HomeMy WebLinkAboutResolution 2021 (39) Resolution No. 39 (2021) ST RO UNTY RESOLUTION ADOPTING STRATEGIC PLAN 2022 - 2025 1 WHEREAS, the St. Croix County Board conducted an extensive process to update the Strategic 2 Plan with input from surveys, citizen panels, Department Head work sessions and County Board 3 work sessions; and 4 5 WHEREAS, the St. Croix County Board has updated our Vision and Mission statements as part of 6 the Strategic Plan update; and 7 8 WHEREAS, our consultant, the Wisconsin Institute for Public Policy and Service, has helped 9 guide the County Board to 11 goals within 4 strategic themes to work on over the next three 10 years; 11 12 NOW, THEREFORE, BE IT RESOLVED THAT, the St. Croix County Board of Supervisors does 13 hereby adopt the attached Strategic Plan for 2022 - 2025 with updated Vision and Mission 14 Statements. 15 16 VISION 17 To be the county that delivers service with compassion and respect for people and the 18 environment. 19 20 MISSION 21 We will strengthen our social and economic future by providing health, safety, and well-being 22 for all. Community Well-Being Goal Promote an all-inclusive health and public safety environment. Objectives: • Better serve ourjustice system by improving communication and collaboration between Public Safety and Health and Human Services. • Improve the health and safety of our community by increasing communication with external partners. • Reduce repeat offences by identifying and addressing the behavioral health needs of the people in ourjustice system. • Reduce emergency and crisis situations by strengthening the coordination of care for people with complex health needs. • Support employee stress management and well-being by ensuring resources are available and accessible. • Better serve our community by advocating for appropriate state policies and funding. Goal Have conversations with community stakeholders about support for the most vulnerable in our community. Objectives: • Identify and understand the unique needs and develop strategies to address the needs of the most vulnerable and disenfranchised in our community. • Explore opportunities for affordable and low-income housing and transportation with community stakeholders. Public Infrastructure Goal Help provide access to broadband for every St. Croix County resident and business. Objectives: • Identify future opportunities for broadband expansion in St. Croix County by completing a broadband study. • Develop solutions that serve rural areas of the County by engaging with Internet Service Providers and community stakeholders. Goal Maintain high-quality County highways in a safe, sustainable, and efficient manner. Objectives: • Reduce costs and increase efficiencies through technology. • Maximize state and federal funding for local infrastructure projects. • Explore traffic safety enhancements. Goal Serve our growing population by providing well-designed spaces that meet the needs of the County. Objectives: • Reduce the dependence on fossil fuels through sustainable design. • Continue to monitor our spaces to provide the appropriate space to meet the needs of our community. Natural Resources Goal Improve and protect the water quality throughout St. Croix County. Objectives: • Increase awareness of activities impacting water quality by providing educational opportunities. • Measure ground water quality by funding the well testing program and expanding source testing. • Identify regulatory changes to protect ground and surface water. Goal Expand the enforcement of land use ordinances. Objectives: • Identify resource needs and create a strategic workforce plan. • Evaluate ordinances to ensure that they meet the goals of the County and state law. Goal Improve and develop County Parks and Trails. Objectives: • Explore opportunities for new camper cabins and other accommodations. • Explore opportunities for new park properties. • Improve accessibility to our County natural resources and recreation. • Explore new physical and educational activities for the people using our parks and trails. Service Delivery Goal Improve the way we offer services. Objectives: • Ensure accessible, consistent, and quality services. • Improve communication and collaboration between departments to operate more efficiently. • Cross-train employees to share knowledge. • Explore ways to combine services and use technology to improve efficiency. Goal Increase awareness of the services we offer. bjectives: • Make information easier to find on our County website. • Educate employees about the services the County offers and how to communicate about them. • Find new and effective ways to educate and inform members of our community about the services we offer. Goal Improve the employee experience and recruitment efforts for St. Croix County. bjectives: • Build flexibility within job classes. • Offer competitive compensation and benefits. • Create more career advancement opportunities. • Promote better work/life balance by modifying policies to offer more flexibility. • Offer more training and development opportunities. • Explore innovative ways to reach and recruit a diverse population of employees. • Build a culture where employees feel engaged, supported, and connected to our mission.
