Meeting called to order by Chairman Tom Dorsey.
Bethke made motion to adopt agenda. Jensen seconded. Carried.
Dull made motion to approve August 1 and August 17, 1995 meeting
minutes. Jensen seconded. Carried.
Next meeting is scheduled for Tuesday, October 3, 1995 at 9:00 a.m.
DNR
John Stoffel (Air Management Engineer) attended:
He read a letter addressed to LCC from Kris Belling regarding Mound
Pond dam. In summary, 1) while there may be some interest groups who
would like to see the Mound Pond dam removed, there was overwhelming
public support to keep the dam at the.time the decision was made and
there is no reason to believe that the support has changed. 2)
Despite rumors to the contrary, the Willow Falls dam was structurally
unsound. Mound Pond needs some repairs, but the problems are of a
different nature and less significant than those of the Willow Falls
dam which was removed. And, 3) It is possible that the hazard rating
of the dam could change, but it is unlikely that the change would have
any impact on whether the dam is repaired or not.
Reported on status of ARR incinerator. The issue will come to a head
in the next couple of months. New tests are to be done. There was
violation during original testing. Waiting for plan. DNR gave them
until end of September to complete tests. One burner is going now.
All 3 burners must be going to complete testing. Court injunction is
still in effect.
NRCS (FORMERLY SCS)
S0ler handed out and discussed the August activity report.
FSA (FORMERLY ASCSZ
Gade reported that he is working on reorganization of federal
agencies. FSA and RECD (ag lending) have consolidated. Space can be
provided for short term. It is mandated that federal agencies stay
together as a "one stop ag center". Total amount of square footage
needed with and without DNR included has been determined. If it is
not feasible for the Village of Baldwin to remodel the present
building, solicitation for new space will occur. Parking is a problem
at present location. Rent cost would be more at a new site. LCC has
indicated that LCD (and UW Extension) should be included in the space
planning process.
CRP - Sign-up .runs September 11-22. Approximately 651,000 acres can
be accepted nationally. Applicants will compete against each other.
FSA will determine a bid cap for each offer. Contracts can begin
October 1, 1995 or October 1, 1996.
RC&D

WEST CENTRAL AREA
Dull reported that he attended meeting at Menomonie on August 24. Our
entry (Bert & Harriet Day) won the 1995 area award for outstanding
Conservation Farmer. First place poster contest winners were Zach
Simons-Houlton Elementary School (Middle Division) and Leanne Yule -
Hudson Middle School (Junior Division). Second place poster contest_.
winner was James Kircher -St. Croix Central Elementary School
(Elementary Division).
Announced that Adam Payne (formerly Farmland Preservation Unit Leader)
has been selected as the WLCA Executive Director.
EDUCATION ACTIVITIES
Christenson reported that EnviroScape (watershed) model has been
loaned out to Rusk County.
Field days scheduled: September 13 - Westside Elementary School of
River Falls at Willow River State Park. September 14 - Baldwin -
Woodville School at Glen Hills County Park.
FARMLAND PRESERVATION COMPLIANCE
No report.
GLEN HILLS WATERSHED
Signal Installation - Christ�ri�on repor�:.�d tl�.at Aaby Plumbing &
Heating has been replaced by Schafer Electric. Structure 10 - Heise
has done staking for last tower. There is phone service to park
office. Investigating putting in another dialer to the Park office
and extending phone line to the tower rather than monthly lease to
GTE. Cost estimate to be received from Baldwin Telecom.
Kulow has been helping with supervising release crew from New
Richmond. They have been cementing the rocks around the principal
spillway which should reduce the annual maintenance. Crew has also
cleaned up debris, brushing, and did other routine maintenance.
Repair.Scheduled for Structure #1 - Jon Hodgson (NRCS Area Engineer)
attended meeting. He and Keith Sengbusch (Civil Engineering
Technician) will handle technical aspects (quality assurance) of the
project. Original contractor is being replaced by one (Thomas Mason)
out of Milwaukee. Chairman Dorsey questioned whether we had to go
with contractor that NRCS chooses. We would lose NRCS engineering
service if we do not accept the chosen one. Project total cost
$32,918, with county share $16,665. Out of six items, NRCS is
responsible for three (grouting, clay blanket, and pipe repair). cost
of making it a dry structure will be county cost. With contractor
change, there is a question of work being completed in 1995.
PRIORITY WATERSHED PROJECTS
Darrin Beier (City Engineer) and Peter Dahm (Community Development
Director) from City of River Falls attended meeting and restated the
City's position on Kinnickinnic Watershed Project. They asked what
they could do to have this project moved forward. LCC indicated that
the committee strongly supports this watershed.
South Fork of Hay River - Kulow reported that inventories are
continuing. Diane Stuart is working on WINHUSLE data entry.'
Lakes Cluster Project -
Bass Lake: Kling reported that he and Heise have been surveying sites
for demonstration. Ready to go after getting plan.
Heise and Kling attended Planning & Zoning meeting concerning issue of
fill being placed in Bass Lake. Zoning ordinance would provide means
for monitoring this type of activity in the future.
Reported he is working with a crop consultant and doing phosphorus
testing of lands in the Lake Watershed.
The kick off meeting held on August 18 was a success with a pie & ice
cream social at the Heritage Center in New Richmond. Not many farmers
attended the event.
The Citizen's Advisory Committee has lake home owners as members but
no farmers yet (required to have 2 farmer members).
Perch Lake: Water level on this lake is causing road flooding on
private road.
Critical Sites Issues - Kulow reported that this will be part of
watershed projects. It is in infancy stage. Barnyard inventories
would include phosphorus reading - Total pounds of phosphorus will be
determined from inventory. Example: If reduction of 150,000 pounds
was the project goal and an estimate of about 50% participation, about
75,000 pounds would be left over that we are not going to have
participation to reduce the level. Program will take about 25%
(18,750 pounds) as critical sites. Would take three top people if it
would total that amount. Notification letters would be sent out.
There is question as to who would send out letter - DNR or watershed
staff.
Staff may do windshield survey of critical sites on erosion and animal
waste if landowners do not permit on site inspections. Staff directed
to take extra effort to explain program and encourage cooperation from
landowners before doing any windshield surveys.
SQUAW LAKE BOAT LANDING
Heise reported that parking lot and turn around is completed.
Blacktop should be done in mid September.
WILDLIFE DAMAGE PROGRAM
Kulow reported that Art Peterson is in process of putting up fence
around apple orchard. May put in woven wire rather than electric
fence near where people walk.
FLOOD PLAIN ZONING - GLEN HILLS WATERSHED
Christenson reported that he and Tom Nelson, Zoning Administrator,
plan to attend meeting on September 5 with the Glenwood City Council.
Will cover the breach route maps and zoning steps needed by Glenwood
City. May involve DNR flood plain staff in future meeting.
1996 BUDGET
Christenson updated LCC and handed out revised figures. Reported
total budget request of approximately $457,735 compared to 1995 budget
of $446,305. Expenses are up and revenues approximately same as 1995.
PTO Incentive totaling $2,221 is new expense in 1995.
SOIL SURVEY PROJECT
David Fodroczi attended meeting and reported that two years ago we
entered into a cost -sharing agreement with NRCS (formerly SCS) to
digitize our soil survey maps - from paper product to computer format.
First step was to work with U.S. Geological Service to take (digitize)
county -wide NAPP aerial photos (ortho photography). Ortho photos are
photographs that have been scale adjusted. We are in second year of
project. Final work on soils has until 1996 to complete. NRCS
(formerly SCS)`is doing the work. National Park Service has done some
of the work along riverway. The digital orthophotographs presently
are being used to develop base maps for the county comprehensive plan.
Soil maps will be used as anoth.b, tool for the plan.
It appears our completion date may have been set back because of other
county projects. They are working on other counties at same time.
All counties are competing to get project done. If we are delayed
very long, it will affect our funding from DNR and DOT. Support is
needed from NRCS on getting this project prioritized. Siler suggested
that letter be sent to State Conservationist Pat Leavenworth. Copies
should be sent to DOT and DNR as they are important players in
process. Bethke made motion to draft letter to State Conservationist
Pat Leavenworth and authorize LCC Chairman Dorsey's signature. Jensen
seconded. Carried.
FARMLAND PRESERVATION APPLICATIONS
No applications were presented.
SUBDIVISION REVIEW
Heise presented information on Pine Cliff subdivision located in Sec.
26, Town of Somerset. Presented a list of items that need resolving.
There is a proposed dike located across ravine. Watershed is 500+
acres. There will be some temporary ponding. Who is responsible for
maintaining this dike? Developer? Or township? This item needs to
be expressed in a letter to Zoning.
This land has the potential of possible groundwater contamination
because of the activities occurring on the Sampair property, located
above this development.
Discussed who is responsible for certifying roads built in
developments. County Highway Engineer does not want the
responsibility of certifying what another engineer designs. Do roads
have to meet plans or meet minimum county standards?
Heise is to send letter to Zoning expressing concerns.
Jensen made a motion that LCC recommends conditional approval if these
items are met prior to Zoning meeting. Bethke seconded. Carried.
Heise mentioned that three additional subdivision plans have been
received but he did not have sufficient time to review prior to LCC
meeting.
VOUCHERS
Reviewed vouchers. Dull made motion to approve the September vouchers
as presented. Bethke seconded. Carried.
Bethke made motion to adjourn meeting at 12:15 p.m.
