The code section Leroy refers to would be correct, and, as long as the accessory building is on the same property, and a document describing the piping arrangement (sketch showing piping locations) in relation to buildings and property is recorded with the register of deeds within 90 days after installation, the plumber may connect to the existing house building drain. The connection of the accessory building sewer to the existing house building drain should connect downstream of all house branch drains to avoid disrupting any combination drain and vent systems on floor drains, circuit venting bathroom groups, etc. The accessory building sewer must also meet Comm 82.30(11)(c) insulation requirements for protection from frost. So for the building sewer requirements we need to see Comm 82.30(11)(a)1. and 2. It appears that 2. applies to your situation. I am not aware of a need for state review for such situations if the pipe diameter is not larger than 4 inches. I am passing this along to Don Hough for further comment. He will set us both straight if we have strayed off somewhere we shouldn't be. We should wait to see what he has to say. Subject: Building sewer connections Quick question and non-emergency status (I think)! Have a situation where an accessory structure with a convenience bathroom was plumbed into the house's system, rather than using a PIM connecting above septic tank. I remember discussing this idea with Jeff Fox at time of permit review - he didn't think that a PIM would work due to house/garage/septic tank locations and there would be no violation of 82.30 regarding building sewer beneath foundation. However, other problems have arisen with zoning issues and I have been informed by Brian Wert that this method of plumbing should have been reviewed by state per UDC regulation and apparently was not revealed to him as part of obtaining building permit. Should 1 2/2/2006 Page 2 of 2 have included a condition on permit regarding how the accessory structure was to be connected to POWTS? I think Jeff Fox did both interior and exterior work - I want to make sure that I know to warn plumbers if they need to submit plans to state for this type of connection, rather than a county-reviewed PIM. The septic system was approved for an estimated design wastewater flow of seven (7) bedrooms with a maximum occupancy of 14 persons. During the inspection, I noted that the septic tank installed was a Wieser model W2000-MR and the approved application stated the sizing would be 2,311gallon capacity. I asked Jeff Fox whether he had another tank to install and he told me to check the specifications on the tank that was included with the permit. The Wieser spec sheet states that if the outlet is plugged for use as a holding tank, the liquid capacity is 2,311 gallons. For use as a septic tank, it has a 966 gallons/day capacity. The tank will be undersized for the number of finished bedrooms within the residence; however, current occupancy does not exceed the design wastewater flow for the newly installed POWTS dispersal area (leaching chambers). An Occupancy Affidavit is required to disclose the disparity between number of bedrooms in the house and the septic tank capacity to any future owner(s) of the residence. Enclosed is an affidavit that must be completed and submitted to the St. Croix County Register of Deeds office for recording against the deed. Please have your signature notarized (or it can be done at the time of submittal to be recorded) and stop into the Planning & Zoning office with the receipt to document the affidavit was submitted. To prolong the POWTS lifespan, the septic tank should be pumped at least once every three years or when the tank becomes 1/3 full of sludge and scum. In addition, water conservation measures should be implemented, for example repair/replacement of leaking plumbing fixtures, reducing shower time, running the dishwasher only when full, avoid using a garbage disposal, using a wash machine with a suds-saver feature, etc. The long-term function of your POWTS is dependent upon proper maintenance of the system. If this POWTS should fail at any time in the future, the system will need to be inspected by a licensed plumber or POWTS maintainer to determine if it requires replacement according to state code requirements in effect at that tim ire. I did not read the fine print at permit issuance, but at installation I questioned him as to why he had a 2000 gal. Wieser tank - I thought he had planned on a larger one? Tank inspections must include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum and to check for any back up or ponding of effluent on the ground surface. The dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate notification of the local regulatory authority. When the combined accumulation of sludge and scum in any tank equals one-third or more of the tank volume, the entire contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units, and any servicing at intervals of 512-months, -shall be performed by a certified POWTS Maintainer.
