SUBMITTED BY: Debra Kathan Personnel Director DATE: May 4, 1995 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: May 10, 1995 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1:10 p.m. by Chairman John Bradley. Members present: Bradley, Karen Bailey, Len Nyland, Bill Krueger, and Dick King. Also present: Debra Kathan and John Krizek. Bradley noted that it was a properly noticed meeting. Moved (Nyland, Krueger) and approved to accept the agenda as presented. Moved (King, Bailey) and approved to accept the minutes of the April 24 Personnel Committee meeting. Discussion regarding remaining issues of flexible scheduling as posed by various County departments. The committee reviewed the requests of the AODA and Mental Health units for staffing evening hours in their clinics. Also present for the discussion: John Borup, Marilyn Fruit. Motion (Krueger, Bailey) to "grandfather" the five incumbents in their current positions in the AODA and MH operations who currently work 4 X 10 schedules with the understanding that full-time new hires would be scheduled on a more traditional five -workday basis. As a point of clarification, Krueger noted that if any flex -schedule employees wanted to go back to the traditional five-day schedule, that could be accomplished with supervisor approval only. Nyland emphasized that new hires into the "grandfathered" positions would not be eligible for 4 X 10 scheduling. Borup indicated that the grandfathering compromise was a workable solution to the issue. Roll call vote: all ayes motion carried. Marilyn Fruit, Economic Support Supervisor, appeared before the Committee, per their request, to assess the 4 X 10 program in Economic Support. Fruit believed that the 4 X 10 provision, as defined in the Economic Support Unit through an addendum to the contract, improved service to clients and improved productivity and agency operations. She -noted that eight people remain on the 4 X 10 schedule in Economic Support. Moved (Krueger, King) to grandfather in the eight people in Economic Support who are working 4 X 10 schedules, with the understanding that changes in the positions and new hires would have to return to the traditional five-day schedule. Roll call vote: all aye; motion carried. King noted that the Highway Commissioner had another commitment so could not attend the Committee meeting. He indicated that the Highway Department managers and Committee assess the need for summer 4 X 10's each year and determine whether or not the 4 X 10 will be implemented. The 4 X logschedulefor this year has been set from May 8 to September 801110-6 a.m. to 4 p.m. Krizek noted that the maintenance department is preparing procedures to deal with issues such as hazardous product handling, noise reduction, etc. These are in response to DILHR operations concerns. He noted that an AODA counselor was to be laid -off due to a lack of clients to serve in that unit. With census down at the nursing home, some vacant positions have not been filled to reduce staffing levels and the positions of in-service RN and Social Worker were cut by.one day each week.
