Meeting called to order by Chairman Tom Dorsey.
Roquette made motion to adopt agenda. Bethke seconded. Carried.
Dull made motion to approve March 7, 1995 meeting minutes as mailed out.
Raymond seconded. Carried.
Next meeting will be held on Tuesday, May 2, 1995 at 9:00 a.m.
DNR
Pat Collins, Hydrogeologist (Solid Waste), reported for various DNR
staff.
Fisheries - Comparative fish studies are beginning. Watershed survey
will be done on Wilson Creek. LTE crews started summer work jobs on
Monday, April 3.
Forestry - There are 412,000 trees and shrubs ordered for planting in
county for spring. The kinds of trees and shrubs ordered are conifers
(74%), hardwoods (25%), and shrubs (1%). Tentative shipping dates are
April 18, April 25, and May 2. These dates may change, depending upon
the weather at Hayward State Nursery.
Wildlife - Burning program will begin soon.
Regional biosolids facility update - Currently sites being considered are
Town of Eau Galle, Village of Spring Valley, and Village of Ellsworth.
There is considerable town opposition to the Town of Eau Galle site.
Incinerator - Will be fired up for test burn. Bankruptcy judge will rule
on whether ARR still has a contract.
Also reported on status of groundwater problem near Junker's landfill and
the petroleum contamination on north end of vacant lot across from Ag
Center in Baldwin.

Awaiting word on status of program. Possibility of option for
landowners to get out of program with no pay back. Also possibility that
current contract owners may extend and there may be a new sign up.
Reorganization - Determination has to be made on future needs for office
space. It is projected that 5-6 new employees will join the current
staff. It is mandated that federal agencies (NRCS, CFSA, and RECD) have
to be in an ag center. There is no mandate that LCD and Ag Extension be
located with the federal ag agencies. Decision will have to be made on
whether to stay at current location or solicit new location in area.
Office location plans must be completed by October 1, 1995 with
relocation taking place by October 1, 1996. The post office will be
looking for new space. Their lease expires on September 30, 1995.
RC&D
No report. Raymond stated that next meeting is scheduled for April 26,
WEST CENTRAL AREA
No report.
EDUCATION ACTIVITIES
Heise reported that he will teach five 4th-grade classes on April 21,
using the EnviroScape (watershed) model.
Christenson reported that Y Camp at Hudson is holding an open house on
April 23 as part of Earth Day observance. LCD has been asked to present
session on water quality.
Sander has been participating in planning of the Conservation Camp
scheduled for June 13-16.
FARMLAND PRESERVATION COMPLIANCE
Sander reported that he has been working with Dennis Omann and Jerry
Lorenz to keep them in compliance.
GLEN HILLS WATERSHED
Emergency Action Plans - Christenson reported that he and emergency
government people from Dunn and St. Croix counties went through exercise
using Structure #10.
Signal Requirement - Christenson reported that plans are completed.
Heise has been working with Roger Humphrey (Highway Engineer) and Jim
Rusch (County Surveyor) on setting bench marks. Dams should be inspected
periodically by a licensed engineer. Structures 4 and 6 signals will be
done first along with upgrading Structure 5 (Rivard). Will also do
Structure 10, if funds are available.
Schedule Annual Inspection - Inspection date set for Monday, May 15,
9:30 a.m. in Glenwood City.
PRIORITY WATERSHED PROJECTS
South Fork of Hay River - Christenson reported that project is in
inventory process.
Lakes Project - Reported that project manager job application deadline
was March 31. Applications will be screened at Government Center on
April 11, 10:00 a.m. by Christenson and Raymond. Set tentative date of
April 19, 9*00 a.m. for interviews at Ag Center. Personnel staff will
conduct interviews along with Bethke, Dull, Roquette, and Christenson.
SQUAW LAKE BOAT LANDING
Christenson reported that Heise has completed design for turnaround area.
Talked with John Heintz, Star Prairie Town Chairman, on status of land
purchase south of landing. One signature needed yet and recording will
be done. Plan to go to Waterways Commission meeting at Eau Claire in May
to request added funding for turn around.
TRAINING ACTIVITIES
Heise and Sander reported on sessions they attended at the WALCE Training
Conference at Lakewoods Lodge, Cable.
ANIMAL WASTE ORDINANCE UPDATE
Heise reported that there has been a delay in forming a committee to
assist in updating the ordinance. Farmers are too busy this time of the
year to get involved. Will plan to look at it in fall.
AWAC (ANIMAL WASTE ADVISORY COMMITTEE) REPORT
Heise reported on AWAC proposal. Farm organizations were represented on
committee i.e. NFO, Pork Producers, etc. Proposed new changes for animal
waste handling in Wisconsin. Prohibitive activities - no overflow on
manure storage facilities, no direct runoff, no unlimited livestock
access to waters of the state where animals prevent sod cover
maintenance, no unconfined manure stacking in Water Quality Management
Areas (WQMA). WQMA include 300 feet on both sides of streams and 1,000
feet from lakes. Waters of the state include many more areas including
flood plain, ponds, and wetlands.
FLOOD PLAIN ZONING - GLEN HILLS WATERSHED
Christenson reported that a zoning map will have to be adopted. City of
Glenwood City will also need to be involved.

No applications were presented.

SUBDIVISION REVIEW
Heise presented storm water and erosion control plan for Glover Hills
Subdivision, Sec. 9 Town of Troy. Due to lighter soil and the grade of
the road ditch, excelsior blanket was recommended for ditches in the
steeper areas. Roquette made motion to recommend that the storm water
and erosion control plan for Glover Hills meets minimum county standards
and a letter be forwarded to the Planning & Development Committee
expressing our recommendations. Dull seconded. Carried.
Also presented information on Urhammer subdivision, Somerset, near Boy
Scout Camp. Plan will be reviewed by Heise before Zoning meets. He
suggested that he take plan to Planning & Development Committee meeting
so seeding gets done in timely manner. There is concern about seeding.
LCC saw advantage in doing it this way. Bethke made motion that LCD
staff (Heise) take plan to Zoning for final approval. Thompson
seconded. Carried.
WILDLIFE DAMAGE PROGRAM
Sander reported that permanent fence is being built for Art Peterson,
Somerset (apple orchard - cost $5,000-$10,000).
Sander and Kyle Kulow plan to

MISCELLANEOUS
Natural Resources Conservation Service has billed the county in amount of
$10,000 for cost related to digitizing the soil survey. This bill is
part of the Land Records program of the Planning Department.
Ag Clean Sweep in 1996 will be coordinated with George Hayducsko (Solid
Waste Coordinator).
Presented the Soil & Water Resources Management Program grant contract
for 1995 cost share funds from DATCP. Contract covers basic allocation
staff $12,000, Farmland Preservation staff $36,046, training expenses
$1,750, and project support costs $3,540. Total amounts to $53,336.
Dull made motion to approve contract and Chairman Dorsey's signature.
Roquette seconded. Carried.
Roundtable meeting on Priority Watershed selections will be held April 27
in Eau Claire. Last month LCC sent letter of support to Dunn County on
the Wilson Creek Project. It scored No. 1 on list for 1999, so is a
likely project.
Christenson explained need for data base program on UNIX computer system.
There are multitude programs with separate mailing lists. Dull made
motion that LCC recommends a data base program be installed on the UNIX
system. Bethke seconded. Carried.
Dull made motion to adjourn meeting at 11:55 a.m. Thompson seconded.
