Personnel Committee Meeting
Date: September 6, 195 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 1:02
p.m. by Chairman John Bradley. Members present: Bradley, William
Krueger, Len Nyland, and Dick King. Excused absence. Karen
Bailey. Also present: Debra Kathan and John Krizek.
Bradley noted that this was a properly noticed meeting. Moved
(Nyland, Krueger) and approved to adopt the agenda as presented.
The date of the next meeting was left open. Moved (King, Krueger)
and approved to accept the minutes of the August 30 meeting.
Kathan gave a short presentation on the history of Personnel
Committee review of temporary positions prior to inclusion in the
annual budget. It was noted that the number of temporary positions
has steadily decreased in the past five to seven years. Budgeted
costs for temporary positions have decreased to about 250 of the
cost posted five years ago.
Dave Fodroczi appeared before the Committee to discuss
requests for clerical help and a Recycling Specialist. Moved
(King, Krueger) to approve in the 1996 budget the four temporary
positions in the Planning operations --three Office Aides and one
Real Property Lister Assistant --at a cost of $7,805. Roll call
vote: all aye; motion carried.
Bradley questioned the need for a separate recycling position
in light of the incinerator situation and possible decrease in
waste management duties. Fodroczi noted that the Waste Coordinator
was brought into major recyling projects and that should the
incinerator issues be resolved, the Waste Management Committee
would likely commit a major portion of his time to recycling
efforts. Krizek noted that the Recycling position could be laid
off if waste management issues are resolved. Moved (Nyland,
Krueger) to approve in the 1996 budget the temporary position of
Recycling Specialist at a cost of $31,311. Roll call vote. all
aye; motion carried.
Moved (King, Krueger) to approve in the 1996 budget the summer
help positions for the highway operation. Roll call vote: all
aye; motion carried. Moved (King, Nyland) to approve in the 1996
budget the four temporary office aide positions in the County
Treasurer's operation at a cost of $6,333. It was noted that these
positions work at tax time to assist the office with the increased
workload. Roll call vote: all aye; motion carried.
Donna Patterson appeared before the Committee to answer
questions regarding the on -going need for a temporary Family
Resources Aide position. She noted that the position was used to
teach parenting skills and provide for court -ordered supervised
visitation. Krueger questioned the need to provide these services.
Moved (Nyland, King) to approve in the 1996 budget the temporary
position of Family Resources Aide in the Human Services Department,

Moved (King, Nyland) to approve in the 1996 budget the
temporary position of Troy Park Supervisor at a cost of $5,105.
Roll call vote: all aye; motion carried. Moved (Nyland, King) to
approve in the 1996 budget the temporary positions of Park Worker
(3 at Troy Beach and 5 at Glen Hills) with the County Parks
Department at a cost of $33,896. Roll call vote: all aye; motion
carried.
Moved (Bradley, Nyland) to approve in the 1996 budget the
temporary position of Summer 4-H Intern with the Extension Office
at a cost of $2,500. Roll call vote: all aye; motion carried.
Moved (Krueger, King) to approve in the 1996 budget the position of
Custodian in the Jail at a cost of $10,264. Roll call vote: all
aye; motion carried.
Moved (Krueger, King) to approve in the 1996 budget two
temporary groundskeeper positions for Maintenance at Hudson and New
Richmond, at a cost of $7,245. Roll call vote: all aye; motion
carried. Moved (Krueger, Nyland) to approve in the 1996 budget an
auxiliary deputy line item for the Sheriff's Department at a cost
of $40,027. Roll call vote: all aye; motion carried.
Discussion regarding the implementation of computer software
programs in the Clerk of Courts Office. Moved (Krueger, King) to
approve in the 1996 budget the temporary position of Office Aide in
the Clerk of Courts Office at a cost of $9,582. Roll call vote:
all aye; motion approved Moved (Krueger, King) to approve in the
1996 budget the temporary position of secretary with the Office on
Aging at a cost of $5,402. Roll call vote: all aye; motion
carried.
Moved (Nyland, Krueger) to approve in the 1996 budget the
temporary position of work/study office aide in the Land
Conservation Office at a cost of $1,039. Roll call vote: all aye;
motion carried. Moved (King, Krueger) to approve in the 1996
budget the temporary position of Zoning Technician working on the
Bass Lake project at a cost of $12,095. Roll call vote: all aye;
motion carried.
Moved (Krueger, King) to approve in the 1996 budget the
temporary position of Computer Operator/Special Project Assistant
in the Child Support Office at a cost of $5,752, Roll call vote:
all aye; motion carried. Moved (Krueger, King) to approve in the
1996 budget the temporary position of Clerk in the Child Support
Office at a cost of $111207. Roll call vote: all aye; motion
carried.
Discussion regarding the temporary position of Victim/Witness
Specialist. Bradley questioned the value of the program and noted
its growth to 1.5 positions. King stated that the program was
available to the County at a significantly reduced cost. Krueger
noted that it was the one program providing assistance to victims
and witnesses, whereas criminals seem to have many opportunities
for assistance. Moved (Krueger, King) to approve in the 1996
budget the temporary position of Victim/Witness Specialist,
affiliated with the District Attorney's Office, at a cost of
$13,469. Roll call vote: two aye, Nyland and Bradley voted nay,
motion defeated on the tie vote.
Bradley thanked the Committee for their gence in reviewing
and acting upon all of these requests in an orderly and efficient
manner. It was noted that specific details on all the position
requests, including the financial breakdown of each position's
funding source(s) is available for review from the Personnel
Office. Bradley adjourned the Committee at 3015 p.m.
