Meeting called to order by Chairman Tom Dorsey.
Bethke made motion to adopt agenda. Dull seconded. Carried.
Dull made motion to approve May 2, 1995 meeting minutes as mailed out.
Bethke seconded. Carried.
Next meeting will be held on Wednesday, July 5, 1995 at 12:30 p.m.
DNR
Forester Kathy Nelson reported for various DNR staff.
Hunter's choice deadline is September 20, same as last year. Next year
deadline will change to July 20.
No gun deer or archery licenses to be sold yet. Waiting for
determination on increasing license fee.
Dorsey questioned whether the DNR paid Town of Richmond for fire call on
prescribed burn. Nelson stated that DNR originally refused to pay the
bill, but it has now been paid. It was paid because Town of Richmond
would not give them more burning permits unless the bill was paid.
Wildlife crew now has a mobile -phone to keep in touch with Dispatch.
Reported that 430,000 trees were planted this spring.
NRCS (FORMERLY -SCSI
Siler handed out and discussed the May activity report.
There are two prospective landowners interested in the Wetlands Reserve
Program sign-up.
CFSA (FORMERLY ASCS)
Gade reported that the to to (Consolidated) has left their agency name.
Name is now FSA (Farm Service Agency).
CRP - 93 landowners requested releases from contracts totaling 1,561.5
acres. Out of 35 contracts due to expire September 30, 1995, 23
contracts have been extended to September 30, 1996.
Nationally, a goal of 38 million acres enrolled in CRP.

RC&D
Raymond reported on May meeting. Congressional task force has
recommended that funding be cut. RC&D is working with Minnesota and
Wisconsin counties to form River District tourist group. Discussed real
estate development proposal for possibility of providing housing for ag
agencies.
WEST CENTRAL AREA
Dull reported that county resolutions have to be submitted by August 24.
Each county is responsible for furnishing one speaking contest judge.
Marcy West has left her position as WLCA Executive Director. Roger
Swanson, UW-River Falls is helping with distribution of correspondence.
Summer tour is being hosted by Polk County on July 17 at 9:30 a.m.
EDUCATION ACTIVITIES
Sander reported that he will again be a counselor at the conservation
camp, which will be held June 13-16 at Trails End, Bruce, WI.
Lier reported that conservation posters were judged by Thompson-LCC,
Siler-NRCS, and Jerry Bretl (former County Agent). The winning posters
were shown to the LCC. First place winners will go on to area
competition.
FARMLAND PRESERVATION COMPLIANCE
Sander reported that residue checks are nearly completed. Will have to
talk to some landowners who may be out of compliance. Also reported that
Lenertz Farms have heavily grazed a pasture area and now have no
vegetative cover left.
Also reported that they have a problem with animal waste and a "Notice of
Discharge" has been issued to Lenertz by Wisconsin DNR.
GLEN HILLS WATERSHED
Signal Requirement - Christenson reported that dam signals are not
I
nstalled yet. Will be working with Albrightson (excavator), Baldwin
Telecom, and Aaby Plumbing & Heating. He will attend Finance Committee
meeting on June 9 for additional funding of signal installation.
Received videos from Madison on dam safety. Max Ihrke (Chief Deputy,
Sheriff's Department) will use videos for periodic staff training with
location of the dams and emergency spillway identification.
Per Mar Security Services has been notified that our contract with them
is cancelled as of August 1, 1995. Signal will go direct to Emergency
Communications Center.
Annual Inspection - Inspection was done on May 15.
Since Glen Hills dams are owned by St. Croix County, brochure explaining
liabilities of dam owners will be distributed to County Board members.
Structure 1 repair - Copy of contract received from NRCS for planned
repair. Agreement draft reviewed by Corp Counsel and has been returned
for revision. Total estimated project cost $33,918, county cost $16,665.
Last year budgeted for $10,000. NRCS engineering staff is committed to
doing the work. Raymond made motion to proceed with contract as soon as
Corp Counsel agrees to contract wording. Dull seconded. Carried.
PRIORITY WATERSHED PROJECTS
South Fork of Hay River - Christenson reported that Kyle Kulow
(Technician) is now working full time on survey, inventories, and
monitoring.
Lakes Project - Peter Kling (Project Manager) began working on May 15.
He has been making contacts with landowners. Bass Lake is fluctuating
greatly. Staff informational meeting is scheduled on June 12 with Karen
Voss-DNR and Ron Struss-UW-EXT. Will discuss ideas for information
activities. The inventories stage will start with barnyard evaluations.
Is looking for a demo project site. Possibly some type of bank
stabilization which may take a year to get permit. Kling will attend the
Board of Adjustments hearing on June 23.
SQUAW LAKE BOAT LANDING
Christenson reported that approximately $3,000-4,000 more funding is
needed for project. Will submit an adjusted budget estimate to DNR and
Waterways Commission.
WILDLIFE DAMAGE PROGRAM
Christenson reported that Sander and Kulow attended an annual training
meeting at Lakewoods Lodge, Cable. Discussed license cost increase. DNR
may lose 32 positions, lose beaver program, and 12 conservation wardens
if license fees are not increased. Bear removal session information
indicated APHIS cost of $103/bear.
Art Peterson's fence project involves 9 strands, 8-foot high electric
fence. This fence is needed to protect an orchard from deer.
FLOOD PLAIN ZONING - GLEN HILLS WATERSHED
Christenson will be contacting City of Glenwood City on dam breach
results for structures 4, 5, and 6. Both St. Croix County and City of
Glenwood are going to have to make some changes in zoning requirements.
STAFF POSITION REVIEW
Christenson reported on watershed position requests to Personnel
Committee:
South Fork of Hay River - Asking for upgrade from half-time to full-time
technician position.
Kinnickinnic - When project gets started, will require a project manager
and full-time technician position. Work will cover area in St. Croix
County and part of City of River Falls. When Kinnickinnic comes on line,
temporary clerical position for South Fork of Hay River and Lakes Project
will need to be upgraded to a full-time clerical/data entry position.
Request to Personnel Committee will cover two position upgrades and
establish two positions. All personnel costs are covered by DNR and
request will be submitted as conditional to funding. Some office costs
are funded on a 70/30 share.
Raymond made motion, that LCC approves position requests based on fact
that it is part of plan for priority watershed projects and funded by
Wisconsin DNR. Bethke seconded. Carried.
Gade (Chairperson of St. Croix County Administrative Committee) mentioned
building space needs due to office consolidation and projected increased
office staff. The post office has been notified their lease will not be
renewed which will leave that space available, however at this time not
sure if it can be remodeled to meet requirements. He is in the process
of planning space needs for federal agencies which are mandated to stay
together as a "one stop ag center" - Farm Service Agency (FSA), NRCS
(Natural Resource Conservation Service), and RECDS (Rural Economic
Community Development Service). Deadline for implementation of plan is
October 1996. Discussion on whether the Land Conservation Department and
UW Extension would want to be included in the space planning process.
Raymond made motion that LCC agrees to be included in a co -location
proposal with federal agencies if they go to a different building.
Bethke seconded. Carried.
NACD NORTH CENTRAL REGION LEADERSHIP MEETING
Christenson mentioned that he will be attending meeting on July 10-12 at
La Crosse. LCC members are invited to attend. Raymond will consider
attendance.
CONSERVATION FARMER AWARD
