Service St. Croix; Maureen Farrell, St. Croix Co. Library; Cindy
Griffin, John Borup, St. Croix Co. DHHS - Administration; Barbara
Nelson, St. Croix Co. DHHS - Public Health. Chair was notified
that neither Sandy Gehrmann or Barb Blaisdell, Dept. on Aging, is
able to attend today due to schedule conflicts.
The meeting was called to order at 1:35 p.m. by Chair Marilyn
Fruit. Action on minutes and unfinished business were deferred
until after the program.
Update on Work Not Welfare
Kati Drinkwine of Pierce Co. Work Not Welfare program was present
to give an update of that program. Discussion of handout "A
Comparison of Work Not Welfare and AFDC". Demonstration projects
started 01-95 in Fond du Lac and Pierce counties. Going well.
Required 12 hour nutrition training. Benefits reviewed. W2 will
replace WNW.. March 1 - Pay for Performance measure; Self
Sufficiency First - will occur statewide - must do job search
before eligible. Diversion (those not accepting program) scats:
60o using other resources, 25% unknown outcome, third highest -
move to another county or state. "Light Touch" philosophy - only
offer what family needs. Intent to narrow gap between working
poor and those on assistance. Referred to "Who Says You Can't
Afford To Work For Minimum Wage???". Questions/discussion
followed.

Motion by Farrell, second by Patterson to approve minutes; motion
passed.
Unfinished Business - none
New Business
Election of Officers - Maureen Farrell reported the nomination
committee consisted of Donna Patterson, Paula Welch and herself.
The slate of officers are President-elect, Tom Holland and
Secretary, Sandy Larson. Both have agreed to serve. No other
nominatiions were received. Motion for unanimous ballot by
Knuth, second by Rehwaldt; motion passed.
Update on Volunteers - Barb Blaisdell provided Marilyn with a
report from Dept on Aging for 1994. A total of 504 volunteers
served 11,633 hours. Volunteer sheets were handed out. More
volunteers are needed. Donna Patterson stated 14 volunteers
served in 1994 in varying capacities including transportation,
work 1:1 with youth in community, tutoring, plus monetary gifts
were received from organizations. The number of volunteer hours
is not known. Marilyn commented that Medical Assistance
transportation would be eliminated in W2 which will have a big
impact in getting clients to appointments and getting volunteers
to drive.
RFP to Administer W2 - Marilyn stated she and John Borup will
aggressively pursue this with the Health and Human Services
Board. W2 is being delayed now - no action until January.
Looking at counties having option of first refusal or first
choice.
Agency Sharing
Economic Support -- Marilyn states that she needs to make a shift
in now business done as is used to working from what state
guidelines say, not what it doesn't say. Will be implementing
welfare reform - benefit cap effective January; effective March 1
Pay for Performance and Self Sufficiency First; change in MA to
health plan and all implications around that. Approximately 10-
12% of present AFDC would be borderline unemployable or
unemployable due to AODA and/or mental health issues. With W2,
attendance at AODA, chemical treatment or parenting sessions
would count toward employment hour requirement.
Job Service -- Bill reports Work First is expected to be underway
on December 1. The relocation scheduled for Nov. 1 did not
happen. .Latest understanding, following resolution Monday at
Hudson City Hall, is that it will occur "at a time when Job Net
or Internet system is in place". Timeline unknown. Looking at
arrangements with library. Maureen commented that the
infrastructure is not in place in the county libraries. JobNet
has touch screens. CARES could access job info by screen. Job
Service is on-line with Internet. Plan to have employers put job
needs in directly by December. Persons would have to register to
access.
Family Resource Unit -- Donna states the Young Parent/Teen
Support Group has officially started. Meets Tuesday 4:30-6:30 pm
in Early Intervention room. Carl Myer is contact person.
PIC -- Bev states they continue to work on Core Coordination.
The September symposium was well attended including state people,
employers, job seekers. Decisions to be made: district size,
duties of board. Working on co -location symposium. Funding
deficit is shrinking. Big lay-off announced at Cray, Chippewa
Falls, 600-800 persons. Will go for plant -specific grant.
Bev announced her retirement the end of December. Good wishes
and envies were shared.
Library -- Maureen was present at full county board meeting this
morning. The request for $100,000 was cut from budget, but $100
given "to keep it alive". Technology needs: library
connections, access to Internet for public. Will do project to
determine where Internet access available in county - will share
report with this committee.
DHHS - Cindy updated on the Family Preservation Planning grant
($45,000 for planning, no service). Official start October 1.
Possible that WITC will be lead agency; plan to tie in with
Public Health's community assessment. Department will be
watching activity on managed care, especially impact on clinic
services.
Public Health -- Barbara distributed copies of the fall issue of
Public Health Matters. Radon kits are available to all county
residents for $8.00 through the Tri-county Environmental Health
Consortium. News releases have been sent to local papers. These
kits can be obtained at the PH office. Flu vaccine is available
at special clinics at nutrition sites and also the regular
daytime and evening immunization clinics. Cost is $6.00.
Pneumonia shots are not provided through PH.
Marilyn reported that a very scaled back General Relief program
will start January 1. It will cover routine medical; emergency
medical was cut (hospital will have to "eat" this cost); $150 for
4 months for those applying for SSI; Nov -March only, $150 for 2
months for able-bodied individuals paid directly to landlords.
The HHS Board will review the policy on an ongoing basis.
Intake is way down, especially for adults.
Motion to adjourn by Patterson, second by Knuth; passed. Meeting
adjourned at 4:05 p.m.
