CROIX COUNTY LAND AND WATER CONSERVATION DEPARTMENT TO APPLY FOR 2010 LAKE PLANNING GRANTS Resolution No. St. Croix County, Wisconsin WHEREAS, in 1972 the United States Congress added the Lower St. Croix River, the 52 -miles of the St. Croix River between St. Croix Falls, Wisconsin and Prescott, Wisconsin, as a protected waterway under the Wild and Scenic Rivers Act; and WHEREAS, the Lower St. Croix River is an important resource used by the public for recreation and enjoyment of natural beauty; and WHEREAS, the protection of the Lower St. Croix River's water quality is critical; and WHEREAS, the State of Wisconsin and the State of Minnesota have designated the Lower St. Croix River as an impaired water resource because of excess phosphorus; and WHEREAS, the Willow River Watershed and Lake Mallalieu were designated as impaired water resources and were determined to be a significant contributor of excess nutrients and sediments to the Lower St. Croix River; and WHEREAS, the Land and Water Conservation Department desires to sponsor two Wisconsin Department of Natural Resources (WDNR) lake planning grants - one in the spring of 2010 and another in the fall of 2010 - to develop a total maximum daily load (TMDL) implementation plan for the Willow River Watershed and Lake Mallalieu. NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that the Land and Water Conservation Department is authorized to request up to $13,000.00 for each of two grants from the Wisconsin Department of Natural Resources under the "Lake Management Grant Program" to develop an implementation plan for the Willow River Watershed and Lake Mallalieu. BE IT FURTHER RESOLVED that Robert Heise, Director of the Land and Water Conservation Department is authorized to execute an application to the Wisconsin Department of Natural Resources for the lake planning grants. BE IT FURTHER RESOLVED that the St. Croix County Land and Water Conservation Department shall comply with State rules for the lake planning grants program, may perform force account work, and shall comply with the terms of the grants.
