Meeting called to order by Chairman Tom Dorsey.
Raymond made motion to adopt agenda. Jensen seconded. Carried.
Raymond made motion to approve July 5, 1995 meeting minutes. Dull
seconded. Carried.
Next regular meeting is scheduled for Tuesday, September 5, 1995 at
% a.m. The 1996 budget meeting is scheduled for August 17 at 9:00
a.m.
DNR
Kris Belling (Wildlife Manager) attended meeting and reported:
The Natural Resources Board approved reorganization of DNR. Goal is
to have service centers within 30 minutes of everyone in the state
(800 of services they want to accomplish). More services (boat
registrations, environmental protection permits -air quality, etc.)
will be made available at.local offices beginning in calendar year
1996.
Fees for current licenses have not been increased.
Explained Beaver Program. State has 4 beaver management zones.
Program applied to Zones A and B, not our area (Zone C). State was
involved with cost share in those counties to control beaver numbers.
Provides incentive in northeastern part of state for trappers. APHIS
was involved. State cost share may be cut.
Hunter's choice applications will begin Saturday, November 4. Baldwin
office will be open until 6:00 p.m. on work days. Next year will
start taking applications on July 20.
Dorsey commented that the Steering Committee appreciates any opinions
from Belling.
Metro Unit - Environmental assessment on deer management changes
should be ready by end of year. Our proposal should go back to the
Natural Resources Board by beginning of 1996.
ARUZi (FORMERLY SCS)
Custer handed out and discussed the July activity report.
Approximately 65 people attended the well abandonment demonstration
held on July 19 at Maxine & Howard Bakke's land.
Four Wetland Reserve Program applications have been sent to the area
tech center for further processing.
CFSA (FORMERLY ASCS
Gade reported that deadline for crop reporting was July 31. Their
office handled 1,900 crop reports (including crop insurance) over a
few weeks. Reminder that Conservation Review meeting is scheduled for
August 2. There will be changes in the annual ACP program, some
practices that are no longer needed will be taken away. CRP sign-up
(13th) may occur in September. Will look at the number of acres which
were taken out nationwide. Will allow those acres to be put back in.
Sign-up will be coordinated with NRCS. Four different criteria to be
considered during new sign-up: Soils, past cropping histories,
critical areas that they want to put into CRP, and bid prices. Bid
caps will be given. CFSA training session scheduled for August 24.
Consolidation of CFSA and RECD (ag lending) will occur approximately
September 5 (unofficial date). Even if programs are authorized in the
Farm Bill, will not mean a program will be in effect. Budget process
will determine programs and scope.
Crops are looking good in the county.
Staff people will be attending future LCC meetings.

WEST CENTRAL AREA
Dull, Jensen, and LCD staff (Kulow and Lier) attended the WLCA Summer
Tour hosted by Polk County on July 17. St. Croix County will host
meeting in 1996.
EDUCATION ACTIVITIES
Sander reported that the county fair booth was staffed by Kulow, Kling
and other LCD personnel. The well abandonment display will be used at
Farm City Day on August 12.

Maintenance Scheduled - Reported meeting with people on structure #1
repair. County to locate potential sources of clay. Heise has
contacted four people. County to hire backhoe to see if clay is
suitable. Difficult now because of current crops on the land, two
sites appear okay. Samples have to be tested. Heise found out that
contractor is coming on Thursday to locate bedrock. County may be
responsible to draw down lake before draw down pipe is installed.
Project total cost approximately $32,000, half is county expense.
MRCS engineer and technician from Spooner office will oversee project.
County has to prove that material will pass the test.
PRIORITY WATERSHE.Q PROJECTS
South Fork of Hay River - Christenson reported that Kulow is still
working on inventories, BARNYS, and WINHUSLE.
Lakes Cluster Project - Kling reported that he has done a few barnyard
inventories, checking phosphorus levels in water and installing runoff
collectors. Waiting for a demonstration grant on Bass Lake. Will use
coconut mat to stabilize bank. Baldwin Pine has an old farmstead
where banks are sloughing off, which landowner is willing to use as a
demo.
Bass Lake - Discovered that there is filling going on. Sand was being
brought in. Lake level is above ordinary high. People can
fill in if lake is at level above ordinary high. Question, is this
legal to place the fill? County ordinance does not appear to cover
this. Both DNR and Tom Nelson -County Zoning Administrator are
involved with this. LCC recommended that Kling and Heise attend the
Zoning meeting on August 4.
Kick off meeting is planned for August 18, 6:30-9:00 a.m., with a pie
& ice cream social at the Heritage Center in New Richmond. Displays
will show how lake data is gotten. Also will explain what Citizens
Advisory Committee is.
Cedar Lake - Kling mentioned that it will be voted on this fall.
Christenson commented that it is recommended for 1996. Polk County
was told that Kling will work on St. Croix portion.
Discussed Finance and Personnel Committees' recommendation for a
"personnel hiring freeze". Christenson stated that he understood the
freeze might cover all position requests. Chairman Dorsey felt that
if positions were fully funded, they would be looked at. He stated
that LCD should keep moving on any watershed positions.

Christenson reported that meeting is scheduled for September 5 with
the Glenwood City Council. Tom Nelson, Zoning Administrator, will
explain flood plain regulations. Christenson will cover the breach
route maps and how they apply within Glenwood City.
FARMLAND PRESERVATION APPLICATIONS
No applications were presented.
SUBDIVISION REVIEW
Pete Knaeble, engineer for St. Croix Estates subdivision, attended
meeting. Subdivision consists of 120 acres total, preliminary plat
shows 42 lots. Heise had no chance to review erosion control plan.
Scheduled to go to County Planning & Development Committee on August
23 for their review. Construction planned to begin September 1. LCC
will review storm water & erosion control plan during August 17th
Budget Development & Approval meeting.
Heise also presented information on Pheasant Run subdivision, Sec. 22-
Town of Hudson. Commented that erosion control plan and topography
are rather easy. LCC recommended that the plans are acceptable for
this development. Plan meets minimum county standards and a letter
will be forwarded to the Planning & Development Committee expressing
our recommendations.
Also presented information on Pine Cliff subdivision, Sec. 26-Town of
Somerset. Area may have high potential for pollution since it is
located next to Sampair property. Heise will meet with developer,
Jack Tritt-DNR, and LCC member on Friday, August 4. Regulations state
that no well is allowed within 1,200 feet of landfill. Monitoring is
done for zinc only, high levels were found. Need variance through
DNR, drill well and test. Request requirement for environmental
assessment.
VOUCHERS
Reviewed vouchers. Dull made motion to approve the August vouchers as
presented. Jensen seconded. Carried.
Raymond made motion to adjourn meeting at 3:00 p.m. Jensen seconded.
