Meeting called to order by Chairman Tom Dorsey.
Roquette made motion to adopt agenda. Bethke seconded. Carried.
Dull made motion to .approve April 4, 1995 meeting minutes as mailed out.

out. Roquette seconded. Carried.
Next meeting will be held on Wednesday, June 7, 1995 at 12:30 p.m.
DNR
Dave Hausman, Conservation Warden, reported for various DNA staff.
Fisheries - Surveys (netting and population estimates) are being done on
the lake at Spring Valley and Glen Lake.
Bass Lake situation: Have talked about closing landing due to high
water.
Wildlife - St. Croix County has been given approval to cost -share SIP-8:
Wildlife Habitat Enhancement to cost -share wildlife practices that were
recently denied A.C.P. funds. Cost -sharing of SIP-8 was allowed as of
April 20, 1995 and will continue until September 30, 1995. This approval
was given because Harvey Halvorson (Private Lands Wildlife Biologist) has
been able to establish the wildlife enhancement practices for private
landowners and has native prairie seed already purchased for spring
planting. SIP practices 4 through 8 have not been available in St. Croix
County since the Land Conservation Department has not agreed to
participate in the program. A special request was made to get approval
to cost -share SIP-8.
Spring turkey harvest registration numbers total 60 birds for Zone 37
(Highway
Approximately 283 acres of grass lands have been burned in St. Croix
County. If town board refuses permit, DNR w0ll not burn.
Gade questioned how spring hearings could be made more effective. They
get too lengthy.
NRCS (FORMERLY SCS)
Siler handed out and discussed the April activity report.
Dave Vold (Assistant State Conservationist -Operations) explained the name
change from SCS to Natural Resources Conservation, reorganization of
agency, staff and space concerns, and budgets. The Conservation Reserve
Program funding is dependent upon the new Farm Bill. Wetlands Reserve
Program signup is tentatively scheduled for June.
CFSA (FORMERLY ASCSI
Gade reported that CFSA staff received training in Wausau on claims
adjustment for crop insurance.
Feed Grain signup just ended. Participation was 86% of last year's
signup. Getting prepared for crop reporting season.
CRP - Landowners may request releases from the CRP contract during May 15
and June 2.
Participants whose contracts expire September 30, 1995 will have
opportunity to extend the expiration date to September 30, 1996.
Approved burning requests for one Waterbank and one CRP contract.
Waterbank contracts will be turned over to NRCS.
Dorsey commented that he is happy that the ag agencies are in one
building and can meet once a month. Vold commented that he is also
pleased that the agencies can stay together.
RC&D
Raymond stated that he did not attend April meeting. Will report on May
meeting in June.
WEST CENTRAL AREA
No report.
EDUCATION ACTIVITIES
Christenson reported that Sander presented'session on water quality at
the YMCA Camp, Hudson, on April 23. The camp was opened up to the public
for promoting Earth Day activities.
Heise reported that he will be conducting sessions using the watershed
model at St. Anne's School in Somerset on May 3. Also conducted
presentations for five 4th grade classes at Greenfield Elementary School,
and will be presenting this model to four 5th grade classes at the Viking
Middle School.
Lier reported that 375 posters were received for the Conservation Poster
Contest. Contest judges appointed are Thompson-LCC, Siler-NRCS, and
Jerry Bretl (former County Agent).
FARMLAND PRESERVATION COMPLIANCE
Christenson reported that Lenertz Farms may be out of compliance as they
have pasture land that has been grazed to the point where no vegetation
remains.
GLEN HILLS WATERSHED
Signal Requirement - Christenson reported that Heise was planning to go
out with Albrightson (excavator) and will work with St. Croix Electric
and NSP on installation. Structure 4 and 6 signals will be done first
along with upgrading Structure 5 where only minor changes are necessary.
Structure 10 will be done if funds are available. Dorsey suggested going
to Finance for additional funds of $5,000-6,000 to complete #10.
Schedule Annual Inspection - Inspection date set for Monday, May 15, 9:30
a.m. in Glenwood City.
PRIORITY WATERSHED PROJECTS
South Fork of Hay River - Christenson reported 1996 local assistance
grant request application has been completed. Estimate includes full
time technician and part-time clerical position. Kyle Kulow (Technician)
will be full time as soon as school is out.
Lakes Project - Grant request includes project manager and part time
clerical position. Start date for Peter Kling (Project Manager) will be
May 15. Dorsey questioned whether there was office space for the project
manager.
Roquette made motion to authorize LCC Chairman's signature on application
for state funds for 1996. DATCP Soil and Water Resource Management
Program fund request totals $50,047 (Farmland Preservation Technical
Assistance $36,046, basic allocation $12,000, and training $2,000).
Local Assistance Grant Request for Watershed Projects are: South Fork -
Hay River $44,247 and St. Croix Lakes Cluster $55,156. Seconded by
Bethke. Carried.
SQUAW LAKE BOAT LANDING
Christenson presented amendment agreement request of $3,097 additional
funding for turnaround area. Dull made motion to authorize LCC
Chairman's signature on amendment. Bethke seconded. Carried.
WILDLIFE DAMAGE PROGRAM
Christenson reported that Sander and Kulow would be attending an annual
training meeting at Lakewoods Lodge, Cable.
ANIMAL WASTE ORDINANCE UPDATE
Heise reported that formation of a committee to update the ordinance will
be postponed until fall.
AWAC (ANIMAL WASTE ADVISORY COMMITTEE, REPORT
Heise reported that there are two things that are going to be happening.
Will try to set up a couple of committees to set guidelines. Technical
parts of proposal will be written up for handing to legislature. There
is lots of support from many organizations. It will be a costly program
to administer. There will be no end to the program and no timeframe.
This program will be coordinated with watershed projects.
FLOOD PLAIN ZONING - GLEN HILLS WATERSHED
Christenson reported that Glenwood City and Town Boards of Glenwood and
Springfield need to be informed of what is required for the zoning. Tom
Nelson has copy of proposed zoning map. Dorsey stated that Christenson
should be on afternoon agenda for Planning & Development meeting.
FARMLAND PRESERVATION APPLICATIONS
No applications were presented.
VOUCHERS
Reviewed vouchers. Bethke made motion to approve the May vouchers as
presented. Dull seconded. Carried.
SUBDIVISION REVIEW
Heise presented storm water and erosion control plan for Urhammer
subdivision, Somerset, near Boy Scout Camp. Reviewed for going to
Planning and Development Committee. One big change is a very active sink
hole. Contacted Sam Huffman of UW-River Falls on what kind of conditions
to expect. What concerns should there be for development? If there is a
house for every 3 acres, what impact on groundwater would there be with
septic systems and fertilizer use? Three lots will be left as green
space (park). An additional two lots will be taken out and not developed
by sink hole. Will fill up sink hole and divert storm water around this
depression. Waiting for more information from engineer. Will meet 6:30
p.m. on May 16 before County Board Meeting to review plan. Meeting
agenda to be prepared.
Presented Tanney Ridge subdivision. Reviewed items that need additional
information, mostly identification for documentation on plat. Bethke
made motion that plan is approved contingent upon Heise receiving more
information from engineer and changing the map accordingly. Dull
seconded. Carried.
Raymond made motion to adjourn meeting at 11:50 a.m. Roquette seconded.
