MINUTES OF THE
ST.CROIX COUNTY BOARD OF SUPERVISORS
Regular Meeting —June 15, 2010
The invocation given by Pastor Randy Simonson of Harvestime Outreach Church, Hudson, Wisconsin.
The Pledge of Allegiance was recited. Meeting called to order by Chair Standafer at 7:00 p.m.
ROLL CALL: 17 present; absent and excused: Supr. Malick and Supr. Horne
ADMINISTRATIVE COORDINATOR REPORT: Administrative Coordinator Chuck Whiting
indicated committees should look for Capital Improvement Plans as well as Goals and Objectives from
departments at upcoming meetings. The budget instructions were approved by Administration Committee
noting no changes from last year. Whiting reported he is working on addressing the compensation plan
with Greg Timmerman, Tammy Funk and Rich Loney and hopes to have a process policy available in
August.
CONSENT AGENDA: Chair Standafer removed the date of next meeting and the mileage and per diem
report from the consent agenda and indicated these items will be addressed later in the meeting. Motion
by Supr. Schrank, 2 nd by Supr. Sicard to adopt the consent agenda approving the May 18, 2010 County
Board minutes and approving Ordinance 792(2010) for David and Michele Lee, Town of Baldwin,
rezoning land from Ag -II to Ag -Res. Carried unanimously.
PRESENTATION: New Richmond High School Build Team introduced by Vice -Chair Wentz. Present
were Walt Campion, Industrial Arts Instructor and students, Heather Gunderson and Adam Jackson (Matt
Faegin was missing). Scottie Ard, director of the Donnie Smith Chopper Class Challenge, explained this
group designed a motorcycle from ground up. Detailed records were maintained from shop logs, time
tables, donations, accounting, public relations, travel logistics and presentation at the finals. This build
team received the People's Choice Award and third place in the open show division. Applause.
APPOINTMENTS: None.
OLD AND NEW BUSINESS
1. Resolution #18(2010) Committing to Water System Improvements and Removal of the Water
tower on the Health and Human Services (HHS) Campus in New Richmond. Motion by Vice -Chair
Wentz, 2 nd by Supr. Rebholz to approve. Building Services Director Art Tobin explained the issues at the
HHS Campus relating to the water system. This resolution commits to water system improvements at the
HHS campus and removal of the water tower with an estimated cost of $305,000, and a commitment to work
jointly with the City of New Richmond to address the water system issues. Carried unanimously.
2. Resolution #19(2010) to Place an Advisory Referendum Question relating to the State of Wisconsin
Segregated Transportation Fund on the November, 2010 Ballot. Motion by Supr. Rebholz, 2 nd by Supr.
Sicard to approve. This resolution places an advisory referendum on the November, 2010 ballot as
follows: "Should the Wisconsin Constitution be amended to prohibit any further transfers or lapses from
the state's segregated transportation fund ?" Supr. Hermsen expressed concerns regarding the request for
a constitutional amendment. Carried: Yes — 13; No — 4 (voting no: Stauffer, Hermsen, Shearer and
Luckey).

3. Resolution #20(2010) Suspending County Board Rules and Bylaws to Hold County Board
Meetings on the Third Tuesday of the Month and Moving the August and September, 2010
Meetings to the First Tuesday of the Month. Motion by Supr. Sicard, 2 by Supr. Norton- Bauman to
approve. Chair Standafer explained for timing purposes this would create a better workflow coming out of
the committees. Carried unanimously.
4. Resolution #21(2010) to Remove mileage and Per Diem Report from County Board Meeting
Agenda. Motion by Supr. Norton- Bauman, 2 nd by Supr. Schrank to approve. Supr. Norton- Bauman
explained payment for mileage and per diems have been made prior to the County Board approval of this
report and indicated the report will be part of the annual budget process. Carried unanimously.
Committee and Department Reports:
Health and Human Services (HHS): Rescheduled to later in the year.
HHS — Public Health: Wendy Kramer reported on the 2009 activities for Public Health. Kramer
recognized Fred Johnson for his support and work on protecting and promoting health for the county
residents. Kramer reported on the people served in St. Croix County in various areas served by the Public
Health Department. Review of Public Health statutory requirements and coalitions.
HHS — Nursing Home: Frank Robinson reported on St. Croix Health and Rehab Center noting an
average census of 67 per day in the nursing home. Robinson stated of the 72 admissions in 2009, 39%
were able to return home. Review of Nursing Services, Dietary Services, Housekeeping/Laundry
Services, Activity Therapy and Rehabilitation Services. Robinson thanked the County Board for approval
of the funding for a new van. Robinson stated the staff is the greatest asset at the nursing home and is
proud of the care given.
HHS — St. Croix Industries: Clark Schroeder reported on the programs offered at St. Croix Industries
including Day Services, Community Employment and Work Services. Schroeder stated the 2009 — 2010
budget did not draw on any county levy dollars. Schroeder introduced Colleen Hammer the Rehab
Coordinator at St. Croix Industries. Schroeder introduced Bob, a St. Croix Industry employee, who
explained his employment responsibilities.
Administration Committee Report: Finance Function Reorganization — Supr. Norton- Bauman
explained there was a recent resignation in the Finance Department in HHS. The Administration
Committee has reviewed the need for uniformity throughout Finance Departments and having all financial
staff report directly to the Finance Director noting there would be no job location changes. She stated a
proposal will be presented to the County Board in August on how it will be accomplished.
County Clerk's Report of Correspondence and Rezoning Requests: County Clerk Campbell reported
a rezoning hearing scheduled for Gregory L. Nelson, Town of Star Prairie to rezone approximately 1.5
acres from Ag to Ag -Res.

Chair Standafer reminded Supervisors the Annual Conference for WCA is September 26 — 28 in
Milwaukee. Contact County Clerk Campbell if you're interested in attending. The deadline to register at
the discounted rate is August 2, 2010.
Chair Standafer stated a meeting of the Committee of the Whole may be scheduled for September 14 for
budget consideration and may have Department Heads present abbreviated department budgets.
