RESOLUTION DISAPPROVING NEW POSITION TO BEGIN IN 2010

WHEREAS, request for a new position has been reviewed by the Finance Committee;
and
WHEREAS, the Finance Committee advanced the following position for consideration in
the 2010 budget; and
WHEREAS, the Finance Committee recommends denial of the following new position:
1. Emergency Management Director — Emergency Management Department
New part-time position, .8 FTE (32 hrs /week)
(Previously budgeted contract salaries /fringes $55,978 will cover cost of position)
Salary and fringe cost: $49,452.37
Effective Date: March 15, 2010
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
position listed above is not approved.

Emergency Management Director
NonUnion Grade 8 FLSA Status: Exempt
General Definition of Work
Performs difficult professional work developing budgets, administerin grants, developing and updating various
emergency plans, communicating with municipalities and agencies, directing Emergency Management and
Emergency Community Right- to-Know programs, and related work as apparent or assigned. Work involves setting
policies and goals under the direction of the Emergency Management and Communications Committee. Limited
oversight is exercised over Administrative Assistant.
Qualification Requirements
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The
requirements listed below are representative of the knowledge, skill and/or ability required Reasonable

Essential Functions
Develops and maintains Emergency Management, Local Emergency Planning and Community Right- To-Know
budgets.
Develops and administers various grant and sub - grants for funding various programs, equipment and activities.
Determines and schedules work plan activities to conform with grant requirements.
Develops and updated County and municipal emergency operation and action plans, County -wide strategies, off -site
facilities, etc.
Communicates with municipalities and emergency service agencies.
Coordinates training requests from emergency response agencies and municipal and County departments.
Develops exercises for municipal and County emergency response agencies and local government.
Assigns, directs, trains and reviews staff work; evaluates staff performance; assists with hiring, disciplining and
terminating staff, develops staff schedules.
Attends and participates in meetings with County and municipal elected officials.
Responds to emergency or disaster situations/incidents when requested by municipality or emergency response
agency to provide technical assistance.
Provides reports concerning damages and restoration activities to elected officials and Wisconsin Emergency
Management during emergency or disaster situations.
Coordinates activities between various government levels, County departments, agencies and vohmteer services
during emergency or disaster situations.
Activates County or municipal Emergency Operations Centers for large -scale emergency or disaster incidents.
Knowledge, Skills and Abilities
Comprehensive knowledge of emergency preparedness practices with an emphasis on population protection;
thorough knowledge of the Federal and State laws and regulations (State Statute 166, 323, provisions of the federal
Emergency Planning and Community Right -to -Know Act and PL 100-707, and the Stafford Act) regarding civil
defense and emergency management; thorough knowledge of emergency management operations; thorough
knowledge of systems, their operations and implementations into emergency services; ability to manage and direct
the work of subordinates, ability to pure detailed written reports; ability to prepare statistical and analytical
reports; ability to establish and maintain effective working relationships with officials, subordinates the general
public and other agencies.
Education and Experience
Bachelor degree in Planning, Business, or Public Administation, and moderate experience working in or with
emergency services, disaster planning, or equivalent combination of education and experience. Prior public safety
and/or supervisory experience is preferred.

Emergency Management Director
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking
or hearing, frequently requires standing, using hands to finger, handle or feel, reaching with hands and arms and
repetitive motions and occasionally requires walking, climbing or balancing, stooping, kneeling, crouching or
crawling, tasting or smelling, pushing or pulling and hfk3ng; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed
or important instructions to otheas accurately, loudly or quickly; hearing is required to perceive information at
normal spoken word levels and to receive detailed information through oral communications and/or to in fine
distinctions in sound, work requires preparing and analyzing written or computer data, visual inspection involving
small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general
surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately
noisy location (e.g. business office, light traffic).
Special Requirements
Incident Management System ICS, must be obtained within two (2) years of hire (IS700, ICS I00, 200, 300, 400, and
IS800)
Valid driver's license.

LITIGATION HOLD POLICY
St. Croix County, Wisconsin
A. A litigation hold is a communication issued by the Corporation Counsel Office, or outside
counsel if assigned, as a result of current or reasonably anticipated litigation, an audit, a
government investigation, or other such matter, that suspends the normal disposition or
processing of records and requires those records to be preserved. It is also known as a
"legal hold."
B. Litigation is reasonably anticipated when a person should have known that the evidence
may be relevant to future litigation. Reasonable anticipation of litigation arises when
one is on notice of a credible threat of litigation or anticipates taking action to initiate
litigation. The determination should be based on good faith, reasonableness, a
reasonable investigation and an evaluation of the relevant facts and circumstances.
C. When litigation is commenced or a reasonable anticipation of litigation occurs, the
Corporation Counsel Office shall be contacted immediately. If litigation is commenced, a
written litigation hold will be developed, if necessary. If anticipation of litigation is
reported, the Corporation Counsel Office will review and, if there is a reasonable
likelihood of litigation, a written litigation hold will be developed.
D. A written litigation hold will be distributed to all affected persons. It will attempt to
identify all documents and data that may be relevant to the litigation and include
instructions on preservation. It will include instructions to retain all emails and
electronically stored documents and data, to suspend computer system maintenance
routines, and suspend any system - generated deletion features until further notice. It
will warn against defragmenting or otherwise altering the hard drives of any computers
or storage devices that may contain relevant electronically stored information. It will
direct that no one search through old files or emails until steps have been taken to
ensure no inadvertent modification of metadata will occur.
E. A written notice will be issued by the Corporation Counsel Office, or outside attorney if
assigned, when the litigation hold is no longer needed.
This policy was adopted by the St. Croix County Board of Supervisors and effective on
August 3, 2010.
