PERSONNEL COMMITTEE MEETING
Date: October 31, 1995 Location: Government Center, Hudson
The Personnel Committee meeting was called to order at 9 a.m.
by Chairman John Bradley. Members present: Bradley, Karen Bailey,
William Krueger, Dick King, and, arriving soon after the call to
order, Len Nyland. Also present. Debra Kathan, John Borup,
Carolyn Krieger, Kristie Tellijohn, and, arriving at 10:00, John
Krizek.
Moved (King, Bailey) and approved to adopt the agenda as
presented. Next meeting date was left open. Bradley requested
that the,'Personnel Director update the committee on pending labor
issues. Krueger noted a correction in the minutes from September
6--specifically that he had voted "nay" on the motion to approve
the temporary position of Troy Park Supervisor. Moved (Krueger,
Bailey) and approved to accept the minutes of September 6 as
corrected.
Representatives from the Nursing Home operation made a
presentation before the Committee requesting consideration of a
"signing bonus" to assist in the recruitment of Certified Nursing
Assistants. Krieger noted that the nursing home is serving more
medical cases, over and above the usual long -care residents. This
requires more direct care services. She noted that competition for
these lower skill jobs is great because the labor pool in St. Croix
County is at less than two percent. Tellijohn stated that by next
week all of the CNA positions would be filled, however there is
consistent turnover in these slots and recruitment continues to be
a difficult process. Borup noted that the request is to offer a
$500 sign -on bonus to be split after one year between the employee
who recruited the CNA and the CNA who has completed a successful
Fear of service with the County.
Discussion regarding trial period and restrictions on bonus
payment. Moved (Krueger, Bailey) to offer a $500 bonus to be split
between the current CNA who successfully recruits a new CNA and the
new CNA who successfully completes one year of satisfactory work at
the Nursing Home. The payment would be made only after the one-
year qualifying time. Furthermore, the window period for
recruiting is limited to 6 months with the opportunity to renew
that date through actions of the Personnel Committee and, lastly,
this proposal must be agreed to by the union as non-precedential.
Roll call vote: all aye; motion carried.
The Committee reviewed a temporary help request that had been
referred to them by the Finance Committee. It had been submitted
on behalf of the Register in Probate Office after the deadline for
submission. Discussion regarding the request. Moved (Bailey,
King) and approved to grant up to 216 hours of temporary help for
the Register in Probate's Office in 1996 with the stipulation that
the cost for these hours must be absorbed by the existing 1996
budget (i.e. from other line items). The Committee decision will
be referred back to the Finance Committee.
The Committee reviewed documentation provided by the Wisconsin
County's Association and Juneau County requesting that the County
participate financially in a binding arbitration suit filed by
Juneau County. Specifically, the request was for $1500 to be sent
to Juneau County to assist in their court fight to eliminate
counties from participating in the binding arbitration process.
This is a position strongly advocated by WCA and they have joined
Juneau County in their suit. Moved (Krueger, Bradley) to approve
the binding arbitration resolution submitted to the County and
recommend to the Finance Committee and County Board that $1500 be
appropriated for Juneau County legal expenses. Roll call vote: 2
aye, 3 nay; motion defeated. King, Nyland, and Bailey voted in the
negative.
Discussion regarding the County's level of success with
binding arbitration and possible strike scenarios that the County
could encounter under "right to strike" legislation. Motion
(Krueger, Nyland) to direct Krizek to develop a resolution urging
the legislature to consider placing the counties under the same
labor laws as the state is under when dealing with wage, benefit,
and working condition questions for state employees and further,
that WCA be urged to advocate on behalf of this position. It was
noted that unionized state employees have the right to mediation
services when negotiating a contract, but the employer has the
right of implementation. State employees are not permitted to
strike. Roll call vote: all aye; motion carried. Krizek was
directed to bring the resolution to the County Board at their
November 21 meeting. In reviewing their proposed position, the
Committee was concerned that WCA may be advocating for a position
that was too polarizing and that the success of advocating for the
modified position proposed by the Personnel Committee would stand
a much better chance of winning approval with the state
legislature. The Committee was not prepared to provide financial
support for another County's legal battle.
Kathan distributed information regarding 1995 employee
distribution by department. It will be part of the documentation
presented to the County Board on November 1 for the department's
annual report. The Committee adjourned at 11:20 a.m.
