With that said I would not be involved with this situation. I would however recommend that the waste is collected in a holding tank and treated as septage. She would like to keep the grooming area separate from the residential building on the property, so will require plumbing installed to handle the dog wash and watering facilities. Wastewater from the dog wash - does it require a DNR holding tank or can it be dispersed and infiltrated onto the ground? Since it won't be connected to the POWTS, I don't need a sanitary permit, but the building permit & building inspector will need detailed plans to show compliance with state regs. I copied Monea on this so a reply should include her, please. Wis. Adm. Code General This system shall be operated in accordance with Comm 82-84 Wis. Adm. Code, and shall maintained In accordance with its' component manuals (SBO-10691-P (N.01/01) and SSWMP Publication 9.6 (01181)] and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33. Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opaning deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8-Inches In diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Slats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet fitter shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions wo made to retain solids in the tank that may laugh off the filter whan ramovad from its enclosure. If the filter is equipped with an Ahem, tho filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. - he septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the naxt service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance Is generally not required. However, if such products are used they shall be approved for septic tank use by the Department of Commerce, Puma Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shag be inspected and serviced as necessary. Mound and Pressure Distribution System No trees or shrubs should be planted on the mound, Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound Is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration, Cold weather installations (October-February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not exceed 220 mg/L BOD,, 150 mg/L TSS, and 30 mg/L FOG for septic tank effluent or 30 mg/L BODE. 30 mg/L TSS. 10 mg/L FOG, and 10' cfu/100 mL for highly treated effluent. Influent flow may not exceed maximum design now specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine ff orifice Clogging has occurred and if orifice cleaning Is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 6 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. Contingency Plan If the septic tank or any of Its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. It the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance- If the mound component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically clogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system Into proper operating condition. See Paga 6 of this plan for the name and telephone number of your local POWTS regulator and service provider. Code, to determine if plan submittal and approval is required. • ` JEFFERY V FOX Page 2 7/6/2006 • The existing septic tank must be inspected for structural soundness, size and baffles and must be brought into conformance with the requirements of COMM 83, Wis. Adm. Code. If it does not conform a state approved tank must be installed. • The bottom of the distribution cell shall be level per the Mound Component Manual. The "D" dimension shall be a minimum of 6". The maximum finished slope of the mound surface shall be equal to or less than 3:1 per the Mound Component Manual. • The designer proposes to install a state approved effluent filter to achieve the requirement of wastewater particle size. Pursuant to outlet filter product approval stipulations, maintenance information must be given to the owner of the POWTS explaining that periodic cleaning of the effluent filter is required. The access opening used to service the filter shall terminate at or above finished grade with a watertight cover. Reminder • This mound is designed to be installed on a level site. • Limit activities in the area 15' beyond the edges of the mound per Mound Component Manual. • Surface water drainage shall be diverted away from the system area per Mound Component Manual. • Materials shall conform to the requirements of COMM 84. • Maintain well and waterline set backs per COMM 83.43(8)(i). Consult the Department of Natural Resources for well setbacks and other regulations and exceptions. A copy of the approved plans, specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. Aland survey on file in our office your Recling was completed for a cell tower special exception permit and the surveyor's site plan T15-386-4675 indicated the location of an easement onto the adjacent parcel that allowed continued use of the 4-plex building at the above address and its original septic system, which extended over the property line. This easement is included in the property description on the parcel's deed, Vol. 931, Page 153, Document #478123. In 2006, additional tanks and the replacement mound were installed, but the locations of the south property line and easement area were not properly identified and the mound extends onto the adjacent parcel to the south. As required by the Wisconsin Department of Commerce under Comm. 83.43.8(4)(1) mound systems shall be located so as to provide the minimum horizontal setback distances as outlined in Table 83.43-1. The minimum setback from a property line to a Private Onsite Wastewater Treatment System (POWTS) is 5 feet. This setback is measured from the mound's toe or downhill edge (Wisconsin Department of Commerce Mound Component Manua! Version 2.0, 2001). 1 reviewed the 2006 inspection report and site plan for POWTS installation, which indicated the inspector and POWTS installer thought the setback for the mound cell was10 feet away from the property line. I measured the distances from the perimeter of the mound's basal area to the nearest building, to the centerline of 32nd Street, and to the south lot line. Based on my measurements and distances shown on the above-mentioned survey, the east half of the 10 ft. by 120 ft. mound is outside the easement. This will require you and Maurice LevertY, as owners of the southerly lot, to I consider expanding the existing easement out to 32 nd Street, which would allow the mound's encroachment until such time as the use of the POWTS is discontinued. It wasn't clear on the application that Bernard Leverty is deceased, so is the property tied up in probate court? Will the proposed business affect the lease agreement for the cell tower company? • Employees are mentioned in the narrative and separate parking spaces are designated for employees on the site plan, but how many people will be working at the business? • If the existing pole shed is to be remodeled for the business, which includes employees according to the narrative, a plan must be prepared and submitted that includes plumbing for both domestic and non-domestic wastewater disposal. If you propose a bathroom for employees and/or public use and sinks to wash animal food/water dishes, there will have to be a Private On-site Wastewater Treatment System (POWTS) designed and approved by the Dept. of Commerce. The DNR regulates non-domestic wastewater discharge, which may require a separate holding tank permit for floor drains that collect the rinse/disinfectant wash water. The site plan indicates that fencing will be installed along the south property line, which might interfere with accessing septic tanks, dose tank, and mound for routine maintenance and fencing. Then a sanitary permit would need to be obtained from the county for a building sewer line to be connected to the POWTS. • Trash removal (including solid pet waste/hair?) needs to be specified - dumpsters or other methods must have designated areas that won't contribute to odor or public health problems. • Retail sales or not? In item 1) of the narrative you mention "Retail component" with pet food and gifts, but in item 4) it states the animal care facility will be a non-retail commercial service. • Signage indicated on the site plan needs to be addressed, whether as part of this request (as an additional item) or separate zoning permit. The Town of Somerset published their Town Board and Plan Commission meeting minutes in the New Richmond Herald on October 15th and on their website. It mentions conversion of the existing 4-plex residential building to be used as the grooming area, office, employee room, and merchandise sales. This was not represented in the application narrative. The change in use for the residential POWTS to include pet grooming wastewater (specific concern would be HAIR in the filter and mound system) would also require the above plan review and approval by the state.
