Renee Carufel. Village of Somerset President,
Richard Belisle was also in attendance.
Motion by Breault/Giese to approve the agenda as published.
Carried.
Motion by Giese/Breault to approve the minutes of Sept. 9 &
3ept.19th. Carried.
Date of next meeting will be Nov. 9th at 9:00 a.m.
MEDICAL EXAMINER'S REPORT: Marty Shanklin reported on his
activities during the month of September. Motion by
Krueger/Breault to approve his bills of $1594.83. Carried.
LARGE ASSEMBLY ORDINANCE: Greg Timmerman appeared before the
committee and reported on the ordinance in Walworth Co. regulating
large assemblies. This also addressed public safety concerns at
open-air facilities. Discussion was held. The committee asked
Greg if we could write an ordinance that would prohibit all large
assemblies because of the lack of law enforcement control over
these situations. Greg will look into this and report back at the
next meeting. He was instructed to ask the Wisconsin Counties
Association and the WI League of Municipalities for help with this.
CLUES FOR MUNICIPALITIES: Bruce Callen explained how the present
computer program, Clues, could be used by different municipalities
in the County which would be beneficial to both the County and
local government. Motion by Krueger/Giese to endorse the Computer
Services effort at getting participation of municipalities and
approve the policy as presented. Carried.
SHERIFF'S DEPARTMENT REPORT: Sheriff Burch reported that the
average daily population for the Jail for the month of Sept. was
88. The bills were reviewed and discussed. There was a large bill
for the Jail incurred by an inmate for over $20,000 for medical
services. Motion by Krueger/Giese to approve the bills as presented
for the Sheriff's department for $16,369.86, and for the Jail for
$55,685.60. Carried. The revenues for the month of September were
$46,811.66.
SAFETY & SECURITY SUB -COMMITTEE RECOMMENDATIONS: Bill Krueger
presented a list of the eight top priority safety recommendations
of this sub committee. Krueger made the motion that the sub-
committee look at the cost of these high priority recommendations
and report back to the Public Protection committee with a period of
implementation. Herb Giese seconded the motion. Carried.
Motion by Giese/Jacobson to adjourn at 3:30 p.m.
