AMENDMENT TO ST. CROIX COUNTY CODE OF ORDINANCES
CREATING CHAPTER 21— ST. CROIX COUNTY MUNICIPAL SOLID WASTE:
REDUCTION, RECOVERY & RECYCLING

St. Croix County, Wisconsin
WHEREAS, St. Croix County is the responsible unit for 26 municipalities within the County under Wisconsin Statutes
§287.09(1), relating to municipal solid waste reduction, recovery and recycling; and
WHEREAS, as the responsible unit under Wisconsin Statutes § 287.09, St. Croix County is required to have a recycling
program; and
WHEREAS, to be eligible for annual recycling grant funds, St. Croix County, as the responsible unit, is required to have an
"effective recycling program" under Wisconsin Statutes § 287.11; and
WHEREAS, as part of its effective recycling program, St. Croix County is required to enact an ordinance under Wisconsin
Statutes § 287.11(2)(g) and Wisconsin Administrative Code Ch. NR 544.04 to enforce its effective recycling program, and is
required to incorporate certain components into its ordinance as required by Wisconsin Administrative Code § NR 544.06; and
WHEREAS, St. Croix County's current effective recycling program is contained in St. Croix County Code Chapter 41 Metal
or Glass, Chapter 43 Recycling and Chapter 44 Storage of Waste Tires; and
WHEREAS, the existing Chapter 41 Metal or Glass, Chapter 43 Recycling and Chapter 44 Storage of Waste Tires, were
adopted in 1985, 1994 and 1984 respectively, and do not at present adequately address municipal solid waste reduction,
recovery and recycling for the municipalities, residents, property owners, businesses and haulers within the St. Croix County
responsible unit; and
WHEREAS, Chapter 21 has been created to adequately address municipal solid waste reduction, recovery and recycling;
metal or glass (lake littering); and storage of waste tires, thereby bringing all related regulations into one chapter.
THEREFORE, the St. Croix County Board of Supervisors does ordain as follows:
Chapter 41 Metal or Glass; Chapter 43 Recycling, as amended in December, 1994, and October, 2003; and Chapter 44 Storage
of Waste Tires, are repealed and recreated as Chapter 21 — St. Croix County Municipal Solid Waste: Reduction, Recovery &
Recycling, as shown in the attached document dated March 2010, effective May 1, 2010.
