Meeting called to order by Chairman Tom Dorsey.
Roquette made motion to adopt amended agenda. Raymond seconded.
Carried.
Dull made motion to approve December 61 1994 meeting minutes. Bethke
seconded. Carried.
Next meeting will be held on Tuesday, February '7, 1995 at 9:00 a.m.
DNR
Kathy Nelson, DNR Forester, attended meeting and reported:
Deadlines.
Bear application - 1/13/95
Managed Forest Law application - 1/31/95 (previously deadline was
3/31).
Fisheries - Pine Lake aeration system is going better than expected.
Gamefish season will be closed on Pine Lake to allow population numbers
and size to recover.
DNR REGIONAL TASK FORCE (PUBLIC HEARING - JANUARY 6, 1995)
Dorsey mentioned letter received regarding Deer Management Unit Review
which was held on December 10. Sander participated in his place as
county board representative. Consideration is being given to create a
metro unit (60 M) within Unit 60. Christenson supported the metro unit
proposal as a public participant. Sander and Dorsey plan to attend a
formal hearing which is being held on January 6 at the Town of Seymour
meeting hall, Eau Claire. Letter of support from LCC will be presented
at the hearing.
NRCS FORMERLY SCS ),
S6ler handed out and discussed the December activity report.
Discussion on ACP workload. Sander stated that LCD technicians will
have to fill in for NRCS planning. Raymond suggested workload
prioritization of workload. Dorsey asked whether workload would be
lessened if Farmland Preservation contract holders got out of program.
Siler stated that the problem is, more mandatory programs than we have
manpower to handle. Compliance on mandates may have to be on hold.
CFSA (FORMERLY ASCS�
Reported that an agency employee from Stevens Point (Portage County)
was transferred to Baldwin, filling one of two positions which were
vacated due to retirement.
RC&D
Raymond reported that there was no meeting in December. Next meeting
is scheduled for February.
WEST CENTRAL AREA
No report.
EDUCATION ACTIVITIES
Sander reported he gave presentations using the groundwater and private
septic system models to 3 classes at Baldwin -Woodville School.
FARMLAND PRESERVATION COMPLIANCE
Sander reported that he is beginning to issue zoning certificates to
landowners who furnish us with their 1994 real estate tax statements.
He is working with landowners to develop plans which will keep them in
compliance.
GLEN HILLS WATERSHED
Emergency Action Plans - Christenson reported that he is working with
Jack Colvard to set up a table talk exercise in February and a full
exercise in May to test the plans. This would include people from City
of Glenwood City, St. Croix and Dunn Counties, including staff from
Public Health, Highway Department, Sheriff's Department, etc.
Structure 10 will be used for the exercise since any problem with this
dam will involve both St. Croix and Dunn Counties.
Signal Requirement - Christenson reported: Signal installation plan
schedule to be available for next meeting. Elevations could be set by
Highway Department this winter.
Flood plain zoning actions will be needed below structures #4, 51 61
and 10.
Structure #3, south and west of Glenwood City, was inspected by DNR in
August 1994. It was given a "high hazard" rating because there is no
flood plain zoning in place below the structure. When zoning is in
effect, DNR will reduce it to something less than a high hazard
structure.
PRIORITY WATERSHED PROJECTS
South Fork of Hay River - Christenson reported that project planning
process has started. Technician Kyle Kulow is working with Dunn County
staff.
Lakes Project - Reported that project funding request has been
submitted. Project Manager will be hired with April 1st the earliest
we could have someone on line. Zoning has been approved for a part-
time position for work on Bass Lake. Dorsey commented that information
from Buz Sorge indicates more funding for the Zoning position might be
available.
SQUAW LAKE BOAT LANDING
Christenson reported that Mary VanFossen (DNR Community Services
Specialist) met with John Heintz (Chairman, Town of Star Prairie). He
was receptive to upgrading road. Town will explore making a purchase
of the lot south of the landing. If town acquires the land, the turn
around and roadway could be improved which would solve a lot of
problems. Money has been approved for reshaping the parking lot.
566 WATERSHED COALITION
Roquette reported that meeting will be held on January 19 at LaCrosse.
Coalition officers will be elected.
Christenson commented that DNR staff (Dick Knitter, Bill Sturtevant)
will be presenting tabletalk on dam inspection.
DISCUSSION - ANIMAL WASTE ORDINANCE
Heise reported that he and Tom Nelson will be meeting to review the 3
different ordinances from 3 different counties. Nelson has difficult
time administering the current ordinance. Ordinance should also
address abandonments. County Agent Lee Milligan will be involved in
the study. Current ordinance deals with storage, not feedlots.
Milligan and Raymond (designated LCC member) will be appointed to
attend meetings.
GLEN HILLS STRUCTURE 11 - BEAVER PROBLEM
Heise reported that he has determined elevations of outlet pipe,
stilling basin, and compared those elevations to the top of the beaver
dams and pond elevations downstream by the bridge of Rustic Road #4.
Letter to be sent to Charles Dow proposing that if a beaver dam or pond
is to be maintained, some sort of pipe control device would be needed,
but at the cost and maintenance of landowner. The pond elevation of
beaver pond would be set according to elevation of stilling basin
outlet of dam.
Decided that letter should be sent to landowner advising him of
proposed action on any future actions that affect a landowner, such as
removal of beaver dam in this instance.
FARMLAND PRESERVATION RULES OF ADMINISTRATION
Sander reported that comments on administrative rules were discussed at
a Planning meeting. Fodroczi has prepared a letter, addressed to DATCP
with LCC and Planning Chair signatures, on the changes that should be
considered. Administrative rules should be passed only if there is
budget to accompany them. Roquette made motion to authorize LCC
Chairman's signature on letter. Bethke seconded. Carried.
FARMLAND PRESERVATION APPLICATIONS
No applications were presented.
VOUCHERS
Reviewed vouchers. Christenson commented that the Village of Baldwin
will reimburse the Soil Conservation Revenue account in amount of
$1,130.00 for the 10 ag building conference room chairs (voucher #94-
183 - Swartz Office Systems). Note on voucher to indicate
reimbursement by village. Discussion on voucher #94-182, petty cash
reimbursement, NACD order in amount of $76.95. Christenson to
reimburse petty cash for that amount. Raymond made motion to approve
the January vouchers as presented. Roquette seconded. Carried.
SUBDIVISION REVIEW FOR MINORS
No report.
SUBDIVISION REVIEW
Heise presented storm water and erosion control plan for Birch Point
subdivision. Originally there were no retention ponds, now there are 3
different retention areas. During certain times of the year or storm
events, temporary storage of storm water could be retained in road
ditches. Heise to contact Highway Engineer to get his opinion. The
committee recommends that the plan is acceptable for this development.
LCC approves plan on condition of Highway Engineer approval. Raymond
seconded. Carried.
WILDLIFE DAMAGE PROGRAM AGREEMENT
Sander reported that no word has been received yet on whether we have
an agreement in effect with State of Wisconsin.
Funding for fence to be built for 15-acre apple orchard at Somerset is
questionable at this time.
1994 CONSERVATION AWARDS DINNER
Lier reported that plans are set for the awards dinner to bQ U04U at
the Coachman Supper Club, Baldwin, on Tuesday, February 7, 1995 at 7:00
P.M. Plaque for Conservation Farmer Award winner has been ordered.
MISCELLANEOUS
Christenson stated information has been received on ordering the 1995
soil stewardship materials.
Reported that we recently became aware that we have a one -person user
system on the LOTUS/UNIX program. We assumed that UNEXT/LCD had a
multi-user system.
Suggested that Heise give presentation on Conservation Farmer award
winner (Doug & Arlene Hill) for Land Conservation Department Head
report at County Board session on January 17. LCC recommended the
presentation be given.
