MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 4, 2008
The meeting was called to order by Chairman King at 8:30 A.M.
Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in attendance. Others
present for all or parts of the meeting included Tim Ramberg, Rich Loney, Jane Bond and Brian
Halling.
A motion was made and seconded (Peterson /Hurtgen) to adopt the agenda as published. Motion
carried.
A motion was made and seconded (Peterson /Hurtgen) to approve the minutes of the March 5th
2008 meeting. Motion carried.
Bond distributed and reviewed the December 31, 2007 final year -end fund balances, comparing
them to the previous year's balances.
A motion was made and seconded (Hurtgen /Peterson) to allow up to two (2) employees to attend
the WCS 66 Annual Wisconsin Safety and Health Congress on April 28 through 30 in the
Wisconsin Dells at a cost of $390.00 per person. Motion carried.
There were no State project requests to review at this time.
Ramberg reviewed the following announcements and correspondence with the Committee:
• The Union voted in favor of the 2008 410 schedule (04 -14 -08 through 09- 26 -08).
• The Committee reviewed the changes in the County Board members. King, on behalf of
the Committee thanked Hurtgen for his time and dedication to the people of St. Croix
County, especially for his contribution to the Transportation Committee.
Deer Park Facility Update: Loney addressed the Committee with an update on numerous points
regarding the Deer Park Shop site. Building progress is moving along nicely, with the building
being totally enclosed and cement poured. A change order for additional wiring for electrical,
phone and internet capabilities was added to provide an alternate work site in the event of an
interruption at the Hammond shop. The salt storage building is up. With the exception of the
completion of some paving and fencing, we should be able to occupy the facility by the end of
April, 2008. Additional talks regarding the utilization of the new Deer Park facility as well as
disposition of the old Deer Park and the Star Prairie shops are in the works.
Machinery Management Considerations: There were no machinery management discussions at
this time, as proposals will be taken at the April 8, 2008 meeting.
Review and Award Culvert Proposals Loney reviewed the culvert proposals received. A motion
was made and seconded (Peterson /Rebholz) to approve purchasing of galvanized culverts and
various attachments from Linder Culvert, Eau Claire Wisconsin and aluminum culverts from
Johnston Fargo Culvert as proposed on an "as needed" basis, depending upon price, availability
and delivery schedules. Motion carried.
Loney also distributed culvert proposal prices for aluminized culvert for informational purposes.

Review and Award Guardrail Proposals: Ramberg noted that no proposals had been received.
Purchases will be reviewed on an as needed basis.
Review and Award Hotmix Material Proposals: Loney reviewed the hotmix proposals received. A
motion was made and seconded (Rebholz/Peterson) to award the 2008 hotmix proposal to
Monarch Paving of Turtle Lake, Wisconsin for $36.50 per ton for hotmix type E -1 or E -0.3, $40.60
per ton for hotmix type E -3, all picked up at their New Richmond Plant, and quality control testing
for $.15 per ton. Motion carried.
Review and Award Road Oil Proposals: Loney reviewed the proposals received for road oil. A
motion was made and seconded (Peterson /King) to award the 2008 road oil proposal to Meigs
Paving and Asphalts of Portage, Wisconsin for CRS -2 seal coat oil applied at $1.5849 per gallon,
CRS -2L /P seal coat oil applied at $1.8849 per gallon and to Flint Hills Resources of St. Paul
Minnesota, SC -250 cold mix oil picked up at $2.48 per gallon and SC -500 cold mix oil picked up
for $2.479 per gallon. Motion carried.
Ramberg noted that the 2008 material price increases for hot -mix and road oils are up around
13 %, with materials making up 70% - 80% of the total project costs for these types of projects.
Review and Award Milling Proposals Loney reviewed the milling proposals received. A motion
was made and seconded (Rebholz/Peterson) to award the milling proposal to the Kraemer
Company, Inc. of Plain, Wisconsin for five thousand five hundred dollars ($5,500.00) per mile
milling; two thousand nine hundred forty -two dollars ($2,942.00) per mile reclaimed, $.13 per
square foot for urban mill and crush and $.09 per square foot for six (6) foot wide milling and $.09
per square foot for profile milling as proposed on an "as needed" basis, depending upon
availability and pricing. Motion carried.
Review and Award Crushing Proposals: Loney reviewed the crushing proposals received. A
motion was made and seconded (King /Hurtgen) to award the crushing proposal to Johnson
Aggregates of New Richmond Wisconsin for two dollars ($2.00) per ton. Motion Carried.
Review 2007 Financial Report of Operation: Bond and Ramberg distributed the 2007 Report of
Financial Operations and gave an overview of the 2007 operations.
Consider Long Range and Other Strategic Transportation Matters: The Committee discussed the
upcoming annual West Central Wisconsin Rail Coalition meeting to be held Friday April 18, 2008
at St. Patrick's Catholic Church in Hudson Wisconsin. Ramberg also noted that the Coalition is
on the agenda for the WCHA Summer Highway Conference.
The rail information presented at this meeting will be added to the next draft of the Transportation
Element for the St. Croix County Comprehensive Plan that the Highway Department and
Transportation Committee has authority over.
Ramberg shared information he received at the recent Commissioner's Training, including
information regarding new highway safety issues with the dangers associated with First
Responders working with and around hybrid vehicles involved in accidents.

Consider Highway Department Organizational Chart Modifications: Ramberg shared modifications
to the Highway Department Organizational Chart to more clearly show the Transportation
Committee's intent of the chain of command for all Highway Department positions.
