CROIX COUNTY March 1, 1995 Present: Martha Mabis, County Library; Jane Geary (for Carol Jones), CESA #11 - EvenStart; Kris Pawlowski, Barbara Ullom, Gail Espeseth, WestCAP; Barbara Nelson, St. Croix Co. DHHS-Public Health; Paula Welch, Turningpoint; Sandy Gehrmann, Department on Aging; Beverly Rehwaldt, PIC, Marilyn Fruit, St. Croix Economic Support; Tom Holland, St. Croix Valley YMCA The meeting was called to order by Marilyn Fruit. Minutes of previous meeting were approved. Nominating committee report by Marilyn. Motion for unanimous ballot for Barbara Nelson for secretary; second and passed. Self introductions were made. Katy Drinkwine, Onsite Project Manager, Pierce Co., Work Not Welfare (WNW) program was guest presenter. AFDC sunset by 12-98. WI plans by 1997. Pilot need for 1,000 cases -- Fond du Lac 800 and Pierce 200. WNW a cash assistance program. Qualifying - same procedures as for AFDC. Pierce Co. still has all Economic Support program services. As of 01-01-95, all new applicants must apply for WNW; phase others in by 07-01-95. Food stamp value cashed out to family. Attempt to reduce stigma and put responsibility on family. USDA requires food and nutrition training- 12 hours through Extention office. Community garden spot donated. Will provide food preservation classes as well. Can do more, but 12 hours required. Calculations of grant reviewed. Bottom line retrospective review -- amount will be frozen for 6 months until next review. No additional AFDC for child after WNW enrollment. Pregnancy allowance for last trimester only. Participation requirements -- menu from JOBS agency. Amount of participation based on WNW payment divided by minimum wage equals number of hours required. Can't exceed 40 hours/week. 'Grant sanctioned in next month if refused. Noncompletion of number of hours results in # hours X $4.00/hr substracted from grant. Good cause exclusions. Exemptions exist. Time limit attached to program. 48 months enrollment; 24 months benefits; 12 months transitional benefits of MA and child care. Case must be closed for full three years after 24 months benefits before eligible again. Child Services Network in place. Social Worker assigned; assessment done to identify barriers to self-sufficiency, help with transition to world 01 work, Protective Services referrals, 11 necessary. Case management team --JOBS case manager, Child Services Network and other resources needed by family. Lots of opportunity under WNW that didn't exist with AFDC. Working on child care cooperative. Work First component -- pot of money in Jobs agency which can be accessed before WNW enrollment; i.e, purchase tires, appropriate clothes. May not have to go on assistance if not desired. Pierce Co. has flexibility to explore options. Community Steering Committee exists --financial institutions, car dealers, educators, HS staff, medical providers, politicians. Community training event -- ? April 6, 4-8 p.m., Rodli Commons, UW- RF. No cost, speakers, and workshops, 3 separate tracks and job fair. March 6 preliminary notice to be sent. Legislative issues -- Marilyn stated by 01-01-96 all counties will probably be implementing Work First -- self sufficiency. Legislative Forum - May 3, 1995 Marilyn sent letter with topics wanting to address. Discussion of most crucial topics. Library - county study being done (June or July). Concern with federal grant dollars being wiped out; i.e, jail library. Postage increase. EvenStart - may not know until next Sept. if continue as is federal dollars that funds. Grant being written for additional 4 years. WestCap - Community Service block grant dollars - keeps programs going, concern with slashing of. Question if role of CAP would change with dollars coming to state for distibution. Public Health - WIC program concerns if competition for dollars with other nutrition programs; i.e, school lunch, nutrition sites, day care, etc. Primary care and prevention grant dollars may be at risk. ji Turningpoint - Harriet at Governor's Council on Domestic Abuse. Basic cutbacks will affect women and children. Dept on Aging - Thousands of letters sent nationally. Newt announced will remove edlerly nutrition from block grant. Reauthorization Older American's Act -- will be scrutinized. Long Term Support program issue if elimination of Alzheimer's Support Group. PIC - recommend cut $300 million employment and training - ?27% for 18 months. Youth programs not shown to do much except summer programs. Questionable affect on Jobs Centers. Economic Support - move into DILHR,• local level may not change. YMCA - not affected by grants. Update Resource Directory -- Look at now Y can assist others. recommend bring changes to meetings. Charge $7/copy beyond committee members. Eau Claire Co. applies for grant funds to keep theirs current. Volunteerism -- multifacted recruitment ideas - check with Barb Blaisdell for future Agency Sharing -- PIC - Job Fair 3/28, 1-8 p.m., WITC, Cashman Conf. Center. Governor has put stop on all job fairs so question if it will go. At least 8-10 employers. 1400 registered with Job Service and most are working. Dept on Aging - Looking for volunteers. Wrote grant for adult respite; one of 13 in nation awarded. Located in Woodville Sr. Center - "Day Away Club". Will start Friday 10-2, extend hours dependent on volunteers. Only one paid staff. Starting with 5 people. Cosponsoring Active Older Adult and Fitness Day at YMCA, May 31, 2- 7 p.m. Open house format, info' and tour heightening awareness of health and social services. Turningpoint - March 9, Steamboat Inn, Annual meeting with Sheila Harsdorf as speaker.- Dinner at 6:45, $12. Special volunteer and individual support recognition. Speaker only @ 8 p.m. - no cost. Redoing phone system. 800 - First Call for Help # separate from Turningpoint. Grant possibly by summer. Public Health - WI Women's Cancer Control Program (WWCCP) in progress. Provides for free pap smear and mammogram for women rimari ply over 50 years of age (some funds for 40 years and older) who qualify with eligibility guidelines. Can be uninsured, underinsured (no prevention covered) or receiving Medicare --grant covers alternate year not covered by Medicare. WIC (Women, Infant and Children Supplemental Nutrition program) doing outreach as state reports now state we have many more individuals eligible for the program that are not being served. Current caseload at about 776, working toward 812, then will apply for additional funds. Unclear as to impact of federal block grant plan. Hopefully won't do outreach to increase numbers and then find no funds and have to put on waiting list. WestCAP - Housing Assistance funds: no funds available for FIT; emergency rent assistance dollars gone - will apply for second round of FEMA funds. Awarded 50 section 8 vouchers (low income housing) through WHEDA; waiting list of 60 already. EvenStart - Increased students since beginning of year. Surge of people taking GED. Library - National Library Week April 10-14. Cosponsor with Baldwin Public Library on April 11, 7:30 p.m. at Baldwin Community Center, Michael Norman. Refreshments and display planned. Host open house April 10, 11 1-6 p.m. at Hammond County Library. See "behind the scenes" plus refreshments. Economic Support - Finishing up with CARES; increasing proficiency and round of follow-up training. Hopeful of becoming use friendly. Statewide small attrition rate. Looking at budget changes. What jobs will be like in future. Review of General Relief --now 37% reimburseable from state. In future would have to be all local dollars. Discussion re: existence and/or changes.
