Members present: King, Len Nyland, Karen Bailey, and William Krueger. Excused absence: John Bradley. Also present: Board Chairman Bob Boche, Board Member Einar Horne, NHA Carol Krieger, DON Sue Belisle, Human Services Director John Borup, Human Services unit supervisors Ron Lockwood, Ron Kiesler, and Jerry Youngman, and Personnel Director Debra Kathan. Administrative Coordinator John Krizek arrived later in the meeting. Moved (Krueger, Bailey) and approved to adopt the agenda as presented. Moved (Bailey, Nyland) and approved to accept the minutes of the December 13 Personnel Committee meeting. No new meeting date was set. The Personnel Committee discussed with Krieger and Belisle their concerns regarding the wage rates of Certified Nursing Assistants (CNA) as it impacts recruitment and retention. Moved (Bailey, Nyland) and approved to grant authority to the Personnel Department to negotiate with the union to increase the wages of selected CNAs (approximately 13); the increase to be a step within the current wage grid due to recruitment and retention concerns for this specific classification. Furthermore, the Personnel Committee noted that a report regarding this issue be furnished to them from the Nursing Home after six months in operation under the increased wages. It was noted that by increasing current employee wage rates, new hires could be hired at more competitive wages without damaging staff retention. Lockwood appeared before the Committee requesting staff scheduling of 4 X 10's to provide service to the public. In particular, Lockwood wanted to expand late -in -the -day contacts with clients. Youngman requested flexible scheduling for outpatient operations in AODA. Kiesler noted that mental health operations had traditionally scheduled evening hours and a combination of flexible scheduling that included a 4 X 10 option would best suit his unit. Kiesler provided the Committee with updated materials indicating the need for flexible scheduling. Krueger indicated that his experience with the five-day work scheduled illustrated that flexibility within the five-day pattern was more effective than a 4 X 10 workweek. He indicated that strong and compelling reasons needed to be provided to justify a move to 4 X 10 scheduling --perhaps operations that have massive set-up and tear -down times. Kiesler requested that the Committee focus on policy issues rather than departmental management issues. Mary Squyer and Judy Aronson appeared before the Committee on behalf of the Human Services Union. Squyer requested that the Committee provide direction on the flexible scheduling issue as soon as possible as the issue of uncertainty was affecting morale. Moved (Krueger, Nyland) and approved to table the flexible scheduling issue until such time as the Committee can review the existing policy with the possibility of re -writing it to provide for more specific language which would reflect the Committee's concerns regarding the expansion of 4 X 10 workweeks. Roll call vote: all aye. The departments were informed to leave current operations in place until the flexible scheduling issue is resolved by the Committee in the near future. Register of Deeds Kay Walsh requested that her rights to a union position be extended for her first term in the new position. Moved (Krueger, Bailey) and approved to grant a two-year right to a union position to Kay Walsh. This would terminate upon her re- election to the Register of Deeds position. Kathan distributed copies of the first portion of the revised Personnel Handbooks. No action was taken to reconsider an unpaid leave request from the last Committee meeting. Kathan updated the Committee on pending grievances and potential arbitration issues. Kathan reviewed items discussed at the most recent Personnel Directors conference including. potential overhaul of state welfare and juvenile justice system and its impact on the local level; joint legislative committee on binding arbitration on the state level and the possibility of the law sunsetting in 1996; potential action by the state to cap county wage/benefit settlements; the Alcohol and Drug policy and the implementation of testing locally and nationally; and new wage settlements from around the state for 194 through 196 contracts. King adjourned the Committee at 11:58 a.m.
