MEMBERS PRESENT: Art Jacobson, Bill Krueger, Herb Giese and Jack
Breault. Linda Luckey was excused.
STAFF PRESENT: Sheriff Paul Burch, Chief Deputy I
District Attorney Eric Johnson, Victim/Witness Specialist Ann
Gustafson, Medical Examiner Marty Shanklin and Corporation Counsel
Greg Timmerman. Renee Carufel was also in attendance.
The meeting was called to orat 1:00 p.m. by Vice Chairman Art
Jacobson. Motion by Giese/Breault to approve the agenda as
published. Carried.
Motion by Giese/Breault to approve the March 7th minutes. Carried.
MEDICAL EXAMINER'S REPORT: Shanklin presented the committee with
copies of the autopsy criteria. Motion by Krueger/Giese to approve
the bills of $2658.23. Carried.
The next meeting will be May 8th at 1:00 p.m.
SHERIFF'S REPORT: Motion by Krueger/Breault to approve the
vouchers of $12,612.30 for the Sheriff's department and $23,828.22
for the Jail. The revenues received for the month of March were
$107,692.06. The average daily population for the month was 58

nmates with 15 Huber -law inmates.
SERVICE AGREEMENT WITH NEW RICHMOND AMBULANCE: Discussion was
held. Sheriff Burch explained that the county would have an
agreement with New Richmond Ambulance to provide back up support to
the County when the Emergency Responce Unit (ERU) is activated.
Breault/Krueger made the motion to approve this agreement after
taking out the word "swat" in several places and that the final
draft has to meet with the Sheriff's approval. He will obtain
written approval with other ambulance services in the area.
Carried.
Sheriff Burch explained the confusion with the phone number being
disconnected. Apparently the phone company did this on their own
without consulting with the sheriff's department. They are in the
process of correcting this problem.
CHIEF DEPUTY REPORT: Max Ihrke reported that we received an
invoice for the new computer system for $17,220. This will be paid
for from the St Croix/Polk Drug Grant. This system is proving to
be very valuable already.
The County has received $4736.46 reimbursement from the DNR for
the Water Patrol on the river. Discussion was held. Giese and
Krueger will look into ways to increase revenue from the river such
as sharing in gas tax collections on gas sold at the marina.
A review of the hourly rate for contract work with the sheriff's
department such as providing escorts for over -width permits was
discussed. At the present time we are charging $25.00 per hour for
an off duty officer working overtime. Krueger/Breault made the
motion to increase this fee to $50.00 per hour. Carried.
Discussion was held on using auxary or part-time off duty
officers to hire out for security positions. At the present time
the County is charging $10.00 per hour. Motion by Breault/Giese to
increase the fee to $20.00 per hour. Carried.
The new safety exhaust hood is installed in the lab room and is
very satisfactory.
DISTRICT ATTORNEY'S REPORT: Motion by Krueger/Giese to approve the
bills of $995.92. Carried.
Giese/Breault made the motion to approve the resolution proclaiming
April 23rd to 29th St Croix County Victims' Rights Week. Carried.
Breault/Giese made the motion to approve the ordinance establishing
a Victim/Witness fee of $15.00 for various ordinance violation
convictions to generate funds to keep this program viable.
Carried.
Motion by Breault/Giese to adjourn at 2*55 P.M. Carried.
