Wisconsin Admin. Code Comm. 21.125 requires the building permit applicant and /or landowner to follow erosion control procedures and maintain them until the site has been stabilized. Erosion control is a requirement of the conservation easement recorded for this lot. The Owner is responsible for notifying all contractors performing construction on this site that an Erosion & Sediment Control Plan is in effect and the following activities will be required in order to maintain compliance with the plan: 1. The primary source for construction site runoff will be the house foundation excavation, driveway, and any soil stockpiled until final grading and stabilization is complete. Septic system installation adds to temporary disturbance, but establishing cover on exposed soils will prevent erosion. Apply seed and mulch as recommended in #5 below. Maintain existing vegetation wherever possible to minimize erosion and sediment movement. Surface drainage is toward North Bass Lake with a buffer of 75 ft. setback for construction activities. The OHWM will be identified with silt fence prior to construction on this project. 2. Route contaminated runoff into stabilized vegetated buffer areas by creating temporary diversions graded ALONG CONTOUR between excavated areas and any potential receiving waters (includes drainage ditches). Do not allow diverted runoff to be directed onto slopes adjacent to the lake. (See specification sheet for Temporary Diversions provided by Zoning Dept.) 3. The builder /owner has prepared a detailed schedule of erosion/sediment control activities. If excavator adequate grades the site to create temporary diversions (see #2) to co ntain sediment and leaves q uate ve g etative cover to protect areas of concern, installation of silt fence may not be necessary. However, silt fence or other approved sediment control products will be required if sediment cannot be contained on owner's property with diversions and vegetative buffers. The POWTS or Building Inspector may evaluate ESC plan effectiveness and make recommendations to owner for any action required to comply with applicable regulations. 4. Construction equipment and vehicles must utilize a stabilized driveway access off public road for heavy equipment; this includes cement trucks, well drillers, and other contra ctor's vehicles that access the property during construction. This helps avoid muddy, rutted conditions that may allow contaminated runoff to reach waterways and/or drainage ditches. Property owner must repair damage to ditches resulting from multiple access points and sediment tracked on public roadways must be removed at the end of each workday. 5. Stabilize new topsoil cover over septic system with seed and mulch immediately after installation - do not wait for final stabilization and/or landscaping of entire site to cover exposed soils on the system. If weather will not permit seed germination, a heavy straw mulch cover will prevent erosion until grass /vegetation can get established. Erosion control matting can be applied any time of year and if installed properly, will provide protection even if seed germination is delayed. I want him to submit a 1 or 2 page summary of the construction and EC measures. Once he submits this additional information I'll be able to affirm he's met the EC requirements and then able to obtain a septic permit. He's still working on Town of Somerset requirements, not sure where he's at with that. As per the site grading /erosion plan submitted we are going to use the drive currently in for access to lot 2 and-grade a short temp access road from the end of lot 2's driveway to connect with the driveway for lot 4 which we will cut and install with class 5 base material and maintain throughout the home construction process. Once the permanent road is completed we will connect the driveway for lot 4 permanently to this roadway, and abandon and reseed the temporary drive area between lot 2 and lot 4, 1 anticipate this to be approximately June 15th 2004 Curt Bunnel The site inspector for MFRA who is overseeing the road /site construction will be on site to assist in maintaining /managing and problems which could arise I also own a Bobcat which stays onsite and is available for silt romoval or maintenance if erosion control As per our erosion plan we will install / Maintain silt fencing in all down slope areas where a temporary or permanent drive is installed until revegitating has occurred. This is also true of the areas around the house, House disturbed areas within 20' of the structure will be landscaped with rock/poly or /and fabric and wood mulch for 5'+- around the structure and sod for the next 15 -25' sodding all disturbed areas between the house and the lake to the north, currently it is mowed grass for 80' to the lake we will keep within 25' of the house and repair all areas damaged and grass areas currently outside the silt fence will be let grow wild.
